Project — Site Fvaluation and Permitting
• Pivot Energy has completed the following site studies with no concerns
raised:
• Biological and Cultural Surveys
• Phase I ESA
• FAA consultation ("DETERMINATION OF NO HAZARD TO AIR
NAVIGATION" dated 03/24/2020)
• Glare Analysis (showing no glare hazard)
• Site has been configured to minimize impacts to local traffic and viewshed
• Proposed use is permitted as a Use by Special Review
• Project will obtain a Weld County Access Permit
• Project qualifies for drainage exemption in accordance with Weld County's
Solar Facility Guidelines

■ Project supports Weld County Code's stated goals regarding a diversified
energy mix includinsmall-scale solar energy:
■ Sections 22-4-40.A.3 & 4: These sections encourage the use and
development of alternative fuels in addition to innovative and creative
approaches to alternative energy sources. This facility both develops an
alternative fuel source and is a creative approach to bringing an alternative
energy source to market through Xcel's Solar*Rewards Community program
• 22-5-i 3$ encourages the development of alternative energy sources to
counter energy market volatility. This project, as a distributed energy
resource, will serve that aim.
• 22-5-140.A.5 directs regulatory support toward small-scale solar energy.
• 22-5-160.A.1 supports the development of power generation facilities which
benefit County residents and deploy available resources in the County. This
facility meets both of those aims.

Project — Common Concerns

■ Pivot Energy worked with CohnReznick to evaluate impacts on properties
adjacent to solar arrays in four states (including CO) and found no impacts
to adjacent property values. (Report submitted into the record.)
• Noise will be bothersome."
• Solar inverters do make noise, with a decibel rating similar to that of a
residential A/C unit. In this case, inverters will be more than 700' from
nearest home, and on the other side of WCR31. The equipment only
operates during daytime hours. During quieter hours of the day (early
morning, late afternoon, and overnight), the inverters are off.
■ Small electrical motors power the trackers during the day. They move
incrementally, and the small motors generate a nearly imperceptible amout
of noise when they move (approx. every 10 minutes for about 15 seconds).
