RE: APPROVE PROJECT PROPOSAL APPLICATION FOR 2020 NORTHEAST
COLORADO ALL HAZARD STEERING COMMITTEE (NAEHR) HOMELAND
SECURITY GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Project Proposal Application for the
2020 Northeast Colorado All Hazard Steering Committee (NAEHR) Homeland Security Grant
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Sheriff's Office, to the Northeast Colorado All Hazard Steering
Committee (NAEHR), with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Project Proposal Application for the 2020 Northeast Colorado All
Hazard Steering Committee (NAEHR) Homeland Security Grant from the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Sheriff's Office, and the Northeast Colorado All Hazard Steering Committee (NAEHR), be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 13th day of January, A.D., 2020.

Brief description of the problem/issue:
The Sheriff's Office would like to apply for the 2020 Northeast All Hazard Steering Committee (NAEHR)
Homeland Security Grant Project funding.
A total of approximately $ 257,000 will be distributed to all subrecipients with the funding philosophy to
support as many projects across the entire region and across many disciplines.
The fiscal agent is the City of Greeley and the grant period covers three years 2020-2023.The program seeks to
prevent, protect against, mitigate, respond to and recover from threats and hazards that pose greatest risk within
the United States.
The application will request funding for the purchase of a Throw Robot in the amount of $15,645.00.
The yearly maintenance cost of an estimated $200 would be an ongoing budgeted cost for the Weld County
Sheriff's Office.
The robot will be utilized within the SWAT team and for incidents that not necessarily require the SWAT
Team. The robot will allow the team to be able to:
• to assess a situation from the safety of cover, while gaining valuable intelligence during a critical
incident
• to clear possibly hazardous areas before placing the team in a potentially deadly situation
• to identify the potential hazards and to gain information by using the camera and microphones that the
robot comes equipped with
The robot will prevent others from being hurt, injured or killed during a critical or even non critical incident and
give the Sheriff's Office the capability of keeping law enforcement safe while gaining valuable intelligence.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Approve the application to request funding for the project
• Disapprove the application and forgo the potential funding for the project
• Work Session to answer additional questions

Brief description of project. Why needed and why it can't be funded locally. What is multi -discipline, cooperative,
multiagency and/or regional impact?
This project is being requested by the Weld County Sheriff's Office Regional SWAT Team. The
team is comprised of the Weld County Sheriff's Office and various other law enforcement agencies
from within the county. Weld County covers a territory of approximately four thousand square miles
and is comprised of 21 law enforcement agencies within the county, to include the Colorado State
Patrol. In 2019 the SWAT Team has deployed on 12 missions. The team has been without a
consistently working robot for several years, making deployments to critical incidents a safety
concern. This extremely important piece of equipment would assist our team in these critical
incidents.
The robot would allow the team to be able:
• to assess a situation from the safety of cover, while gaining valuable intelligence during a
critical incident
• to clear possibly hazardous areas before placing the team in a potentially deadly situation
• to identify the potential hazards and to gain information by using the camera and
microphones that the robot comes equipped with
The SWAT Team has requested the replacement of the current (non -deployable) robot for the last
five years. The request has been denied to minimize budget increases.
Weld County Sheriff's Office is unique in the fact that our Regional SWAT Team covers all agencies
except for the City of Greeley and Frederick. This robot would be used in both SWAT related
incidents as well as incidents that don't necessarily require a call out from the team, and therefore
would improve capabilities across multiple disciplines. If an agency within the county requested
assistance that required the use of the robot, we would be able to assist that agency by providing them
the equipment and operators necessary to complete the mission.

The Weld County Sheriffs Office has, on numerous occasions, assisted the cities and towns within
the county on critical or complex calls for service. Most of the agencies within the county do not have
the funding or resources to complete these tasks.
Core Capabilities:
What are the core capabilities that this project seeks to address within the mission areas of Prevention. Protection.
Mitigation, Response, and Recovery?
The robot would prevent others from being hurt, injured or killed during a critical or even non critical
incident. The robot would give the Sheriffs Office the capability of keeping law enforcement safe
while gaining valuable intelligence. The robot can be used before the team is deployed and can
identify potential threats during an incident. The robot can gain information which in turn will allow
the team to be prepared for hazards and improve decision making processes i.e. if the bomb team
needs to respond, or specific types of equipment is needed to breach doors etc. This would give the
team the proper information before they enter a situation without proper tools, thus compromising the
mission.
CTS goals:
How does the project address the goals of the Colorado Homeland Security Strategy?
Prevention:
This robot would greatly improve the ability to relay real time intelligence to federal, state and local
agencies and therefore prevent or stop a threat or actual event. This robot would provide essential
information for law enforcement to come up with suitable solutions on how to handle a critical
incident.
Protection:
The use of the robot assists in protecting and securing Colorado against hazards such as acts of
terrorism. First responders are being kept in a safe area while they are developing a proper plan, to
include the tools necessary to safely and affectively resolve an incident. In a case of terrorism, real
time information can be shared with all agencies involved in the incident.
Response:
The use of the robot saves lives by deploying it during critical incidents, both man made and natural
disasters. Having the ability to deploy a robot to areas where a first responder would likely be injured,
is critical to help save the lives of the citizens of Colorado.
Training and Exercise:
The robot would be used in training with both law enforcement first responders, as well as fire and
medical teams. The ability to deploy the robot for a critical incident would be shared with all
agencies upon request. The SWAT Team would train on the use of the robot on a monthly basis
during normal training days.
Planning:
The Sheriff s Office would work together with our emergency operations center to ensure the use, if
necessary, during both man made and natural disasters. An example of this is the use of the MRAP,
which has been utilized for SWAT missions, blizzards and flood related emergencies.
Preparedness:
The use of the robot in all types of critical incidents would mitigate the risk that first responders face
during a critical incident. The ability to send the robot into a "hot zone" to assess the risk would help
in saving lives of not only the citizens of Weld County but also the first responders.
Sustainability Plan:
If the project creates ongoing costs after initial purchase and installation, how will these be sustained?
Maintenance of the robot would be budgeted each year through the Sheriff s Office.

FCC Eligibility
The usage of the Recon Scout robot and related equipment is subject to the following conditions:
• Eligibility is limited to state and local police and firefighters eligible for licensing under Section 90.20(a)(1) of the
Commission's Rules, and security personnel in critical infrastructure industries.
The Recon Scout robot may be used only during actual emergencies involving threats to safety of life, and for necessary
training related to such operations.
Security personnel in critical infrastructure industries may operate the Recon Scout robot only in areas that are
environmentally hazardous for entry by human personnel, and for necessary training related to such operations.
The Recon Scout robot will operate on a secondary basis (cannot cause interference and is not protected from
interference) to all Federal users and licensed non -Federal users. This device may not interfere with Federal stations
operating in the 420-450 MHz band and must accept any interference received.
Training operations are not permitted within thirty kilometers of the following Federal radiolocation sites:
