MINERAL AND ROYALTY DEED
KNOW ALL MEN BY THESE PRESENTS:
That Rachael Stadler, whose address is P.O. Box 442459, Lawrence, KS 66044, hereinafter called
"GRANTOR", for good and valuable considerations, the receipt of which are hereby acknowledged, does
hereby grant, bargain, sell, convey, transfer, assign, and deliver unto Incline Niobrara. Partners, LP,
whose address is 5019 N. Central Expressway, Suite B, Dallas, TX 75205, hereinafter called "GRANTEE",
all of Grantor's right title and interest in and to all of the oil, gas and other minerals in,to and under and
that may be produced from the following described lands in Weld County, Colorado, to-wit:
Township 3 North, Range 65 West, 6th P.M.

This deed is subject to "No Surface Occupancy" and it is agreed and understood that Grantee, its
successors or assigns shall not be allowed access to the surface, nor shall Grantee conduct any operations
or locate any facilities on the surface of the subject lands. Grantee shall be entitled to all other mineral
rights associated with oil and gas development, including the ability to participate in and receive royalty
payments from the drilling of directional or horizontal wellbores.
This sale is made subject to any rights now existing to any lessee or assigns under any valid and subsisting
oil and gas lease heretofore executed and now of legal record; it being understood and agreed that said
Grantee shall have, receive and enjoy the herein granted undivided interests in and to all bonuses, rents,
royalties and other benefits which may accrue thereunder from and after the effective date hereof, precisely
as if the Grantee herein had been at the effective date of making said lease and/or leases the owner of a
similar undivided interest in and to the lands above described and none other and Grantee one of the Lessors
therein. This includes any and all monetary values held in suspense by oil and gas operator(s) and in escheat
by the State of Colorado under CRS 38-13-101/134, regardless of the effective date stated herein. The
effective date referenced below is to be interpreted as effective on a cash accounting basis.
Grantor agrees to execute such further assurances as may be requisite for the full and complete enjoyment
of the rights herein granted and likewise agrees that grantee herein shall have the right at any time to redeem
for said Grantor by payment any mortgage, taxes, or lions on the above described land upon default in
payment by Grantor, and be subrogated to the rights of the holder thereof.
TO HAVE AND TO HOLD The properties described above with all and singular the rights, privileges and
appurtenances thereunder or anywise belonging to said Grantee herein their heirs, successors, and assigns
forever, and. Grantor does hereby bind himself, his heirs, executors, administrators, successors and assigns
to warrant and forever defend all and singular the said property unto the said Grantee herein, their heirs,
successors and assigns against every person whomsoever claiming or to claim the same or any part thereof.
This instrument is agreed to be effective for all purposes September 28th, 2017

Mineral Rights - Joint Tenancy
THIS DEED (hereinafter " Deed" is made this % day of March , 2013 , (the " Effective Date) ,
between Grant A. Ritchey, the " Grantor" , of the County of Weld , State of Colorado, and Grant A. Ritchey

WITNESS , that Grantor, for and in consideration of Less than Five Hundred Dollars, does hereby
sell , convey, assign , transfer and set over unto said Grantees and to Grantees heirs, successors and
assigns forever, not in tenancy in common but in joint tenancy , all of Grantor' s interests in all of the oil, gas,
and other minerals , expressly including geothermal resources ( hereinafter " Mineral Rights" ) , owned by

same therefrom . This mineral rights only conveyance is made subject to any rights now existing in favor of
any lessee or its assigns under any valid and subsisting oil and gas lease on the Lands , but this Deed shall
not serve to or be deemed a ratification or reviver of any previously granted oil and gas lease on the Lands
which is no longer valid in force and effect, Grantees shall have , receive and enjoy the undivided interest in
and to all bonuses, rents, royalties, and other benefits which may accrue to the undivided mineral interest
conveyed by this Deed , from and after the Effective Date, as if Grantees had been , at the date of making
any currently valid and subsisting lease, the owner of the conveyed undivided mineral interest in the Lands .
Grantor agrees to execute such further assurances as may be reasonably requested or required to allow
Grantees full use and enjoyment of the undivided mineral interest conveyed by this Deed .

which is no longer valid in force and effect, Grantees shall have , receive and enjoy the undivided interest in
and to all bonuses, rents, royalties , and other benefits which may accrue to the undivided mineral interest
conveyed by this Deed , from and after the Effective Date , as if Grantees had been , at the date of making
any currently valid and subsisting lease: the owner of the conveyed undivided mineral interest in the Lands .

This letter is to notify you that Liberty Pipeline LLC has applied for a Use by Special Review
( USR ) Permit in Weld County, Colorado in order to build and operate the Platteville Terminal
( USR20-0004) . The proposed terminal is intended to handle batched delivery and receipt of crude
oil .
The Platteville Terminal will be located on a parcel of land described as:
LOTS A AND B REC EXEMPT RE 3171 , PART W2NE4 SECTION 26 , T3N , R65W OF THE 6TH
P . M . , WELD COUNTY, COLORADO .
According to a mineral and royalty deed recorded with Weld County Clerk and Recorder
( reception number 4347881 ), Incline Niobrara Partners , LP is the mineral estate owner. The
Colorado Revised Statue , C . R. S. 4-65 . 5- 103 (adopted as part of H . B . 01 -1088) requires the
notification of all mineral estate owners 30-days prior to any public hearing .
A meeting has been scheduled with the Weld County Planning Commission on March 17, 2020 at
12 : 30 p . m . to discuss the USR application . A subsequent hearing with the Board of County
Commissioners wilt be held on April 1 , 2020 at 10 : 00 a. m . Both hearings are located within the
