WELD COUNTY COUNCIL
July 20, 2020
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, July 20, 2020, at the Weld County Administration Building,
1150 0 Street, Greeley, CO.
ROLL CALL:
' �=" The meeting was called to order by President Tonya L. Van Beber. Coundlmembers Nancy
Teksten, James Welch and Gene Stille were present, constituting a quorum of members.
Councilmember Brett Abernathy was absent due to a medical condition. Also present was
Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Stille made a motion to approve the agenda, seconded by Councilmember
Welch and carried.
APPROVAL OF DOCUMENTATION:
Approval of June 15, 2020, Minutes
Councilmember Teksten made a motion to approve the June minutes, seconded by
Councilmember Welch, and the motion carried.
REVIEW PROGRAM:
Jason Maxey, Dept. of Oil and Gas
Mr. Maxey gave an overview of the Department of Oil and Gas.
Weld County equals 39 percent of the active status wells in Colorado. Active status wells
include wells that are shut-in, not actively producing, actively drilled or active. Horizontal drilling
has severely impacted the number of wells in Weld County.
Senate Bill 181 also greatly impacted oil and gas production in the county.
The department was created by the Board of County Commissioners on July 8, 2019, and
opened August 5, 2019. It firmly established local control over mineral resources in
unincorporated Weld County — delegation of local control was included in SB 181.
The department is responsible for permitting, regulating and enforcing surface regulations
related to oil and gas locations
It is staffed with 12 employees who are responsible for the enforcement of county regulations
which ensure the health, safety and welfare of the public and the environment

PUBLIC COMMENT:
Jenna Leian, of Greeley, asked how spills are reported. She was told the Greeley Tribune prints
that information.
Councilmember Van Beber answered some questions Ms. Leian presented at the previous
meetings. Ms. Leian had inquired about JBS and coronavirus response. Councilmember Van
Beber explained the county is not allowed to mandate medical testing of healthy people, but if

JBS wanted to offer testing they could do so. Mandated testing is not within the county's authority.
The county does not have authority to require mass testing of private businesses. It does,
however, have the ability to trace the virus and will work with businesses to help with testing. It
can also issue a public health order requiring closure of the plant.
Van Beber said the state has been responsible for inspections since JBS closed for two weeks
in April.

Councilmember Teksten will reach out to Public Relations about presenting in August.
Councilmember Stille will be absent in September.
Bills
Councilmember Teksten made a motion to approve bills, it was seconded by Councilmember
Stille and carried. The bills were paid as follows:
