HomeMy WebLinkAbout20201096.tiff •• EMERGENCY ORDER OF UNITED WATER& SANITATION ligr FOR DISASTER EMERGENCY RESPONSE EIVED DURING THE COVID-19 PANDEMIC MAR 3 0 2020 �� UMQ ER NTY As the principal executive officer of United Water& Sanitation District(the"District"), n HERS §24-33.5-709, C.R.S., I, Robert A.Lembke, hereby issue this Executive Order declaring a local disaster in the District due to the presence of Coronavirus Disease-2019 (COVID-19) in areas served by the District, and authorize response activities associated with the disaster emergency to enable District officials and consultants to coordinate response, recovery and mitigation efforts, and to furnish aid and assistance under any disaster emergency plans. Declarations and Directives: 1. The District is a special district organized pursuant to the Special District Act, § 32-1-101, et seq., C.R.S., as amended, for the purpose of, among other things, providing certain essential facilities and services, including without limitation water facilities and services, to and for the use and benefit of the District, its residents,users, property owners and the public. 2. COVID-19 is a respiratory illness caused by a virus that spreads rapidly from person to person and may result in serious illness or death,constitutes a clear and present threat to the lives,health,welfare and safety of the residents,property owners and public who depend on and use the District's facilities and services. 3. Pursuant to C.R.S. § 24-33.5-703(3), "Disaster" means the occurrence or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural cause or cause of human origin, including but not limited to ... epidemic ... existing in the state or in any county, city, town, or district in the state. 4. District officials, and the employees of the District's consultants, are hereby authorized to coordinate and implement response activities and recovery and mitigation efforts associated with the COVID- 19 disaster emergency, and to furnish aid and assistance under any disaster emergency plans, including without limitation ensuring the quality and delivery of water facilities and services to the District's users and carrying-out essential services relevant to the governmental purposes of the District. 5. For purposes of this Emergency Order,the District will provide a supplemental letter pursuant to this Order identifying its officials and the key employees of the District's consultants. 6. This Emergency Order shall remain in effect for a period of seven (7) from the date set forth above, unless the Board of Directors of the District authorizes or consents to a longer period. 7. This Emergency Order, and any continuance or termination shall be promptly published in the Denver Post, in the Greeley Tribune and in the Ranchland News, and shall be filed promptly with the Clerk and Recorder of Arapahoe,Denver,Douglas, Elbert ran and Weld Counties,and with the Office of Emergency Management.
