RESOLUTION RE: APPROVE PERMANENT DONATION AGREEMENT FOR 2015 POLARIS RAZOR S900 UTILITY -TYPE VEHICLE (UTV) FROM THE NATIONAL INSURANCE CRIME BUREAU (NICB) TO THE WELD COUNTY SHERIFF'S OFFICE TO BE DESIGNATED FOR AUTO THEFT AND INSURANCE FRAUD INVESTIGATIONS AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the National Insurance Crime Bureau (NICB) wishes to donate a 2015 Polaris Razor S900 Utility -Type Vehicle (UTV) through a Permanent Donation Agreement to be designated for auto theft, insurance fraud, and/or other related criminal activity investigations, and WHEREAS, the donation by the National Insurance Crime Bureau (NICB) will benefit the Weld County Sheriff's Office, as they commit to investigating auto theft, insurance fraud, and/or other related criminal activity, and WHEREAS, it is the policy of Weld County to formally accept all donations via Resolution, and WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the donation of a 2015 Polaris Razor S900 Utility -Type Vehicle (UTV) through a Permanent Donation Agreement, for the benefit of the Weld County Sheriff's Office, be, and hereby is, accepted to be designated for auto theft, insurance fraud, and/or other related criminal activity investigations. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said agreement. The UTV is described as a 2015 Polaris Razor S900 UTV with an estimated retail value between $9,755.00 - $ 7,415.00. The UTV was originally reported stolen to WCSO on 04/14/20 (Ref case # 20W013161). The insurance company paid the victim and then wrote off the loss. On 05/12/20 the UTV was recovered by the Sheriff's Office in a traffic stop and transported to the impound lot. Subsequently, the NICB offered to donate the UTV to the Sheriff s Office for the purpose of investigating auto theft, insurance fraud and other related criminal activity. Refer to NICB document titled Permanent Donation Agreement for conditions, copy attached. Over the last 12 months Weld County citizens have reported 21 ATV/UTV thefts to the Sheriff's Office. The total loss is estimated at more than $100,000.00 If approved by the BOCC, the Sheriffs Office would like to convert the UTV into a "bait" vehicle. The UTV would be equipped with a covert GPS tracking device and placed in areas where the incidence of UTV thefts is highest. If stolen, Deputies would be able to track the stolen UTV by GPS and eventually arrest the suspects. This technique has been effective in the past. What options exist for the Board? (include consequences, impacts, costs, etc. of options): Accept the donation. This would allow the Sheriffs Office to convert the UTV into a "bait" vehicle in furtherance of crime mitigation efforts.
