James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: Acting Clerk to the Board, Jess Reid Assistant County Attorney, Bob Choate Planning Services Department representative, Angela Snyder Public Works Department representative, Melissa King Health Department representative, Lauren Light The following business was transacted: I hereby certify that pursuant to a notice dated October 15, 2020, and duly published October 21, 2020, in the Greeley Tribune, a public hearing was conducted to consider the request of James Johnson, for a Site Specific Development Plan and Use by Special Review Permit, USR20-0027, for an accessory building with gross floor area larger than four percent (4%) of the total lot area in the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of record. • Angela Snyder, Department of Planning Services, presented a brief summary of the proposal and the general location of the site. She described surrounding uses and stated no correspondence had been received from surrounding property owners (SPOs). Ms. Snyder entered the favorable recommendation of the Planning Commission into the record as written and displayed images of the site and surrounding views. • Melissa King, Department of Public Works, stated unpermitted, existing access for the property is onto County Road (CR) 19.5, via privately maintained McGuire Avenue, and relayed the applicant will need to obtain an Access Permit for this location. She indicated there are no traffic counts available, described the traffic associated with the site and stated the applicant submitted a drainage narrative showing the site meets an exception for detention. —�-' Lauren Light, Department of Public Health and Environment, stated the existing residence is served by an individual well and a septic system permitted for three (3) bedrooms, and indicated there are no associated Development Standards (DS), since the septic system is not in the vicinity of the proposed building. cc : PL(/Yr), Pw(Mw) ICA(U) 12.)1U12O2O 2020-3407 PL2774 HEARING CERTIFICATION - JAMES JOHNSON (USR20-0027) PAGE 2 IR James Johnson, applicant, stated he will use the structure for personal storage. No public testimony was offered concerning this matter. El The Board discussed the Conditions of Approval and Development Standards and did not have any changes. In response to Chair Freeman, James Johnson indicated he had reviewed the Conditions of Approval and Development Standards. Commissioner James moved to approve the request of James Johnson for a Site Specific Development Plan and Use by Special Review Permit, USR20-0027; for an accessory building with gross floor area larger than four percent (4%) of the total lot area in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards. The motion was seconded by Commissioner Ross, and it carried unanimously. There being no further discussion, the hearing was completed at 10:04 a.m. This Certification was approved on the 30th day of November, 2020.
