RECORD OF PROCEEDINGS
MINUTES OF A MEETING WITH THE
BOARD OF SOCIAL SERVICES IN WELD COUNTY
The meeting convened at 1:30 p.m. Wednesday, April 10, 1974, with the following in
attendance: Mr. Harry S. Ashley, Chairman, Mr. Glenn K. Billings and Mr. Roy Moser,
Members of the Board, Mr. Barton Buss, Weld County Financial Officer, Mr. Eugene
McKenna, Director, Weld County Department of Social Services, and Mrs. Roberta Hermansen,
secretary to Mr. McKenna.
The March, 1974 Caseload Status Report was distributed and discussed. Public Assistance
caseloads, in the largest categories, levelled off after February's increase. Aid to De-
pendent Children families increased by 9 compared with a 54-family increase in February.
Food Stamp participation increased by 79 families compared with February, 1974. The Old
Age Pension load is still showing a great deal of fluctuation because of the implementa-
tion of the Federal Supplemental Security Income. Total expenditures for March, 1974 were
$463,224; this is $12,397 more than February, 1974 but $8,134 less than March, 1973.
Mr. Billings told the group that Weld County has available to them around $3,000,000 for
a Manpower Training Program. He asked Mr. McKenna if some of this money could be used for
training the 54 fathers on the Aid to Dependent Children, Unemployed Fathers caseload.
This would be training to get these men back into the mainstream of employment. Mr.
McKenna felt this has great merit; he did mention that many of these men will need much
working with them, much effort to get them to where they are permanently employable.
A progress report was distributed to the Board on the proposed Youth Shelter Home. A
letter has been written to the State Department dealing with the reimbursement the county
can expect. The matter of a Youth Shelter Home has been explored with Adams and Jeffer-
son Counties to see how their homes have worked out. Jefferson County Department of So-
cial services is operating their home as a private, non-profit corporation. Mr. Billings
would rather Weld County's were handled some other way. He feels this is not always totally
satisfactory.
Two charts were presented to the Board for the years 1970 through March, 1974 showing an-
nual amounts and monthly averages of cash recoveries for the Department during that time.
The Department has shown steady progress in recovering amounts due. The following types
of recoveries were listed: Child support, fraud, other recoveries, and Old Age Pension.
From January through March, 1974 $38,509 has been recovered.
Copies of the "Weld County Community Child Abuse Team" were given to Board members. This
lists the purpose and function of the team, procedures, and team membership. Those on
the team are William Baird, Casework SupervisorIII, Weld County Department of Social
Services, Ms. Kay Grounds, Nursing Supervisor, Department of Public Health, Dr. Robert
Hartley of the Medical Group of Greeley, Ms. Renee Lampros, Intake Social Worker, Pro-
tective Services Unit, Department of Social Services, Dr. Theron Sills, psychiatrist,
and Mr. Martin Stefanie, Greeley Police Department. This team is set up to deal with
cases of very severe child abuse. The Weld County Department of Social Services will
maintain the case management responsibility.
Mr. McKenna said the Department has five or six caseworkers trained to look for evidence
of child abuse or neglect. Mr. Moser said he feels emphasis should be put on being able
to detect patterns for possible child abuse. Prevention needs to be stressed more than
it has been in the past.
A drawing of where trees are to be saved, parking spaces, etc., was given to the Board.
There are 238 parking spaces. Mr. Billings is making arrangements for the asphalting.

Mr. Buss asked that Mr. McKenna advise the Board periodically as to the items on the
knock list being taken care of so there can be final acceptance of the building.
Mr. Ashley questioned how easily staff could break into the case and get a fire ex-
tinguisher if one were needed. Mr. McKenna will speak to Mr. Jim Deakins about this.
There being no further business, the meeting adjourned at 2:25 p.m.
