Dear Mr. Anderson:
Providing employment to the men and women returning from duty with
the Armed Forces continues to be a subject of great national con-
cern. While the unemployment rate for Vietnam-era veterans has
decreased, it still exceeds that of non-veterans in the same age
bracket. The President has asked me to review all Federally-funded
manpower programs to increase our effort to open up employment
opportunities for these men and women. As part of this intensified
effort, I am increasing the goal for the employment of Vietnam-era
veterans under the Emergency Employment Act to 35 percent during
the balance of FY-72.
I recognize that coming this late in the year, this is an ambi-
tious goal. But, it is a just one, consistent with the commitment
due the young returning veteran. Program Agents who have not at-
tained this level of Vietnam-veteran participation must redouble
their efforts to recruit and employ these men and women. I ask
Program Agents who have exceeded this goal to continue their
emphasis on hiring Vietnam veterans to the fullest extent possible.
I know you share my concern and commitment to the Vietnam veteran
and, as a Program Agent under the Emergency Employment Act, you
will take appropriate action to increase the number of these veter-
ans employed in your program. If there is any further information
or assistance you need to meet this increased goal, the Manpower
Administrator for your Region is anxious to help. I have directed
him to give the highest priority to this objective and to take all
necessary action to assist public employers to meet, and, where
possible, exceed this new goal.
