RE: APPROVE APPLICATION FOR 2020-2021 HAZARDOUS MATERIALS EMERGENCY
PREPAREDNESS (HMEP) GRANT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2020-2021
Hazardous Materials Emergency Preparedness (HMEP) Grant from the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Weld County Office of Emergency Management, to the Colorado Department of Public Safety,
Division of Homeland Security and Emergency Management, commencing upon full execution of
signatures, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for 2020-2021 Hazardous Materials Emergency
Preparedness (HMEP) Grant from the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County Office of
Emergency Management, to the Colorado Department of Public Safety, Division of Homeland
Security and Emergency Management, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.

Brief description of the problem/issue:
Commissioners, attached is a copy of the 2020-2021 Hazardous Material Emergency Preparedness Grant
application, this grant helps to support the OEM staff budget for personnel costs and some training and travel
expenses. The great is focused on hazmat planning, education and training. This grant supports the work we do
with the planning and development of emergency plans for each of the Oil and Gas well sites, supports the
planning for the 6,853 Tier II chemical facilities and planning for the 51 Risk Management Plan facilities.
We are requesting $139,854.00, this covers salary, benefits, travel and supplies. There is a 20 % match
requirement for this grant of S28,125.00, which is budgeted through our OEM budget. The application for this
grant does not guarantee funding, however Weld County has been successful in receiving funding the last two
years.
This grant is due to the State Jan 31st
, the state changed the due date from Feb 28th and notified me last week of
the date change. I'm requesting approval to place the application on the BOCC agenda for approval and
submission to the State.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve application and submit to the state
Deny application- this would affect the OEM budget by not receiving grant funds totaling $105,604.00 for
employee salary and benefits.

The Weld County
LEPC
is run by
the County's
Office of
Emergency Management.
Our Office
is staffed
with
four employees and
funding from this grant
supports
one of
the
EM Coordinator
positions.
The
continued
funding
is important
to us
for
the
purpose
of
coordinating
with facilities
who
store,
transport,
and
process
chemicals
within
our county. In
addition
to
coordinating
with facilities, we
coordinate
closely
with
first
responders
to
support their
planning
and
training
to
the
known and unknown
HazMat
risks within
our county.
Weld County is the
third
largest
County
in Colorado
(geographically) spanning
3,900 sq. miles
with
an
estimated
population
of 333,150.
To
further
expand
on the vast size of Weld
County,
there
are
32
municipalities,
26
fire
Departments/Districts,
and
19 law
enforcement
agencies
within
Weld
County.
Weld
County
has
two Interstate
HWYs,
I-25 and
I-76.
There
are
two major railroad
operators
with
lines
running
throughout
Weld County,
Burlington
Northern
and
Union Pacific,
with
other
smaller rail
line
operators. There
are multiple
Oil
and Gas Operators,
Midstream
Operators,
and Chemical
Facilities
within
Weld
County. In
2018,

incident.
In 2017
and
again in 2018,
Weld
County
OEM/LEPC
completed
a gap analysis on
first responders'
capabilities
to
respond
to HazMat
incidents
within
Weld
County, it
was discovered
that
approximately
1/3
of the fire
districts
within
Weld
County have
little
to no
HazMat
training. It
is important
to note
these
departments
are in
areas
that
are seeing the
largest
increase in Oil and Gas
production.

Weld County and Weld LEPC will utilize funding to support an employee to use the analytical information
obtained from previous HMEP projects to continue training and exercises on the Weld County Hazardous
Materials Response and Transportation Plan. Coordinate HazMat training for first responders, coordinate table
top scenarios for the RMP facilities with a transportation nexus, coordinate an LEPC workshop, utilize risk
assessment for each of the facilities that have EHS chemicals to help Fire Districts develop pre -plans,
coordinate with communities on planning for hazmat transportation incidents and develop a training and
exercise plan based on worst case scenarios. Coordinate with Pipeline Operators on delivery of Pipeline Safety
Training and community outreach. Coordinate with the NE Region LEPC Chairs on support to their LEPC's.
The Core Capabilities addresses for this project include; Planning, Operational Coordination, Operation
Communication, Public Health, Health Care, Intelligence and Information Sharing, Threat and Hazard
Identification and Community Resilience.
The outcomes of this project are to better prepare our First Responders, Community Leaders, and Citizens, by
understanding the risks and threats in the communities, help them to understand the actions to take in areas of
high risk, how to best prepare for a release if there is a transportation accident or an accident at a facility. Work
with Industry Partners to develop a training and exercise program that supports response agencies and
communities, this planning will also help with Community Resilience.
This project is a part of an ongoing plan to better prepare First Responders, Community Leaders, and our
Citizens. Weld County Government is committed to the sustainability of this project and the continual partial
support funding for the employee working on the project. With Weld County being one of the top hazardous
materials producing Counties in Colorado, it is vital for Weld County to continue to receive funding to support
this ongoing project.

Salary and Fringe Benefits; Weld County will employ an Emergency Management Coordinator to work for the
Emergency Management Office and conduct the listed tasks. The employee will be a full time employee and
Weld County will provide the 20% cash match for the salary and benefits. The costs for the employee is based
on Weld County salary and benefits costs for an Emergency Management Coordinator.
Travel costs; this funding will be used for travel costs for LEPC conferences and NASTTPO conference. Weld
County will support cash match funding for the 20% match. the estimated cost include air fair to the
NASTTPO conferences and other costs for ground transportation.

As Weld County continues to grow in population and Oil and Gas development, progressive planning, training,
and coordination is required to ensure that we keep up with the continuous growth. Risks will continue to
change over the years with chemical facilities as communities continue to grow, expanding housing and
commercial buildings may become closer to commercial business parks. Due to continuous growth, residents
may not be aware of the risk in their communities. Local community leaders will need to understand the risks
that are in their communities based on the hazard assessments. With the development of the Hazardous
Materials Transportation Emergency Response Plan during the 2019 planning cycle, agencies and industrial
organization will need to train and exercise on this plan. Hazardous material transportation incidents have
always been and will continue to be an important planning area for Weld County.
