To Whom It May Concern,
Intersand is a Canadian manufacturer of cat litter, an essential consumer good. Their products can be found in
more than 45 countries around the world, including the United States, where the market represents 45% of
their total sales. To this effect, Intersand has been working over the past year to finalize the operational start
of a 50,000 square -foot plant in the Great Western Industrial Park located in Windsor, Colorado, creating
nearly 45 jobs and an estimated economic impact of $1.1 million over 10 years.
They are now getting ready for the final phase of construction and equipment installation, which required 24
months of preparation work with their engineering team. To ensure the continuity and safety of the project,
they need this team to accompany each supplier in the installation and debugging of their equipment since
Intersand engineers are the only ones familiar with all the pieces of the puzzle in order to guarantee the
success of installation activities (all of them hold a work visa). They will also require the expertise of Matiss
Inc. and Premier Tech Canadian employees to debug their respective equipment.
Due to the present COVID-19 crisis, they are already two months behind their most recent schedule. Intersand
is also anticipating an additional two or three-month delay if they can't have the equipment manufacturers
on -site and have their employees assisting them during the installation and debug process. This situation is not
only a safety issue, but it translates into a loss of revenue and local tax generation equivalent to six months of
profits. In addition the company has expended $21 million investment in the local economy for the
construction of the plant and recent acquisitions, have added another $8 million to construction costs all
supporting economic development in Colorado.
Intersand is diligently working with all of our US vendors and suppliers to ensure all safety precautions are
being met to adhere to current regulations and protect the safety of all workers and operations.
Intersand operations in Windsor, Colorado support manufacturing of products necessary to critical business in
retail, residential household items and other critical classifications that define the operation as critical
manufacturing. We encourage you to be diligent with lntersand Canadian employees traveling between the
U.S. and Canada to make sure they can complete the necessary and essential operations for their production
facility here in Colorado.
Sincerely,
BOARD OF COUNTY COMMISSIONERS
