RE: APPROVE MEMORANDUM OF UNDERSTANDING AMENDMENT #1 FOR STATE
APPRENTICESHIP EXPANSION FUNDS AND AUTHORIZE CHAIR TO SIGN -
ARAPAHOE COUNTY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Memorandum of Understanding
Amendment #1 for State Apprenticeship Expansion Funds between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Employment Services of Weld County, and Arapahoe County,
commencing upon full execution of signatures, and ending October 31, 2020, with further terms
and conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Memorandum of Understanding Amendment #1 for State
Apprenticeship Expansion Funds between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, Employment Services of Weld County, and Arapahoe County, be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of September, A.D., 2020.

RE: Amendment of the Arapahoe/Douglas Works! Memorandum of
Understanding
Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Approval of the Department's Amendment of the Arapahoe/Douglas Works! Memorandum of
Understanding. The Department entered into a Memorandum of Understanding (MOU) with Arapahoe
Douglas Works! March 11, 2020, identified as Tyler ID 2020-0869, for the State Apprenticeship Expansion
(SEA) Funds. The purpose of this amendment is to extend the term of the MOU to align with the extended
period of performance of the grant through October 31, 2020, allowing Employment Services of Weld County
(ESWC) to continue to expend funds for the SEA program.
Legal (G, Kalousek) has reviewed and approved the amendment.
[ do not recommend a Work Session. I recommend approval of this Amendment and authorize the Chair to sign.

AMENDMENT to MEMORANDUM OF UNDERSTANDING FOR SERVICE
DELIVERY AGREEMENTS
Between
The Arapahoe/Douglas Workforce Development Board, Arapahoe County on behalf of the
Arapahoe/Douglas Works! Workforce Center (a Division of the Community Resources
Department of Arapahoe County Government) And
Employment Services of Weld County, together the "Parties."
WHEREAS, the Parties, along with the other participating local areas, agreed to enter into a
non -binding memorandum of understanding to collectively achieve the goal of placing 225 new
apprentices, who are tracked and documented, to ensure all State Apprenticeship Expansion
(SAE) grant funds are expended by the period of performance; and,
WHEREAS, the Arapahoe County Community Resources Administrative Services Division will
serve as the fiscal agent for the grant; and,
WHEREAS, the Parties collectively agree to ensure the goals outlined the Scope of Services are
satisfied; and,
WHEREAS, the Parties have entered into a written agreement ("MOU") dated January 30,
2020; and,
WHEREAS, the Parties desire to enter into this Amendment No. 1 to extend the term of the
MOU; and,
NOW, THEREFORE, the Parties mutually agree to amend the Agreement as listed below.
1. SCOPE OF SERVICES
• Employment Services of Weld County (ESWC), local area, agrees to track and
document 40 new apprentices by October 31, 2020.
• Local areas must expend all SAE funds by October 31, 2020.
2. PERIOD OF PERFORMANCE
• This MOU shall be effective on the date of execution through October 31, 2020.
Except to the extent modified herein, all provisions of the Agreement shall remain in full force
and effect.
This amendment shall take effect on September 1, 2020.
