HomeMy WebLinkAbout20202988.tiffRESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC REGULATORY SIGNS ON COUNTY ROADS 31 AND 98 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, at the request of the Town of Nunn, the Weld County Department of Public Works has recommended to the Board that 35 MPH speed limit signs be installed on County Road 31 and that 45 MPH speed limit signs be installed on County Road 98 to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic regulatory signs are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 35 MPH speed limit signs on County Road 31 and 45 MPH speed limit signs on County Road 98 at the same time the Town of Nunn installs 45 MPH speed limit signs on County Road 29, between 4th Street and County Road 98, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 30th day of September, A.D., 2020. Per our IGA, the Town of Nunn will be annexing these roads in their entirety very soon. Until that time, the Nunn Town Board is requesting the County's assistance to install new speed limits signs on these roads, which are consistent with statutory speed limits for a municipality. Public Works has drafted the annexation plats and is in the process of preparing the annexation petition for the Board and Nunn's review; therefore, we do not anticipate these roads staying within Weld County jurisdiction much longer. The Nunn Town Board is requesting WCR 31 be posted at 35 mph (current posting is 45 mph) and WCR 98 be posted at 45 -mph (current posting is 55 mph). In addition, the Nunn Town Board agrees to increase the posted speed limit in their jurisdiction on WCR 29 between 4th Street and WCR 98 from 35 mph to 45 mph. In anticipation of Nunn annexing these roads very soon, staff recommends the Board support Nunn's request for municipal statutory speed limits on WCR 31 (35 mph) and WCR 98 (45 mph). (include consequences, impacts, costs, etc. of options): • BOCC approves modifying the currently posted speed limits from 55 mph on WCR 98 to 45 mph and WCR 31 from 45 mph to 35 mph. • BOCC could deny the request for the lower speed limits and wait for Nunn to annex the roads and post the signs once there are in their jurisdiction. Recommendation: With the anticipation of Nunn annexing these roads very soon, staff recommends the Board support Nunn's request for municipal statutory speed limits on WCR 31 (35 mph) and WCR 98 (45 mph).
