WELD COUNTY BOARD OF COMMISSIONERS, AND
CITY COUNCIL, CITY OF GREELEY, COLORADO
WHEREAS, the Weld County Board of Commissioners and the City Council of the City
of Greeley desire to cooperate in the enlarging and developing of a county-wide
park, recreational and fair grounds area in and adjacent to Island Grove Park in
the City of Greeley; and
WHEREAS, the legislative bodies have already cooperated in a general comprehen-
sive plan for expansion and development of Island Grove Park which was completed
in 1971 ; and
WHEREAS, the Board of County Commissioners and the Greeley City Council have
agreed to a body of advisers to study the plan and possible financing methods
and to recommend to the legislative bodies functional plans and financing for
expansion and development of Island Grove Park and surrounding area;
NOW THEREFORE BE IT RESOLVED, that
1 . A body of advisers be established called the City-County Island Grove
Planning Council , hereafter called Planning Council ;
2. The Planning Council shall have the function of studying all plans, surveys
and ideas that expressly refer to enlargement, expansion, improvement or develop-
ment of a county-wide fair expansion, improvement or development of a county-wide
fair facility, recreational area, open space or otherwise and the financing
thereof;
3. That the Planning Council shall not spend funds or commit the City or County
without the approval of the governing boards ;
4. The Planning Council may initiate its own studies, surveys and plans for the
physical development or expansion of Island Grove Park and prepare reports on
' various methods of financing recommended developments and expansions, subject to
approval of the County Commissioners and the City Council . cL47 O41

5. The Planning Council shall expend or commit only those funds that the County
Commissioners and City Council have previously made available for its purpose,
or funds received from gifts or otherwise.
6. That said City-County Island Grove Planning Council shall consist of seven
members, and the terms of said members shall be over-lapping. From the first
appointees, said Planning Council shall determine whom of its first members shall
serve one year, whom shall serve two years (one from the City and two from the
County) , and whom shall serve three years (two from the City and one from the
County) . After the first seven members are appointed, all appointments shall
be for a term of three years. Three members of said Planning Council shall be
appointed by the Board of Weld County Commissioners; three members shall be
appointed by the City Council of Greeley and the seventh member shall be appointed
by mutual agreement of the County Commissioners and City Council .
7. Each representative shall have one vote on all matters coming before the
Planning Council except that the Chairman shall vote only if a tie vote exist;
8. At the first meeting of the Planning Council it shall elect its own Chairman,
Vice-Chairman, Secretary and such other officers as needed.
9. The terms of all representatives shall expire as of December 31st of each
year or until a successor has been officially appointed;
10. All acquisitions of land and contracts for improvements or developments
shall be specifically approved by resolution or ordinance of the governing bodies
of the County and City appropriating funds for the specific purpose.

CITY COUNCIL
The City of Greeley after discussion with HUD officials in
MAYOR Denver have decided that they would like to see the pro-

ACTING CITY MGR. Subsequently, the City of Greeley Council chose Walker
G. KEITH EBERHARDT Miller, Dave Freemeyer and George Meyers , as its repre-
sentatives. They also asked me to advise you that either
Hank Brown, Stan Boyes , or E. H. Scheel would be acceptable
of both entities.
Our discussion with HUD revealed that the City and County
could apply jointly to HUD for a park grant, which could
then be given to the park board to be used for park pur-
poses.
The City Council hopes that the Commissioners will act on
their appointments at their earliest convenience.
