Dear Mrs . Spomer :
Sometime ago we represented you at a hearing on the location
of a durp on property just north of your property.
es you will recall, we prepared a petition which was circulated
in the neighborhood and virtually all of the people living in the
neighborhood signed that petition, requesting the County Colieissioners
to refuse the grant of the dump p permit in the West Half of the South-
west Quarter (V 1/2 SW 1/4) and the Southeast Quarter of the Southwest
SW 1/4) of Section Thirty-two (32) , Township Five (5)

The petition went further and requested that if a permit were
greeted to open a landfill dump, a list of seven (7) conditions be
incorporated in the grant of the permit to provide for olacktappiieg
the road leading into the dump for blacktoppirlc3 of the north-south
county road adjacent to the dumpsite, tc provide for the erection of
a screen of woven wire along the south side and the east side of the
dump area to catch trash and paper that vi ht blow from the dur,p and
to require the operator tc clean the screen at least once eonthly and
to require the dump operator to clean up the adjacent areas ie the
event material and debris from the dump area blows over onto other
lands, said cleanup to be conducted at least monthly, or oftener , and
to see that the st.rcaml'eds and the draws adjacent to the dumb area
be protected from pollution from dump materials and that these draws
be kept free from obstruction at all tirc,es. You also requested in
the petition that the County Commissioners require a period iespec--
tion of the dump premises by a licensed sanitarian weekly or oftener
and that the use of the lard for dump purposes be restricted to avoid
interference with water from the streambed entering into or leaving

Since the hearing, we have endeavored to keep in tours, with the

It is my considered opinion that proper restrictions in the
