Mitze explained they were not aware that they needed a permit and part of the pens are already constructed . Mr. Lorenson stated the Health Department had recommended that it be approved subject to building a lagoon , built to guide lines . A soil report was read from the Soil Conservation Service . There was some question regarding the necessity fo'r a lagoon for 40 head of cattle . Mr . Bowles suggested review- ing the matter when Mr. Mitze increases to 100 head . Mr. Lorenson suggested giving tentative approval and send an in- quiry to the Health Department on why they requested a lagoon . RESOLUTION : Be it therefore recommended for approval to the Board of County Commissioners subject to verification by the Health Department to their exact requirements on the lagoon , be con- structed if they say the lagoon is needed no matter what the capacity. Motion by Mr . Bowles , second by Mr . Watson . A vote of "Aye" by Anderson , Bowles , Nix , Watson and Heitman . Motion carried . Also no permanent structures to be placed within the set-back.
