Request Board Approval of the Department's Weld County Youth Conservation Corps (WCYCC) Submission of a Request for Application (RFA). In 1997, the Colorado Noxious Weed Management Fund was established to provide additional financial resources for on -the -ground noxious weed management. Financial assistance has been provided for the awarded funds to be used to enhance weed management efforts within the State of Colorado. From 2008 to 2014, the Fund was supported by the Colorado Department of Agriculture, which contributed about $1 million to support local noxious weed management projects. Additionally, the Noxious Weed Program continues to administer federal noxious weed management funds from the U.S. Forest Services' State and Private Forestry program. The WCYCC is applying for $30,000.00. This would fund four (4) weeks of paid work. The intent is to match this amount with two (2) weeks of work, six (6) weeks of chipper use, staff time and chemical donations. The application is due December 16, 2019. I do not recommend a Work Session. I recommend approval and submission of this application. Sean P. General Project A Colorado Water Conservation Board grant was secured for Russian olive removal along the Thompson Description Rivers. This project ran from 2016 through summer of 2018. Some really large infestations along the Big Thompson River slowed progress meaning that the entire portion of the river was not addressed. This grant project would allow for continued work along the Big Thompson River between Milliken and the South Platte River. USFS State & Private Forestry Funding Eligibility Approximately $73,000 of SPF funding is available for 2020 noxious weed grants. Please use this section of the application to indicate if you'd like to receive a portion of your grant's funding from SPF. Funding can be for the entire grant amount, a portion of it, or no SPF funding at all. Requesting SPF funding will not change the amount of your grant. There are no separate application forms or process for these SPF funds. The following conditions must be met in order to qualify for SPF funds: 1. Projects cannot occur on federal lands. 2. Projects must occur close enough to National Forest Service lands (including grasslands) where the argument can be made that the project will help to "keep noxious weeds from moving onto National Forest Service lands." 3. You must be willing to inform your local USFS Representative and keep them up-to-date with progress throughout the project. They will be required to sign off on your final report. 4. Once the trees are down an aquatic herbicide, such as glyphosate, will be applied to the cut stump to reduece regrowth. These applications will be made during the summer once the trees have leafed out through the fall as the schedule allows. The sites addressed through the grant project will be monitored by the Weld County Weed Division twice a year so the regrowth can be addressed over the next four years with monitoring and maintenance. The lands that will be treated are privately owned along the Big Thompson River between Milliken and the South Platte River confluence. These parcels were prioritized in a previous project but were not addressed due to time constraints. As these parcels border the Big Thompson River, they are riparian in nature, and subject to seasonal flooding. These sites were involved in the 2013 flood. The parcels are used for grazing cattle or open space/natural areas. The landowners involved are committed to this project and have given their permission to have work done on their properties. Describe (a) the treatment history of this species, and (b) state funding history for controlling this species within your jurisdiction. Then (c) summarize the results of these efforts and (d) current status of the species. Weld County has been working to eradicate Russian olive tress on the tributary rivers to the South Platte River as grant funds are made available based on the PIE plan that was created in 2009. Work has been done on the Cache La Poudre (2010), St. Vrain (2014), Little Thompson (2016-2018) and a portion of the Big Thompson (2016-2018) Rivers. This project will help to continue this effort. The St. Vrain, Little Thompson and Big Thompson rivers are in various stages of monitoring and maintenance for five years after the initial grant projects ended. This project would fall in line with these same requirements. The work completed on the Cache La Poudre had been successful, keeping the removed trees dead and catching any seedlings that tried to move in. The two entities work well together addressing Russian olive and Salt cedar trees. The two entities have worked together since 2010 on the first Russian olive and Salt cedar removal project in Weld County. Since then the working relationship and understanding of how each partner functions has grown and improved. The Weld County Youth Conservation Corps in -kind match is $28,770 for time and equipment. The Weld County Weed Division in -kind match is $1,967 for coordination, mapping, equipment and chemical. The next critical partner is the West Greeley Conservation District. Over the years. WGCD has passed on weed specific information in their newletters, helped host educational workshops, and helped identify infestations on properties they were working with. This partnership has been existence with the Weld County Weed Division since 2002 and with the Weld County Youth Conservation Corps since 2012. For this project, their match is $500 for cross -posting Facebook articles and inclusions of weed articles in their newsletter. If your project is awarded less than the full funding requested, some proposed activities, treatments, etc., may have to be revised. What creative strategies will you employ to optimize the funds that you do receive? If full funding is not received, the Weld County Youth Conservation Corps will start work on the west side of the project and cover as much ground as we can with the funds received along with our in -kind match.
