Ben Nix John Watson • Applicants : None 720658 • • Mr. Lorenson : The County Commissioners , on Ind- ianhead , I have prepared a list of items that would have to be considered as a Planned Unit Development for Indianhead. Before you read this , I want to make a comment one more time . Regardless of what Mr . Billings has said , about being a good development out there , I am making a recommendation to the staff' s position that the less number of people out there , regardless of how they develop , is better than the beauti - ful PUD because I feel less people are going to cause us less problems later on , and my recommendation is that they change their plan or their subdivision to meet the require- ments . Make them talk business there rather than go into a PUD and increase the density. Increasing the density will increase the problems as far as I ' m concerned , but follow- ing instructions , I have prepared the _letter and that' s what you have before you . (Letter introduced , not on tape) . Mr. Bowles : Item No . 4 , it ' s obvious - I have ;marked„ in my subdivisions , strictly dummy type recommenda- • .ti on fta- = _ . . Mr. Lorenson : Well , it' s the type of thing that everybody seems to be coming up with . It ' s supposed to have 500 feet for a hose line and between anything . Now, the rural fire trucks , how much hose they got? • Mr. Bowles : Three to five hundred. Mr. Lorenson : Well , that ' s the reason is that if you go five hundred foot covered , you see , you ' re a thous- and feet either way , if you ' ve got 500 feet of hose, you can cover any point. Mr. Bowles : I can go subdivide 2000 feet with one — fire hydrant , put it right in the middle of a 2000 foot • -1 - • • • - stretch . It Should be , excepting that no structure could be more than five hundred feet from - - - Mr . Lorenson : Alright , you ' ve found a situation where I hadn ' t out guessed you . Mr. Bowles : It ' s , no in the Subdivision Regula- tions it contradicts itself , it comes back to the five hundred , but one section is poorly written and it goes this thousand feet . I circled that in red . Mr. Lorenson : 0 . K. Mr. Watson : In other words , you can , you don ' t have to have , you can have more distance between hydrants but not structures . Mr. Bowles : Yeah , the thousand foot between hyd- rants would be 0 . K. as long as some smart guy doesn ' t fig- ure , like you say , he can take one hydrant and serve two thousand feet and then you 'll be a thousand feet- from ,a structure which is no good. No rural department can pump through a thousand foot of hose . Mr. Lorenson : You take your lagoon area out , for the sewage system , you ' re average lot size would be a half acre and that ' s why I put 1 . 5 units per acre gross density , and gave them an exact number to work from. Mr. Bowles : I ' d like it better if you ' d said that this was requirements for their consideration of a Planned Unit Development . It almost reads like it is a fore- gone conclusion . Now I haven ' t voted yet . Mr. Lorenson : Very good , so instruct me . Mr. Bowles : You ' re so instructed on my behalf . • • -2- •. S Mr. Watson : Which one are you referring to? Mr . G. Anderson : Well , up above here too , you can mention reviewed by the Planning Commission , by the staff? Mr . Lorenson : No , I really mean reviewed by the Planning Commission , and that ' s being right now . Mr . Anderson : Inaudible . Mr. Lorenson : Well , it hasn ' t been sent to them. It will be sent to them after you have modified it in any way you wish. Mr . Anderson : I was under the impression that it • was sent . Mr. Nix : Glenn , you can tear it all apart . Mr. Anderson : I ' d agree with Burman , it' s - - - Mr. Bowles : Seventeen and a half acres for a school or park site? _ . Mr. Lorenson : Well , that was land dedication and it ' s twelve percent. Mr. Bowles : Is this normal on the other DUDS? This - - - Mr. Lorenson : No , we ' ve been going on eight per- cant . Mr. Bowles : I just asked. Mr. Watson : Aren ' t they going to criticize the fact we ' re not following the PUD , Burman? Mr. Lorenson : The PUD , there ' s a hooker in there , -3- • • a • on number seventeen the PUD requires an absolute twenty- five percent open area . Now , I have indicated that twelve percent is going to go for a school or park by dedication . The other thirteen percent comes by some other method . Mr . Anderson : Not including any roads . Mr. Lorenson : Not including any roads . And this , you see , seventeen is the stiffest requirement in there , although it looks pretty innocent. Mr. Bowles : Now are they going to come up with the other land? Mr. Lorenson : Well , they can take and make their lot sizes smaller and pool them into common open areas . Per. • apartment house? Mr. Watson : Sure , they ' re going to have some multiple family units . They have to have . . - Mr: Lorenson : Their PUD didn 't show any: Mr. Watson : It didn ' t it show any? Mr. Lorenson : No , it didn ' t , it showed single • family. Mr. Bowles : Who wants that much togetherness . If. ,he ' s going to move out of town , why would you move next door to somebody . Mr. Nix : I don ' t like any part of any of it , Burman . Mr . Lorenson : I ' d make a motion to the Chairman , on what you ' d like me to do . -4- • • • Mr . Watson : Recommend to the Board of County Com- missioners . It ' s going to be discussed tonight , isn ' t it? Mr . !o renson : Maybe you ' d want to wait before you took any action until tonight with the County Commission- ers . Mr . Bowles : Well now , that we ' ve been reminded , that we have no right not to consider the submissions then . I agree to that . Mr . Lorenson : We do have one other item from the Larimer County Planning Commission . Powderhorn . Mr . Watson : They have asked us to discuss it?
