HomeMy WebLinkAbout20200798.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 9, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 9, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly • MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of March 4, 2020, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. • PUBLIC INPUT: No public input was given. • PRESENTATIONS: 1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - VERONICA CAVAZOS: Chair Freeman read the certificate for the record. Jamie Ulrich, Director of the Department of Human Services, introduced Veronica Cavazos' role within the community, thanking her for her passion to serve and her flexibility within the Child Welfare Division. Heather Walker, Department of Human Services, complimented Ms. Cavazos' dedicated teamwork and leadership roles, as well as always putting the children and their families first. Ms. Cavazos expressed her gratitude for the amazing 20 years alongside her dependable coworkers. The Commissioners, in -turn, thanked Ms. Cavazos for everything she has done for the children and families within Weld County, recognized her outstanding skill set, and wished her well during her retirement. OL f o Minutes, Monday, March 9, 2020 Page 1 2020-0798 BC0016 El WARRANTS: 1) GENERAL WARRANTS - MARCH 6, 2020: Commissioner Kirkmeyer moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #62000068, FLOOR CARE -HUMAN SERVICES BUILDINGS - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, stated staff recommends selecting the low bid meeting specifications, Metro Maintenance, Inc., for a total of $1,494.11 per month. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. 2) APPROVE BID #62000075, ELECTRICAL BOX INSTALLATION - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf shared staff's recommendation to select Southpaw Electric Company, the lowest bidder who met specifications, in an amount of $2,560.00. Commissioner Ross moved to approve said bid. Seconded by Commissioner James, the motion carried unanimously. 3) APPROVE BID #B2000069, ASPHALT SUPPLY - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated staff recommends selecting the low bidder meeting specifications, Martin Marietta Materials, Inc., for the North County asphalt supply, totaling $3,646,400.00. Mr. Turf continued stating staff recommends selecting Aggregate Industries, the low bidder meeting specifications for the South County and part of the North County asphalt supply, for an amount of $3,130,071.00. The combined allotment results in $6,776,471.00. Commissioner Moreno moved to approve said bid. The motion, which was seconded by Commissioner James, carried unanimously. 4) APPROVE BID #B2000078, 2020 SIGN MATERIAL - DEPARTMENT OF PUBLIC WORKS: Mr. Turf shared staff's recommendation to select the seven (7) lowest bidders who met specifications for the various items listed in the referenced memorandum, for a combined amount of $10,304.24. Commissioner Ross moved to approve said bid. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. 5) APPROVE BID #62000081, PRECAST CONCRETE PRODUCTS - DEPARTMENT OF PUBLIC WORKS: Mr. Turf shared staff's recommendation to select Oldcastle Precast, the sole bidder, for a one-year contract. He noted approximately $100,000.00 was budgeted for the Precast Concrete Products purchase. In response to Commissioner James, Mr. Turf stated 17 vendors downloaded specifications and the selected bidder meets the budgeted amount. The motion to approve said bid was made by Commissioner James, seconded by Commissioner Moreno, and it carried unanimously. 6) PRESENT BID #B2000039, CRS 54 AND 17 ROUNDABOUT PROJECT - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated four (4) bids were received and staff will make a recommendation on March 23, 2020. ETi 7) PRESENT BID #B2000093, STEEL BID - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated 13 vendors downloaded specifications and two (2) bids were received. Staff will make a recommendation on March 23, 2020. Minutes, Monday, March 9, 2020 Page 2 2020-0798 BC0016 .,--�- NEW BUSINESS: 1) CONSIDER SALE AND PURCHASE AGREEMENT FOR ELECTION MANAGEMENT EQUIPMENT AND SOFTWARE LICENSE AND AUTHORIZE CHAIR TO SIGN - RUNBECK ELECTION SERVICES, INC.: Carly Koppes, Weld County Clerk and Recorder, stated the purchase of Ballot On - Demand printers, costing $127,500.00, is anticipated to save $100,000.00 to $200,000.00 for the 2020 budgeted year. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Ross, and it carried unanimously. IE 2) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR SHARING OF VOTER REGISTRATION SPECIALIST SERVICES AND AUTHORIZE CHAIR TO SIGN - TOWN OF FIRESTONE: Ms. Koppes shared the request to support the Town of Firestone by providing specialized election judges. Commissioner James moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. El 3) CONSIDER CONTRACT ID #3449 LAW ENFORCEMENT SERVICE AGREEMENT AND AUTHORIZE CHAIR TO SIGN — TOWN OF MEAD: Alan Caldwell, Sheriffs Office Captain, explained the provides call response services to the Town of Mead between midnight and 4:00 a.m., Monday through Friday, until December 31, 2020. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner James, carried unanimously. IR 4) CONSIDER AMENDMENT TO OFFICE LEASE AGREEMENT (822 7TH STREET, SUITE 520, GREELEY) AND AUTHORIZE CHAIR TO SIGN - PEEK GOLDSTONE, LLC: Toby Taylor, Director of the Department of Buildings and Grounds, stated the amendment is for a term extension from February 29, 2020, to February 28, 2021, with a monthly rental rate of $3,065.10. Commissioner Ross moved to approve said amendment and authorize the Chair to sign. Commissioner James seconded the motion, and it carried unanimously. le 5) CONSIDER REAPPOINTMENTS TO 911 EMERGENCY TELEPHONE SERVICE AUTHORITY BOARD: Commissioner James moved to approve said reappointment. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. 6) FINAL READING OF CODE ORDINANCE #2020-01, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 9 INFORMATION TECHNOLOGY, OF THE WELD COUNTY CODE: Commissioner Kirkmeyer moved to read said code ordinance by title only, seconded by Commissioner James, and the motion carried unanimously. Bruce Barker, County Attorney, read the title for the record. Ryan Rose, Director of the Department of Information Technology, presented the changes made to Section 9-1-10.C, in response to a work session with the Board. No public input was included. Commissioner Moreno moved to approve said code ordinance, which was seconded by Commissioner Ross. Commissioner Kirkmeyer thanked staff for working with her to address the assurance that Weld County employees abide by the Code. There being no further discussion, the motion carried unanimously. Minutes, Monday, March 9, 2020 Page 3 2020-0798 BC0016 El 7) FINAL READING OF CODE ORDINANCE #2020-03, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 8 PUBLIC WORKS, OF THE WELD COUNTY CODE (SNOW POLICY): Commissioner James moved to read said code ordinance by title only, seconded by Commissioner Ross, and the motion carried unanimously. Mr. Barker read the title for the record. Jay McDonald, Director of the Department of Public Works, explained the alterations made as a result of a work session with the Board. No public input was provided. Commissioner James moved to approve said code ordinance. Commissioner Moreno seconded the motion, and it carried unanimously. Ez 8) FIRST READING OF CODE ORDINANCE #2020-05, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 17 PUBLIC PLACES, OF THE WELD COUNTY CODE (TRAILS AND E- BIKES): Commissioner James moved to read Code Ordinance #2020-05 by audio. The motion was seconded by Commissioner Moreno, and it carried unanimously. Mr. Barker shared the ordinance authorizes the use of electrically assisted bicycles (E -Bikes) and maintenance vehicles on the Poudre River Trail. Commissioner Moreno stated the policy aligns with those of the Town of Windsor and City of Greeley's respective portion of the trail. No public input was given. Commissioner Kirkmeyer moved to approve said code ordinance. The motion was seconded by Commissioner Ross, and it carried unanimously. PLANNING: 1) CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT, USR15-0039 - JEFF A. AND DIANNE E. ENGELMAN LIVING TRUST: Chris Gathman, Department of Planning Services, stated the original request was for an extension of said USR and the applicant was previously granted a six (6) month extension beginning on July 24, 2019. Mr. Gathman shared the applicant's request, received on March 5, 2020, to vacate the said USR. Jeff Engelman, applicant, acknowledged the resistance from the Arrowhead community, but he declared he received aid from the City of Evans. Mr. Engelman suggested staff include an expiration date within future USR resolutions for the applicants' benefit; Mr. Barker affirmed the validity of the suggestion and Mr. Gathman stated staff is pursuing the matter. Commissioner Kirkmeyer moved to vacate USR15-0039. The motion, which was seconded by Commissioner Moreno, carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinances #2020-01 and #2020-03 were approved on Final Reading, and Code Ordinance #2020-05 was approved on First Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
