Reference: Burglar and fire alarm installation at the Weld County
Nursing Home at 1534 11th Ave. , Greeley, Colorado.
Purpose: To protect the premises from vandalism, theft and fire.
Gentleman:
Upon inspection of the building it has been found that due to
the many windows and doors involved in the protection of the building,
it would be best if the premises was covered on every floor by ultra-
sonic movement detection type of system. This way a temporary system
can be installed in less time and wTIT" give the building complete and
thorough protection. Detectors would be placed in every hallway and
aaeas o.l_pos_sib L_entry. Also fire detectors would Be placed
_ similarly.
A main control station a programmed telephone dialer will also
be installed to deliver a direct message to the police department in
case the system is activated . In the event the system is activated it
will call the Greeley Police Department and advise by pre-recorded
message that there is either a burglary or fire in process at the above
address. Response in this area in the past to this type of alarm by
the Greeley Police Department has averaged about three minutes.
After the system has been installed__the Greeley Police Department
will inspect the system. They will then advise you if there are any
discrepencies.
This is a lease proposal and will be covered by a 24 hour maintenance

program_se_ven_days. a week. In the event the system should Tail it will -
automatically advise the Police. Department of the malfunction and C.I.S.
Alarms will be there shortly to repair the system on the spot. Repair
parts for our systems are on stock.
COST:
Installation fee: $552.00
Lease per month: $ 51.50
Please advise at least 14 days prior to installation time required .

Re: Alarm System for Welfare Dept. Building No. 13 at Island
Grove Park, Greeley, Colorado.
Dear Mr. Clementes:
The following proposal is submitted in behalf of the C.I.S. Alarm
Systems, hereinafter referred to as C.I.S. . The agency believes that
the following proposal will provide a highly adequate and efficient
security system for building no. 13 at Island Grove Park.
Upon inspection of the building it has been decided that the best
way to secure this building due to the fact that there are so many
people running in and out all hours of the day and night follows :
A. Each and every window should be secured by the use of magnetic
tape and magnets. If a person or object breaks a window the tape
will break and trip the alarm . If a person or persons open a
window the magnet will break contact and trip the alarm.
B. Each and every door or crawlspace should have magnet contacts
on them so if it is opened the alarm will trip.
C. Approximately four (4) firestats should be installed in different
areas in the ceiling in case of fire.
D. One main control box and telephone dialer system should be installed
so that the system is silent and dials a programmed message directly
to the Sheriff' s Dept. or the Fire Dept. I£ you feel this is not
adequate, a bell can be installed on the outside of the building
in the event the telephone lines are cut or down, and act as a
backup.
E . Due to the heavy traffic in and out of the building, a red and white
light panel should be installed with the key at the outside door
lock. When a person leaves the building and wants to secure it, he
first looks at the lights. If the white light is out, he has left
a door or window open. He then secures the open door or window
and goes back to the front door to lock up. If the white light is
on he then inserts the key and turns the switch on giving him a
red light. The system is then on. Upon entering the building, if
you have a red light on, turn it off and enter the building.

Mr. Clementes:
There are many new types of systems that are electronic and highly
sophisticated equipment that would do a good job, but, I personally
feel that if we stay away from the fancy equipment and use practical
and simple equipment in this particular building, we will have less
people causing false alarms because it is to much for them to understand .
Motion detector equipment in a closed building that isn' t used
much is OK but when you install it in an area where there is a lot
of movement you run into malfunctions that can drive a person crazy.
The system that I feelis best on page one is simple. There is nothing
the employees can hurt, you can open the windows for fresh air or
wash them and it won't hurt the system. It is a closed circuit system.
If the alarm will not turn on, either there is a window or door
open or the window tape is cracked or a wire torn in the system. In
the event the system should malfunction or become disabled, a call
to C.I.S. will bring a technician within a short time to repair the
system.
On a lease basis from C.I .S. there is 24 hour maintainance coverage,
seven days a weg sAlso on a lease basis, C.I .S, thoureghly checks the
system every 90't6 make sure the standby batteries and components are
OK.
One other thing that must be understood is that if Weld County and
C.I.S. decide- to use this system , due to the thick cement walls in
building 13, all wires will have to be neatly installed in the open on
the interior walls. White two strand wires would be used and placed
neatly.
