Project — Benefits to Community
• Cost savings to Weld residents and businesses on their utility bill
■ Example: Town of Eaton
• Currently in discussions with the following Weld County school
districts:
• Weld County RE -5J (Leslie Arnold, Michael Wailes)
• Eaton School District RE -2 (Jay Tapia)
• Platte Valley School District RE -7 (Glenn McClain)
• Weld County RE -10J (Rick Mondt)
• Increased County revenue from property tax without associated
burden on services
OPivotEnergy 5
Project — Benefits to Community
• Educational Package:
• Tied to each Pivot Energy project
and intended to be delivered within
the same community as the project
• $30,000 for scholarships/grants
• Site tours, educational outreach,
workforce training
BRIGHTFUTURES
i
• Bright Futures = perfect partner for Pivot Energy in Weld County
• Ongoing discussions with Sarah Rice
• Plans to participate in pending "College and Career Centers"
• Student grant money donated entirely to Bright Futures
(")PivotEnergy 6
Project — Operations
• Will generate enough clean, renewable energy annually to power 400-500
average residential homes (or equivalent)
• Does not operate early in the morning, late in the evening, or during
nighttime.
• No glare impacts (Forge Solar GlareGauge Tool)
• No lights, no odors
• No increase in traffic on area roads after construction is complete
• Negligible impacts to impervious area, no major changes to existing
drainage patterns
()Pivot Energy
Conclusion:
• Will provide benefits to Weld County residents and school districts
• Locally produced energy
• On -bill savings
• Education Package partnering with Bright Futures
• Supports Weld County's stated goals for energy mix diversification.
• Local labor opportunities during construction and ongoing maintenance
• Minimal impact or disturbance to surrounding properties relative to other
development options
ljPivotEnergy 8
Project — Site Evaluation and Permitting
■ Pivot Energy has completed the following site studies with no concerns
raised:
■ Biological and Cultural Surveys
■ Phase I ESA
■ FAA consultation ("DETERMINATION OF NO HAZARD TO AIR
NAVIGATION" dated 10/31/19)
• Glare Analysis (showing no glare hazard)
■ Proposed use is permitted as a Use by Special Review
■ Project qualifies for drainage exemption in accordance with Weld County's
Solar Facility Guidelines
■ Pivot is exploring a variance for the current private residential access on
the parcel. Solar facility will have a separate access.
tjPivotEnergy 10
Project — Site Evaluation and Permitting (cont.)
■ Project supports Weld County Code's stated goals regarding a diversified
energy mix including small-scale solar energy:
• Sections 22-4-40.A.3 & 4: These sections encourage the use and
development of alternative fuels in addition to innovative and creative
approaches to alternative energy sources. This facility both develops an
alternative fuel source and is a creative approach to bringing an alternative
energy source to market through Xcel's Solar*Rewards Community program
• 22-5-130 encourages the development of alternative energy sources to
counter energy market volatility. This project, as a distributed energy
resource, will serve that aim.
• 22-5-140.A.5 directs regulatory support toward small-scale solar energy.
• 22-5-160.A.1 supports the development of power generation facilities which
benefit County residents and deploy available resources in the County. This
facility meets both of those aims.
(jPivotEnergy LL
Project — Common Concerns
• "Adjacent property values will be negatively impacted."
• Pivot Energy worked with CohnReznick to evaluate impacts on properties
adjacent to solar arrays in four states (including CO) and found no impacts
to adjacent property values. (Report submitted into the record.)
• Noise will be bothersome."
• Solar inverters do make noise, with a decibel rating similar to that of a
residential A/C unit. In this case, inverters will be more than 700' from
nearest home, and on the other side of WCR31. The equipment only
operates during daytime hours. During quieter hours of the day (early
morning, late afternoon, and overnight), the inverters are off.
• Small electrical motors power the trackers during the day. They move
incrementally, and the small motors generate a nearly imperceptible amout
of noise when they move (approx. every 10 minutes for about 15 seconds).
