HomeMy WebLinkAbout20201030.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, APRIL 6, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 6, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly el MINUTES: Commissioner James moved to approve the minutes of the Board of County Commissioners meeting of April 1, 2020, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Kirkmeyer moved to approve the Certification of Hearings conducted on April 1, 2020, as follows: 1) COZ19-0002 — Daniel and Janna Miller, 2) USR19-0072 — James and Bettie Miller, c/o H. James Miller, and 3) USR20-0004 — Colorado Liberty Pipeline, LLC. Commissioner James seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. PROCLAMATIONS: 1) NATIONAL SERVICE RECOGNITION DAY - APRIL 7, 2020: Chair Freeman read the proclamation for the record. 05/O7 Minutes, Monday, April 6, 2020 Page 1 2020-1030 BC0016 CI WARRANTS: 1) GENERAL WARRANTS - APRIL 3, 2020: Commissioner James moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously. ,= 2) COMMISSIONER WARRANTS (BARBARA KIRKMEYER) - APRIL 3, 2020: Commissioner Moreno moved to approve the Commissioner warrant as printed and Commissioner James seconded the motion. Upon a roll call vote, the motion passed with four votes of support, as Commissioner Kirkmeyer recused herself. • BIDS: 1) APPROVE BID #B2000083, DESIGN CONSULTANT -SHOOTING RANGE - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, stated two (2) vendors downloaded specifications, each vendor was evaluated by a panel for a Best Value to the County, and staff recommends selecting Range Design Services, LLC, for a total amount of $54,800.00. Commissioner Ross moved to approve said bid. Seconded by Commissioner James, the motion carried unanimously. EI 2) APPROVE BID #B2000096, MATERIALS TESTING SERVICES - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf reviewed staffs recommendation to select Professional Services Industries, Inc., the low bidder meeting specifications, for a total of $12,158.00. Commissioner Moreno moved to approve said bid. The motion, which was seconded by Commissioner James, carried unanimously. El NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 39 BETWEEN CRS 76 AND 78: Amy Mutchie, Department of Public Works, stated the closure of County Road 39 will occur between April 14, 2020, and April 17, 2020, for a culvert replacement and magnesium chloride will be utilized for dust control along the detour route. Commissioner Kirkmeyer moved to approve said temporary closure. Commissioner James seconded the motion, and it carried unanimously. ki 2) CONSIDER TEMPORARY CLOSURE OF CR 394 BETWEEN CRS 35 AND 37: Ms. Mutchie stated the closure of County Road 394 will occur between April 14, 2020, and April 17, 2020, for a culvert replacement and she verified the detour route is paved. The motion to approve said temporary closure was made by Commissioner Moreno, seconded by Commissioner James, and it carried unanimously. • 3) CONSIDER TEMPORARY CLOSURE OF CR 13 BETWEEN CRS 36 AND 38: Ms. Mutchie shared the closure of County Road 13 will occur between April 21, 2020, and April 24, 2020, for a culvert replacement and she verified the detour route is paved. Commissioner James moved to approve said temporary closure. The motion was seconded by Commissioner Ross, and it carried unanimously. .= 4) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Controller, stated the referenced equipment is no longer used and has been prepared to go to auction for a future date, yet to be determined. Commissioner Moreno moved to approve said declaration and authorize the Controller to sign any necessary documents. The motion was seconded by Commissioner James, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
