2020 WELD COUNTY COUNCIL: Election of Officers
GREELEY, CO — The Weld County Council held its first meeting of 2020 on January 20.
Incumbent Tonya L. Van Beber, At -Large, was elected President. Incumbent James Welch,
District 3, was elected Vice -President.
Ms. Van Beber is a third generation native of Colorado and Weld County. Living in
the Eaton, Evans and Greeley areas of the county, she has experienced and is familiar with
the various concerns and challenges from one of the largest and fastest growing counties in
the state.
As a 1989 graduate of Eaton High School, Tonya received her Bachelor's Degree from
the University of Northern Colorado in Social Sciences/Psychology. Tonya then spent the next
10 years at the Greeley Tribune as a District Manager and as the Newspapers in Education
Coordinator/Marketing Manager. From there she owned and published two direct mail
newspapers in Weld and Larimer counties. She has been teaching World, American History,
Leadership and 7 Habits for Highly Effective Teens at University Schools for the last 17 years
in addition to educationally consulting with schools around the nation. Tonya most recently
received her Master's Degree in 2013 in Educational Leadership from Regis University in
Denver.
As a graduate of the Leadership Program of the Rockies in 2018 and an involved
community member about Weld County governmental practices and decisions, Tonya
moved on to hold a position as County Council At -Large, having been elected in
November 2018.
Tonya has volunteered with various community organizations and schools as well as
political groups that focus on America's founding principles and how they can be applied to
the challenges that communities face today. As a Policy Circle Moderator, she is most
recently encouraging women to engage in discussions in their communities about the most
pressing issues of the day.
Tonya and her husband Jeff have owned and operated Quality Excavating, based
in Eaton, for the last 15 years and School Success Systems, an educational consulting
company, for the last 10 years.

James Welch is a fourth -generation resident of Weld County and resides south of
Kersey. James graduated from University High School in 1990 and from the University of
Colorado in Boulder in 1993 with degrees in Chemistry and Mathematics. He worked 3 years in
the pharmaceutical industry as a research chemist identifying and developing potential
therapeutic compounds. In 1997 James joined Hach Company as a research chemist
developing chemical methods for measuring compounds in water. James continues to work at
Hach and has held a variety of roles including Regulatory Affairs Coordinator, Trainer, Technical
Support Manager and currently works as a Customer Support Manager supporting water
professionals around the globe.
Believing that serving your local community is not only a responsibility but an honor, he
has served in a variety of roles. James has been committed to the youth of the community by
serving as a member of the Platte Valley RE -7 school board, school finance committee and has
served for 14 years on the school districts accountability committee. He has also served as a
youth mentor for the Jobs of Hope program in Greeley. James has also been committed to
serving his larger community by serving on the Weld County Planning Commission from 2004
through 2007 and recently served in 2018 on the Weld County Ad -Hoc Charter Review
Committee which recommended 9 proposed amendments to the County Charter, all of which
were successfully passed by the voters.
Created by the Weld County Home Rule Charter in 1976, the County Council consists of
five nonpartisan elected members, one representing each district and two at -large members.
The Council meets at 6:30 p.m., the third Monday of each month, except February on
which the third Monday is President's Day and county offices are closed. The next meeting will
be February 11 at the administration building, 1150 O St.
