Horsetooth Reservoir is a water storage reservoir that the Northern Colorado Water Conservancy
District ("Northern Water") and U.S. Bureau of Reclamation operate; which incorporates the
Soldier Canyon Dam and other infrastructure. The Soldier Canyon Outlet is a pipe and related
infrastructure that conveys water from Horsetooth Reservoir under and through the Soldier
Canyon Dam to a water treatment facility, which treats water for the various water service
providers, including the North Weld County Water District ("North Weld") which provides treated
water to the Town of Severance.
Northern Water and the Bureau of Reclamation intends to perform required maintenance and
rehabilitation work on the Soldier Canyon Outlet, commonly referred to as the "Horsetooth
Outlet Project" ("HOP"). This work is scheduled to commence on October 15, 2020, and
continue for approximately 45 days. During this time the Soldier Canyon Outlet will not be
available to deliver water from Horsetooth Reservoir. While the work is being performed, the
District will be required to rely mainly on water supplies from the Cache la Poudre River. Should
conditions arise during the work on the HOP, which would prevent or limit the ability of the
District to obtain water from the Poudre River, a temporary backup pump system will convey
water from a different Horsetooth Reservoir outlet to the Water Treatment Facility, and or the
North Weld will rely on an emergency interconnect with the City of Greeley.
In turn, the Town of Severance is asking that all water customers please ensure that all outside
watering activities (i.e. sprinkler systems, vehicle washing, etc.) be suspended until November
30th. These actions will help ensure that Northern Water and United States Bureau of Reclamation
can complete this project and secure proper water delivery for the Town of Severance.

WORKING TOGETHER TO PROTECT OUR WATER SYSTEM
North Weld County Water District is one of four water providers in northern Colorado impacted by the Horsetooth
Outlet Project. Safety, water quality and access to water are our top priorities while the project is underway.
During the project, water from Horsetooth Reservoir won't be accessible, meaning that North Weld County
Water District users will rely solely on water from other sources. We have been working collaboratively with
East Larimer County Water District, Fort Collins -Loveland Water District, City of Greeley and Fort Collins
Utilities to ensure we meet the water needs of the community throughout the duration of the project.
SMALL ACTIONS CAN MAKE A BIG DIFFERENCE
Colorado's dry weather and drought conditions this
summer have impacted our regional water reserves
and we strongly urge our customers to eliminate
their outdoor water use leading up to the start of
the project and for the duration of construction
(approximately 30-45 days).
RESTRICTED WATER USES
• Lawn watering
• Residential car washing
• Spraying or washing impervious surfaces
(driveways, sidewalks, etc.)
• Filling outdoor swimming pools or water features
• Activities not listed will not be restricted.

entire northern Colorado community.
