HomeMy WebLinkAbout740596.tiff RESOLUTION WHEREAS, on or about June 22, 1973, Weld County, Colorado, did sustain damage to a bridge located on County Road No. 21, said bridge having been destroyed by negligence of Exeter Drilling Company due to moving of overweight heavy equipment thereover, and WHEREAS, the Board of County Commissioners, Weld County, Colorado, did request the engineering firm of Nelson, Haley, Patterson & Quirk to submit an estimate of costs to replace said damaged bridge structure, and WHEREAS, said engineering firm of Nelson, Haley, Patterson & Quirk did render an estimate of $28, 240. 00, being the figure it arrived at to repair said damaged bridge and as demonstrated in letter of October 31, 1973, copy attached hereto and made a part hereof by reference, and WHEREAS, Crawford & Co. , insurance adjuster, on behalf of Exeter Drilling Company, made an offer of $25, 000. 00 cash as complete settlement of any and all damages to said County owned bridge No. 21 hereinabove mentioned, and WHEREAS, the Board, after careful consideration of said offer of settlement, has determined that it would be in the best interests of the County to accept said offer of settlement. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that the hereinabove mentioned offer of settlement in the sum of $25, 000. 00 be, and the same is hereby accepted. BE IT FURTHER RESOLVED, that Samuel S. Telep, Weld County Attorney, be and he hereby is authorized, on behalf of Weld County, to accept said offer of $25, 000. 00 as complete settlement of any and all damages that Weld County may have against Exeter Drilling Company and that he be further authorized to sign any release or releases relative thereto that may be required. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 6th day of March, A. D. , 1974, nunc pro tunc as of February 13th, 1974. ROAD #21 PROJECT NO. 73-1-CCA-0248 You requested a cost estimate for a replacement bridge of the same size and type as the treated timber bridge which was at the referenced location prior to its recent demolition. I visited the site on October 25, 1973 to obtain information on the old bridge. The superstructure and pile bents had been removed. The North Abutment re- mained in place and portions of the South Abutment remained in place. The piling for one of the bents was broken off at the ground line but was still visible. The basis for our estimate was formed from this visit and from information from another of our staff members who observed the old bridge prior to my October 25 visit. The old bridge was approximately 57' long by 18' wide. I assumed 12' high abutments and 15' high bents. The following is my cost estimate for a replacement structure of this size. The actual construction prices on the 49' by 32' replacement structure, not including steel foundation piling, roadway improvements or removal items yields a unit cost of $29.01 per square foot. It is our professional opinion that the $28,240 cost estimate shown above is a realistic,in kind replacement cost using today's construction prices. This does not include any engineering costs, legal costs, administrative costs, financing charges or costs of inconvenience to the public. The question as Mr. Leger explained to me was could I estimate the approxi- mate structural life remaining in the bridge before the collapse of June 22, 1973? This is not a difficult question since maintenance work on the structure was done on August 29, 1972. After discussing the bridge and items used for the structure in 1972, with county personnel, I would estimate that the structure would have been in serviceable condition for 50 years or more with normal periodic maintenance. I am enclosing a copy of the permits that were issued on that day to Exeter Drilling that destroyed the structure. We have secured two bids on the structure. Wycon Construction Co for $95,942.00 and Thor Construction Co for $90,455.00. We are holding the award , for the low bid until we have a response.
