Pursuant to § 32-1-207, C.R.S., I am submitting the enclosed 1986 Statement of Purpose to the Board
of County Commissioners on behalf of the Mountain View Fire Rescue District ("Mountain View") (f/k/a
Longmont Fire Protection District) for the County's records. The enclosed Statement of Purpose was
previously filed with Boulder and Weld Counties, the counties in which Mountain View was originally
formed.
Mountain View has been asked to include all of the property within the Rocky Mountain Fire Protection
District ("Rocky Mountain") into its boundaries. The proposed inclusion and merger would result in certain
real properties currently located within Jefferson County and the Town of Superior to be included into
Mountain View. Mountain View currently has no other territory within Jefferson County or the Town of
Superior.
This notice is being sent pursuant to § 32-1-207(2)(a), C.R.S. to inform the County of the
potential inclusion of Jefferson County and Town of Superior properties into Mountain View. Subject to
review by Jefferson County and the Town of Superior, in my opinion, such inclusion, if approved by
Mountain View, is not a material modification of the Statement of Purpose. No new services are being
added by Mountain View and Mountain View will continue to provide the same services to the included
properties that Rocky Mountain has historically provided. In addition, there will be no change to the level
of service Mountain View provides to its current boundaries by accepting the included properties.
Please contact me on or before May 29 if Weld County views the proposed inclusion of this new territory
as a material modification of the Statement of Purpose pursuant to § 32-1-207(2)(a), C.R.S.
If the inclusion is approved, Mountain View will keep the County apprised of all district business which
affects or implicates the new territory in Jefferson County. Please contact me with any questions.

STATEMENT OF PURPOSE
OF THE
LONGMONT FIRE PROTECTION DISTRICT
1. RECITALS. Section 32-1-208 C.R.S. requires each special district
which was formed prior to the enactment of Section 32-1-201 C.R.S. to
submit on or before July 1, 1986, a Statement of Purpose to the applica-
ble county or counties in which the district lies.. The Longmont Fire
Protection District was formed by Order and decree of the Boulder County
District Court on January 3, 1961. At the time of organization, the
"service plan" requirement had not been enacted. Accordingly, this.
Statement of Purpose is submitted in accordance with Section 32-1-208
C.R.S.
2. GENERAL STATEMENT OF PURPOSE. The Longmont Fire Protection District
(LFPD) was organized pursuant .to Section 32-1-101 et seq., C.R.S. as a
special district for the purpose of providing fire protection and related
services to its residents and taxpayers and the public in general. By
law, it is empowered to provide firefighting services, fire prevention
services and inspections, ambulance services, emergency medical services,
rescue services, and diving and grappling services. It is governed by a
five —member board of directors elected by the qualified voters of the
District as provided by statute. .
3. SERVICES AND FACILITIES PROVIDED. The LFPD provides the following
services and facilities:
3.1 Fire Protection Services.
3.1.1 Central Station. (Paid crew.)

7 operational firefighters working 24 -hour shifts,
seven days per week
Part-time administrative employees
3.1.2 Mead Station. (Volunteer crew.)
750 gallon per minute pumper

3.1.3 Niwot Station. (Volunteer crew.)

3.2 Fire Prevention Services. Full-time Fire Marshal for code
enforcement, inspections, and plan review under the fire code.
Public informational programs to heighten awareness of fire safety
are also conducted, usually in conjunction with other public safety
agencies.
3.3 Ambulance Services. The District currently does not directly
provide ambulance services. Various independent ambulance service
companies operate within the District's boundaries. However, the
District reserves the right to provide ambulance services in the
future as set forth in Section 32-1-1002(1)(c) C.R.S. at the
discretion of its Board of Directors.
3.4 Emergency Medical Services. The District provides basic life
support and first response to medical emergencies.
3.5 Rescue Unit. The District currently does not directly provide
rescue services by way of a Rescue Unit. The District has committed
its volunteers in numerous search and rescue operations coordinated
by local law enforcement agencies. However, the District reserves
the right to provide rescue services by way of a Rescue Unit in the
future, as set forth in Section 32-1-1002(1)(c) C.R.S., at the
discretion of its Board of Directors.
3.6 Diving and Grappling Services. The District currently does not
directly provide diving and grappling services. However, the
District reserves the right to provide diving and grappling services
in the future as set forth in Section 21-1-1002(1)(c) C.R.S., at the
discretion of its Board of Directors.
4. AREA. SERVED. The LFPD serves an area lying generally in the
northeast portion of Boulder County including the unincorporated areas of
_N:i_wot__an.d-.:Brownsv.ille and the rural areas to the north, south and east of
the City of Longmont; and a portion of Weld County including the Town of
Mead, the Del Camino area, and certain sections east of I-25. A current
map of the District's boundaries is attached hereto as -Exhibit A and is
incorporated herein by reference. Exclusions and inclusions may be
effected as provided by law.
5. MUTUAL AID AGREEMENTS. The LFPD has mutual aid agreements.,
providing for back-up and/or first response, with the following entities:
City of Longmont
Hygiene Fire Protection District
Cherryvale Fire Protection District
Berthoud Fire Protection District
Frederick Fire Protection District
Platteville Fire Protection District
Dacono Fire Protection District
City of Lafayette
Louisville Fire Protection District
6. FUTURE SERVICES. It is anticipated that development and growth will
continue in northeast Boulder County and southwest Weld County. Certain
portions of ,the District are being transformed by zoning and/or special
use permits from agricultural use to residential and commercial,
especially along U.S. 287, Colorado 119, Interstate 25 and Colorado 66.
It is foreseeable that the District will meet the demand for services by
expanding its crews of paid and volunteer firefighters, constructing
additional stations, acquiring additional equipment, and creating
ambulance, rescue and diving units.
Financing will be at the discretion of the Board of Directors and may
include bond issuance and other general obligations of the. District as..
provided by statute.

This law firm represents the Mountain View Fire Rescue District. ("Mountain View") (f/k/a Longmont Fire
Protection District). Prior notice of an intended boundary change was given pursuant to § 32-1-207(2)(a),
C.R.S., by letter dated May 4, 2020, to inform the County of the potential inclusion of Jefferson County
and Town of Superior properties into Mountain View.
Enclosed is the formal Notice of Boundary Change which is being published in consideration of § 32-1-
207(3)(b), C.R.S., on June 5, 2020 in the Longmont Times -Call.
Mountain View will continue to keep the County apprised of all developments regarding the proposed
boundary change. Please contact me with any questions.

NOTICE OF INTENDED ACTION
FOR SPECIAL DISTRICT BOUNDARY CHANGE
MOUNTAIN VIEW FIRE RESCUE DISTRICT
Pursuant to § 32-1-207(3)(b), C.R.S., the Mountain View Fire Rescue District ("Mountain View")
is providing this notice of intended boundary change to provide an opportunity for any interested
party to file an objection with the District Court of Boulder County, case 1960 CV 15022, in order
to enjoin the intended boundary change as a material modification of Mountain View's Statement
of Purpose, on file at Mountain View's headquarters (3561 N. Stagecoach Rd., Longmont, CO
80504) and with Boulder County. The filing of any such objection must be made within forty-five
(45) days of the publication of this Notice. The intended boundary change would result in Mountain
View becoming the fire protection and emergency response service provider for the property
currently within the Rocky Mountain Fire Protection District. The intended boundary change will
not impact or change the services provided by Mountain View, as listed in its Statement of
Purpose.
The intended boundary change will result in Mountain View providing services in a small portion
of Jefferson County as well as to properties within the Town of Superior. Mountain View does not
currently provide services to either Jefferson County or the Town of Superior. Neither Jefferson
County nor the Town of Superior have objected to the intended boundary change as a material
modification of Mountain View's Statement of Purpose. In addition, it is the opinion of the general
counsel for Mountain View, Lyons Gaddis, PC, that the intended boundary change does not
constitute a material modification of Mountain View's Statement of Purpose. Failure for any
interested party to file a written objection to this proposed action within the forty-five (45) day
notice period may be taken as assent to the intended action and bar subsequent objection.
