RESOLUTION RE: APPROVE GRANT APPLICATION FOR INTERNET CRIMES AGAINST CHILDREN (ICAC) TASK FORCE AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Internet Crimes Against Children (ICAC) Task Force from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Springs Police Department, commencing upon full execution of signatures, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for the Internet Crimes Against Children (ICAC) Task Force from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Springs Police Department, be, and hereby is, approved. The hardware and software tools are frequently used by analyst to process evidence related to Internet Crimes Against Children. These software tools and Mac workstation assist in processing large volumes of data in an automated format increasing analyst efficiencies in sexually exploitative cases. This request is to ask for the opportunity to submit a request for grant funding that will help our lab to maintain the quality of service it has attained and continue to provide essential services to the region. There is never a guarantee that funds will be given, but we have been able to secure funds from the ICAC grant over the past 9 years. If we are awarded the grant, a separate request will be made to accept the SOGA. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Approve the grant request to apply for funds in the amount of $14,950 for the Regional Lab which was not requested in the 2021 -year budget request. • Deny the grant request. This may result in increased cost to the County General Fund to purchase necessary software and hardware. ICAC PROGRAM NARRATIVE In the program narrative, please answer the following questions: 1. Please explain how over the last year, your agency has worked to prevent, interdict, investigate, and prosecute Internet crimes against children and technology -facilitated child exploitation. Over the past year, Todd Zwetzig and other members of the Northern Colorado Regional Forensic Lab and Weld County Sheriffs Office have been active participants in the processing of cell phones, computers and other electronic devices submitted to the lab for the examination for evidence of the exploitation of children. The scope of their work covers not only Weld County SO, but other agencies that participate in the regional lab and other agencies dealing with ICAC investigations. NCRFL Members have also participated in the execution of search warrants on homes where there are indications of child exploitive files being shared. During search warrants, evidence as it is discovered on scene is triaged to attempt to obtain evidence for immediate suspect identification and prosecution. Detailed reports are completed on items submitted to the lab and testimony is given to the courts when necessary. 2. Please describe how the supplies and equipment you are requesting will help improve your ability to handle ICAC cases. The specific computer equipment request is to replace an old 2012 Macintosh tower computer as well as maintenance support updates for Sumrui Recon Lab, and ITR, which are invaluable to help image and process Macintosh evidence computers for child sexual abuse material evidence. The new computer will assist in being able to image and process newer Apple computers with the new T2 Chipsets. The Software SMS updates will allow us to obtain critical data from the most recent technology devices and hardware to include, computers, cell phones, tablets, hard drives and other removable media. The Magnet outrider triage software will allow us to triage evidence much quicker on the scene and in the lab for child exploitative evidence. 3. Please describe how the forensic skills -based or specialized investigative training you are requesting will help improve your ability to handle ICAC cases. Todd Zwetzig and other NCRFL laboratory examiners already have the skills necessary to operate the software and computer equipment to assist in the examination of ICAC cases.
