BOX 758 GREELEY, COLORADO 80632 April 6, 2020 Honorable Kristie Melendez and Town Board Town of Windsor 301 Walnut Street Windsor, CO 80550 Town of Windsor Mayor and Town Board: The Board of Weld County Commissioners has heard from many of you and from others regarding the Commissioners' decision concerning the C -PACE program in relationship to the Future Legend Sports Park project. We believe we have communicated our reasons for withdrawing our participation in the C -PACE program. However, we feel the need to communicate our confusion and disappointment in not being brought into discussions about this project by the Town of Windsor or the developer until the last minute. Even to date we have not had any formal presentation from the developer or the Town of Windsor regarding the project's details and the financial package to support it, including Windsor's economic development incentives being offered. Historically Weld County and the Town of Windsor have had a great working relationship and have worked collaboratively on several successful economic development projects. For example, we participated by offering 50% personal property tax credit on numerous Windsor projects including Vestas, Owens-Illinois, Carestream, Cargill, and Intersand America Corporation. Weld County also applied and received Energy and Mineral Impact and Community Development Block Grants to assist the Town of Windsor with the water and sewer infrastructure to support the Great Western Industrial Park, to accommodate Owens-Illinois being located in the industrial park prior to being annexed by the Town of Windsor. This was in addition to Weld County making substantial road improvements in the area. Weld County has always worked in partnership with the Town of Windsor on economic development efforts to bring businesses and jobs to the Windsor area dating back to when Kodak was in operation. We would like to continue our partnership and collaboration in the future. Even with the Future Legend Sport Park project we have communicated to the developer, Jeff Katofsky, as recently as last Wednesday, April 1, 2020, that Weld County is supportive of the project and would work with him and the Town of Windsor on other possible financial options , such as a revenue sharing agreement with a Windsor created through an urban renewal authority (URA) and tax increment financing (TIF). Weld County has successfully cooperated in economic development projects in the City of Brighton (Vestas) and the Town of Frederick (Agilent Technologies) by using URA/TIF component as part of the finance package. Weld County is ready to do the same with the Town of Windsor or consider other suggestions the developer or Town of Windsor may have.
