ASST., SUPERINTENDENT Dear. Planing Staff: The Overland Annexation is a residential development that is located between Weld County Road 15 and Highway 257, south of Weld County Road 72. The project revision proposes 691 single family homes. Based upon the 691 lots planned in this development, the following student generation is anticipated: School Lever Elementary School (K-5) Middle School (6-8) High School (9-12) Total 228 111 145 484 This level of student generation results in the need for 12.92 acres of land necessary to support the school facilities required to serve these students. Given the rapid growth within the School District, Weld RE -4 remains concerned with its ability to provide for continuing growth within our boundaries. Meaningful partnerships with the school district, developers, and town officials will be vital for planned growth that meets the needs of our community and its stakeholders. Site Issues The District is requesting for a suitable site be dedicated to Weld RE -4 School District with utilities within the development of 10-12 acres. In accordance with this request, there is a 12 acre site, PA -4, which is at the intersection of Colorado Highway 257 and a proposed Right of Way. The District requests the opportunity to respond to any land use changes associated with this development. Facility and Fiscal Capacity Issues Grandview Elementary School, Windsor Middle School and Windsor High School will serve this area. To provide capacity at the high school level, Severance High School recently opened in the fall of 2019. Approved development exceeds the district's current capacity to fund educational facilities. As of December 1, 2018, the District's total bonding capacity approximates $247.5 million at 25 percent of assessed valuation per state statute. Debt outstanding from approved bond elections total $121.8 million leaving $125.7 million available for future facility needs throughout the District. Given residential development and student potential from already approved, but not completed projects, this amount is likely not enough to provide the necessary school facilities. Continued growth in our assessed value is essential to raise our bonding capacity. A balance between commercial and residential development is important to insure bonding capacity can keep pace with an influx in student population. Recommendations The School District remains concerned about residential activity and the ensuing enrollment that will follow as well as the District's physical and financial abilities to serve that growth. The District believes the proposed school site, is adequate for an elementary school, once the site meets all of the terms of the IGA with the Town of Windsor. In addition, the School District requests to be notified of any proposed land use changes associated with this application.
