BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, APRIL 1, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 1, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer
Commissioner Kevin D. Ross
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Bri White

▪ MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of March 30, 2020, as printed. Commissioner Ross seconded the motion, and it
carried unanimously.
• AMENDMENTS TO AGENDA: Commissioner Moreno moved to remove the following under Bids:
5) Present Bid #B2000103, Mead Grader Shed -Fencing — Department of Buildings and Grounds.
Commissioner James seconded the motion, and it carried unanimously.
CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
El PUBLIC INPUT: No public input was given.
• PROCLAMATIONS:
1) CHILD ABUSE PREVENTION MONTH - APRIL 2020: Chair Freeman read the proclamation for the
record. Jamie Ulrich, Director of the Department of Human Services, expressed the importance of
recognizing the community and staffs dedication to prevent child abuse. Commissioner Kirkmeyer asked
the staff present from the Department of Human Services to stand for applause and thanked them for
protecting children in our community. The Commissioners, in turn, expressed the importance of the
cause. (Clerk's Note: the group gathered for a photo opportunity).

WARRANTS:
1) GENERAL WARRANTS - MARCH 31, 2020: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
El BIDS:
1) APPROVE BID #62000037, CHILD WELFARE VARIOUS SERVICES - DEPARTMENT OF HUMAN
SERVICES: Rob Turf, Purchasing Department, stated staff recommends selecting 16 out of the 17
vendors who responded to the bid, detailed in the referenced spreadsheet. Commissioner Ross moved
to approve said bid. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
IE 2) APPROVE BID #B2000094, CATTLE GUARDS - DEPARTMENT OF PUBLIC WORKS: Mr. Turf
reviewed staffs recommendation to select Contech Engineered Solution, the low bidder meeting
specifications, on an as -needed basis. Commissioner Kirkmeyer moved to approve said bid. Seconded
by Commissioner Moreno, the motion carried unanimously.
3) APPROVE BID #62000100, LIQUEFIED NATURAL GAS (LNG) FUEL SUPPLY AND SITE
MAINTENANCE - DEPARTMENT OF FLEET SERVICES: Mr. Turf introduced Prometheus Energy
Group, Inc. as the low bidder selected by staff and confirmed they meet all specifications for a service
cost of $17,280.00 and additional labor rates and fees detailed in the approval letter. Commissioner
James moved to approve said bid. The motion, which was seconded by Commissioner Kirkmeyer, carried
unanimously.
El 4) RESCIND VENDOR AWARD AND APPROVE NEW BID #62000055, CNG TANDEM AXLE
TRUCK TRACTOR -WET KIT (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated staff's
recommendation to rescind the previous selection of MHC Kenworth-Greeley, due to their inability to
meet the original specifications, and select Transwest Truck Trailer RV as the new vendor, for a total of
$198,567.00. Commissioner James moved to approve said bid. Commissioner Ross seconded the
motion, and it carried unanimously.
Ei NEW BUSINESS:
1) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO
SIGN - ANDREW TREVINO: Commissioner Kirkmeyer moved to approve said appointment and
authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously.
IR 2) CONSIDER TEMPORARY CLOSURE OF CR 15 BETWEEN CRS 60 AND 62: Amy Mutchie,
Department of Public Works, stated the closure will occur between April 6, 2020, and April 10, 2020, for
a culvert replacement and water will be used for dust control along the detour route. The motion to
approve said temporary closure, was made by Commissioner Moreno, seconded by Commissioner
James, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
