The Weld County Department of Public Works has reviewed this proposal. Staff comments made during
this phase of the application process may not be all-inclusive, as other issues may arise during the
remaining application process.
COMMENTS
GENERAL PROJECT INFORMATION/LOCATION
Project description: Explosive Storage
This project is north of and adjacent to CR 56 and is west of and adjacent to CR 23.
Parcel number 095714000032.
Access is from 24'h Street which is under the jurisdiction of the City of Greeley.
ACCESS
Weld County Public Works has reviewed the application materials related to access and determined that
access for the parcel will be on 24th Street which is under the jurisdiction of the City of Greeley. This USR
will be constructed on a parcel created through the subdivision exemption process (SUBX19-0016). As
part of the subdivision exemption the applicant shall obtain and record a minimum 30-foot wide access and
utility easement agreement to provide legal access to the subdivision exemption site. The agreement shall
be signed by all property owners whose land is being crossed by the easement. The resulting easement
shall be delineated and labeled on the USR map.
ROADS AND RIGHTS-OF-WAY
The portions of County Roads 23 and 56 that are adjacent to the site are under the jurisdiction of the City
(municipality) of Greeley. The municipality has jurisdiction over access to the road. The applicant shall
delineate on the plat the future and existing rights-of-way and the physical location of the roads. Pursuant
to the definition of setback in the Weld County Code, Chapter 23, Article Ill, Section 23-3-50, the required
setbacks are measured from the future rights-of-way line. Be aware that physical roadways may not be
centered in the right-of-way. Please contact the municipality to verify the access permit or for any additional
requirements that may be needed to obtain or upgrade the permit.
24th Street is under the jurisdiction of the City of Greeley. The municipality has jurisdiction over access to
the road. Please contact the municipality to verify the right-of-way requirements, access permit or for any
additional requirements that may be needed to obtain or upgrade the permit.
DRAINAGE REQUIREMENTS
The requirement for stormwater detention is waived:
The applicant has submitted a drainage narrative stating that the site meets drainage exception 8-11-
40.1.10, "Parcels with total area less than, or equal to, 1.0 gross acre."This exception is only valid after the
approval of the associated subdivision exemption (SUBX19-0016).
Historic Flows:
The applicants will be required to maintain the historic drainage flows and run-off amounts that exist from
the property.
GRADING PERMIT
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete(plan recorded). An Early Release Request Form may
be entertained only after the applicant, Public Works and Planning Department have reviewed the referral
and surrounding property owner comments. The Early Release Request may or may not be granted
depending on referral comments and surrounding property owner concerns. Contact an Engineering
representative from the Public Works for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, 303-692-3575.
CONDITIONS OF APPROVAL
A. The plan shall be amended to delineate the following:
1. The portions of County Roads 23 and 56 adjacent to the site are under the jurisdiction of the City
of Greeley. Please contact the municipality to verify the rights-of-way. Show and label the rights-
of-way and the approved access on the site plan. Provide the approved access permit number if

2. The subdivision exemption (SUBX19-0016) associated with this project site shall be
administratively approved prior recording the USR map. (Department of Public Works)
3. Show and label a minimum 30-foot wide access and utility easement needed to provide legal
access to the subdivision exemption site on the plat. (Department of Public Works)
4. 24th Street is under the jurisdiction of the City of Greeley. Please contact the municipality to verify

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. The property owner or operator shall be responsible for controlling noxious weeds on the site, pursuant
to Chapter 15, Article I and II, of the Weld County Code. (Department of Public Works)
2. Maintenance of unmaintained County right-of-way will not be the responsibility of Weld County.

Environmental Health Services has reviewed this proposal for a Site-Specific
Development Plan and Use by Special Review Permit for an Oil and Gas
Support and Service Facility (explosive storage magazines) in the A
(Agricultural) Zone District.
The applicant is proposing to utilize their office at HighPointe Business Park,
located in the City limits of Greeley, for water and sewer services. The 3
employees who will access the storage are based out of the HighPointe office.
Environmental Health Services has no objection to utilizing the office for sanitary
services as there are a limited number of people that will use the storage facility.
However, if the office property is not available then a portable toilet will be
required. A portable toilet and bottled water can be used for employees or
contractors who are on site for 2 consecutive hours or less and 2 or less full-
time employees on site per EH policy.
We recommend that the following requirements be incorporated into the permit
as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal
Sites and Facilities Act, 30-20-100.5, C.R.S.) shall be stored and
removed for final disposal in a manner that protects against surface and
groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is
not meant to include those wastes specifically excluded from the
definition of a solid waste in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.

3. Waste materials shall be handled, stored, and disposed in a manner
that controls fugitive dust, fugitive particulate emissions, blowing debris,
and other potential nuisance conditions. The applicant shall operate in
accordance with Chapter 14, Article 1 of the Weld County Code. the
accepted waste handling plan shall be adhered to.
4. Fugitive dust should attempt to be confined on the property. Uses on
the property should comply with the Colorado Air Quality Commission's
air quality regulations.
5. For employees or contractors on site for less than 2 consecutive hours
a day, and 2 or less full-time employees on site, portable toilets and
bottled water are acceptable. Records of maintenance and proper
disposal for portable toilets shall be retained on a quarterly basis and
available for review by the Weld County Department of Public Health
and Environment. Portable toilets shall be serviced by a cleaner
licensed in Weld County, contain hand sanitizers and be screened from
existing adjacent residential properties and public rights-of-way.
6. Adequate drinking, hand washing, and toilet facilities shall be provided
for employees and patrons, at all times. The Hunting Titan
office/warehouse located in the HighPointe Business Park can be
utilized for sanitary accommodations providing the property is owned or
rented by the applicant. Otherwise a portable toilet is required for this
facility.
7. The operation shall comply with the Colorado Department of Labor &
Employment, Division of Oil and Public Safety Explosive Regulations (7
C.C.R. 1101-9) as well as Federal Bureau of Alcohol, Tobacco and
Firearms regulations.
8. The operation shall comply with all applicable rules and regulations of
State and Federal agencies and the Weld County Code.

1. A Flood Hazard Development Permit is required for all construction or development occurring in the

development shall comply with all applicable Weld County requirements, Colorado Water Conservation
Board requirements as described in Rules and Regulations for Regulatory Floodplains in Colorado,
and FEMA regulations and requirements as described in 44 CFR parts 59, 60, and 65. The FEMA
definition of development is any man-made change to improved or unimproved real estate, including
but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation,

General Comments
❑ The subject site is located within the Greeley's Long Range Expected Growth Area, where
annexation and urban growth is anticipated in the future. Care in site design is important
to increase the computability of this use with future development in the area.
❑ Greeley's comprehensive plan identifies this area as a Mixed Use Neighborhood with
various housing types and commercial services. Please provide screening of the site with a
solid fence to mitigate visual impacts of the site.

❑ The property is located in the Windsor-Severance Fire Protection District and this referral
should be sent to them as well. While the Greeley Fire Department does not have
jurisdiction on this property, it is highly likely that the Greeley Fire Department will
respond to this property. It is also likely that the City of Greeley will annex this property
at some point in the future.
❑ Other entities have been permitted to operate oil field explosive storage/handling of
Division 1.4 explosives within the City of Greeley. Additional information of types and
quantities of explosives to be stored at this site will be required to determine specific
requirements by FIRE. Generally, the 2015 International Fire Code chapters 50 & 56 as
well as NFPA 495 are used to determine requirements.

❑ Fencing/security shall be required as the location is remote and monitoring will be difficult.
❑ Access roads shall be maintained to permit fire apparatus and other emergency vehicle
access.
❑ Vegetation control around the magazines will be required a minimum of 25 ft. to decrease
exposure to wildfire.
❑ Knox boxes should be provided at all gates en route to the site.

General Comments
❑ Advisory. The subject property is located within the City of Greeley Long Range Expected
Growth Area (LREGA). If in the future,water and sanitary sewer service are requested to
serve the property, then annexation into the City of Greeley will be required prior to the
City of Greeley providing utility service. The City of Greeley does not currently provide
utility services to the subject property.
❑ Access from this site is from a City of Greeley managed and maintained road. An email
from Joel Hemesath, Public Works Director with the City of Greeley, provided by the
applicant, stated that there is no issue with accessing the property through a gate at the
end of West 24th Street. Additional comments have been provided with the Greeley
Planning comments, regarding Fire Department requirements.
❑ Advisory. There are several City of Greeley utilities located in the vicinity of this
project. In particular, there is a 30" Stormwater pipe along the western property
boundary, a 54" Water Main (Gold Hill Line) along the south property boundary and a
15" sewer line at the end of the gate on West 24th Street and along the north property line.
We are requesting that the applicant show these utility easements on their USR Plat map.

Any crossings of these easements and utilities will require a ROW permit and crossing
permit from the City's Public Works Department.
❑ Advisory. If in the near future, traffic increases substantially from this site or other
adjacent properties, the City of Greeley is requesting a meeting with Weld County Public
Works to discuss potential improvements and/or maintenance cost agreements to address
the impacts to both jurisdiction's roadway systems/networks in this area.
❑ Careful siting of the magazines and ensuring that all grading remains outside of the
floodway is important.
