Homestead Events
Sign plan
A permanent sign will be placed on the South west portion of the property.This sign will be a 16 square
foot sign. The sign will include the name, Homestead Events, a logo and contact information. It will be
located 30 feet from Highway 392.
On the day of wedding ceremonies, we will place a 16 square foot sign by the access to the property.
This sign will say Wedding,with arrows directing people into the access.
We will have a sign placed at the entrance that will direct people to the parking area.
Thomas and Corinne Moore have shared with me their plans to open a seasonal wedding venue on their property_

Homestead Events sound study narrative
The following data was collected to determine the sound impact of a wedding venue on the property
located at 16381 Highway 392.As a result of this data collection, we have decided that to achieve the 55
dB(A) level most closely,we will be placing the speakers inside of the lean-to and keeping the sound
level at a 4.When we took sound measurement with this speaker set up,we had an average reading of
58 dB(a)when standing 25 feet from our fence line in our neighbor's yard.We realize that this is 3 dB(A)
over the limit, however if you look at the sound level reading when there was no music, it was 46 dB(A).
Therefore, it is understandable that noise levels are higher for this location, due to the traffic noise on
Highway 392.
When we took sound recordings 25 feet from the property line to the North, the average sound level
was 53 dB(A). During this recording we also had the speakers placed in the lean-to with the sound level
at a 4.To the North of the property the nearest house is 300+feet from where we took the reading.
The noise impact will only be close to the 50-55 dB(A) for our one neighbor to the West.We have
spoken to this neighbor several times about the wedding venue and they are in total agreement for
events to take place on our property.
Along with moving the speakers into the lean-to we plan on putting into place the following remedial
measures in the attempt to reduce the sound levels generated during the wedding receptions.
• in-house monitoring of the sound levels at the venue property line.
• Only allowing music to be played by Di (no live bands) to maintain a sound level consistency
between weddings.
Finally, I would like to restate that at this wedding venue location,we will be hosting a maximum of 20
weddings per year.The sound level of 58 dB(A)will only occur between the hours of 6pm and 11:30pm.
So, if you look at the sound impact overtime, it is very minimal,

The intent of this memorandum is to satisfy the Traffic Impact Letter requirement of the weld
County Use by Special Review ( " USR " ) application . Per the weld County Development Standards
and Regulations , the following memorandum will address the existing conditions , proposed trip
generation , parking analysis and traffic impacts to the surrounding network .
Background
Corinne Moore , the ( " Applicant " ) , is seeking approval of a USR to permit a wedding venue of
approximately 130 guests at 16351 Highway 392 Greeley CO , Colorado . The Applicant is looking
to use their place of residence as a wedding venue . The site location is provided as Figure 1 .
To address pre - application review comments wells + Associates performed a transportation and
parking analysis of the proposed Use by Special Review in accordance with the Weld County
Development Standards and Regulations and the weld County Zoning Regulations for Off - Street
Parking . The following sections serge to satisfy the requirements as requested .
Existing conditions
The 1 . 97 - acre parcel is located at 16381 Highway 392 Greeley CO , Colorado in weld County . The
site is zoned " A " , agricultural . The site is currently occupied by the Moore ' s residence .
The site is accessed via Highway 392 which is classified by the Colorado Department of
Transportation ( " CDOT " ) as a minor arterial and provides east - west connection through the
County . The roadway is a two - lane undivided and paved section . According to CDOT data the
roadway carries 7 , 800 vehicles per day ( " VPD " ) . Regional access is provided by US Highway 85 to
the east .

MEMORANDUM
Proposed Special Use
The Applicant is applying for a Use by Special Review Permit to allow for the the site to be used
as a wedding and event space . Events primarily would occur on Fridays , Saturdays , and Sundays
between May and October as it will be marketed as wedding venue space . Currently , the
Applicant is anticipating the events to be capped at 130 guests . The ceremonies will occur
between 3 : 00 and 6 : 00 pm with all guest gone by 1 : 00 am . There will be two parking attendants
on site during events to facilitate parking .
A plan reduction of the proposed site layout is provided as Figure 2 .
Trip Generation
As previously mentioned , the Applicant seeks a USR to allow for the site to be used as a wedding
e vent space . The Applicant is anticipating that the events would host a maximum of 130 guests .
The Institute of Transportation Engineer ' s ( " ITE " ) Trip Gene ration Handbook loth Edition rates do
n ot provide trip generation rates for an event use similar to the proposed use . The following
assumptions were made to determine a reasonable trip generation estimate for the proposed
u se :
• 15 employees per event that arrive before the guests and leave after guests have
departed ( outside of the peak hours )
• Auto occupancy for employees at 1 . 0 per vehicle
• 85 % of the total guests arrive to the event within the peak hour
• Auto occupancy for guests at 2 . 5 per vehicle
Using the above assumptions , the proposed use would generate 45 weekday PM peak hour trips
( all inbound trips ) , 45 Saturday peak hour trips ( all inbound trips ) and 134 Saturday daily trips .
It is assumed that 30 / of the traffic will be to / from the east and 70 / will be to /from the west .
Network Impacts
The proposed Use by Special Review would result in an insignificant addition of trips to the
surrounding network . It should be noted that the peak hour of the proposed use will often occur
outside the peak hour of the adjacent street network . No adverse impacts to the surrounding
n etwork are anticipated should the proposed Use by Special Review be approved .
Parking
According to the weld county Charter and code , Chapter 23 , Article Iv Section 23 - 4 - 40 " Number
of Off - Street Parking Spaces Required " , any and use activity not otherwise identified shall be
consistent with a comparable use . A comparable use for this event use would be a Church . Church

uses require a minimum of 1 . 0 off-street parking spaces per 4 seats of rated seating capacity .
Table 2 provides a summary of the required and proposed parking for the site . As shown in Table
2, the maximum event size would require 33 spaces . The applicant is proposing 50 parking spaces .
Conclusion
The proposed Use by Special Review, if approved, would result in an insignificant addition of trips
to the surrounding network. No adverse impacts to the surrounding network are anticipated . The
Applicant' s proposal provides adequate off-street parking spaces for the proposed uses .

Homestead Events
Environmental Health Questionnaire
1. Discuss the existing and proposed potable water source. If utilizing a drinking water well, include
either the well permit or well permit application that was submitted to the State Division of Water
Resources. If utilizing a public water tap, include a letter from the Water District, a tap or meter number,
or a copy of the water bill.
Both barns being used by the venue have access to North Weld water source. However,for the weddings
that take place I will require the renters to provide bottled water for their quests.
2. Discuss the existing and proposed sewage disposal system.What type of sewage disposal system is on
the property? If utilizing an existing on-site wastewater treatment system, provide the on-site
wastewater treatment permit number. (If there is no on-site wastewater treatment permit due to the
age of the existing on-site wastewater treatment system, apply for a on-site wastewater treatment
permit through the Department of Public Health and Environment prior to submitting this application.) If
a new on-site wastewater treatment system will be installed, please state "a new on-site wastewater
treatment system is proposed." (Only propose portable toilets if the use is consistent with the
Department of Public Health and Environment's portable toilet policy.)
For the wedding events two porta-potties will be rented. These will be delivered to the venue the day
before the event, and then picked up the day after.
3. If storage or warehousing is proposed,what type of items will be stored
There is one stall in the smaller barn that will be used for storage of tables, chairs, and signs.
4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum will occur
on this site
The employees of Homestead Events will walk around the proposed property and surrounding areas after
each event to ensure that no trash or debris is in the area. All waste will be placed in the one dumpster
located on the property.
5. If there will be fuel storage on site, indicate the gallons and the secondary containment. State the
number of tanks and gallons per tank.
There will be no fuel storage on site.
6. If there will be washing of vehicles or equipment on site, indicate how the wash water will be
contained
There will be no washing of vehicles on site.
7. If there will be floor drains, indicate how the fluids will be contained.
There will be no floor drains.
8. Indicate if there will be any air emissions (e.g. painting, oil storage, etc.).
There will be no air emissions.
11.Additional information may be requested depending on type of land use requested.
Homestead Events will spray the parking area with a light mist of water the morning of each event to
prevent dust from being created by vehicles driving on the gravel.
At this time, we will not be seeking a retail food license. I was advised by Nick Trautner,from the
department of public health, that if we have our renters only serve beer and wine at the bar a retail food
license is not required. If in the future, if we decide to allow our renters to provide mixed drinks for their
quests we will then apply for the needed license.
I have attached a separate sound impact narrative to address how the noise will be contained on site.

Planning Questionnaire
1.Explain the proposed use and business name.
The proposed use of part of my property is a wedding venue. The venue will be called Homestead
Events.
2. Explain the need for the proposed use.
The need for this venue is to provide a low-cost option for young couples to get married, and a second
income for my husband and myself.
3. Describe the current and previous use of the land.
Currently this portion of our property is not being used for any other reason other than basic household
storage needs.
4. Describe the proximity of the proposed use to residences.
We have neighbors on the West and East side of our property. I have spoken to each of those neighbors
several times about this venue opportunity and they are in full support of the idea. We also have some
property owners to the North of us, across the irrigation canal. Although these neighbors'property lines
are close to the venue location, their homes are a fair distance away.
5. Describe the surrounding land uses of the site and how the proposed use is compatible with them.
Surrounding proposed site are residential homes. The venue is a small rental facility that is compatible
with the residential area, because the weddings that take place will be much like a large family backyard
gathering.
6. Describe the hours and days of operation.
The venue will be a seasonal rental facility. We will host weddings from May to October. The goal is to
host 2-3 weddings per month, with only 1 wedding per weekend. The weddings will take place on Friday,
Saturday, or Sunday. Rental of the venue space will begin at 12pm. All guests will need to be off the
property by 12:30 am.
7. Describe the number of employees including full-time, part-time and contractors. If shift work is
proposed, detail number of employees, schedule, and duration of shifts.
The venue will have 15 employees which includes contractors. Homestead Events will employee three
parking attendants(who will stay at parking area all evening to assist guests who wish to leave early)
and two people who will assist in managing clean up and needs of guests during the event.Also, on the
day of an event there will be outside contractors which could include two photographers, three caterers,
two Di, two bartenders, and one wedding planner.
8. Describe the maximum number of users, patrons, members, buyers, or other visitors that the site will
accommodate at one time.
The maximum number of guests that will be allowed at the venue will be 130.
9. List the types and maximum number of animals to be on the site at one time.
There will be no animals allowed at the venue(except for service animals)
10. List the types and number of operating and processing equipment.
The wedding venue will not have any operating or processing equipment.
11. List the types and uses of the existing and proposed structures.
On the property there are 2 barns and a lean-to. Ceremonies will be conducted in front of the larger barn.
The large barn is also where the reception food will be served. The smaller barn will be where the
bride/groom will be allowed to get ready in preparation for the day's events. The lean-to is located just
North of the dance floor, and it is where the bar is located and a place for guests to congregate. A
separate one room building, to be used as a bridal suite, is a proposed structure for the wedding venue.
12. Describe the size of any stockpile, storage, or waste areas.
The venue will utilize the one dumpster located on the property that is also used for our residential use.
This dumpster is picked up on a weekly basis Waste Management Inc.
13. Describe the methods and time schedule of removal or disposal of debris,junk and other wastes
associated with the proposed use.
All trash and debris will be picked up and placed in the dumpsters by the guests prior to leaving.
Homestead Events employees will also walk the around the property and surrounding areas and pick up
any trash that blew in those areas. The dumpster is picked up on a weekly basis(Thursday) by Waste
Management Inc.
14. Include a time-table showing the periods of time required for the construction of the operation.
In the first year of operation of the wedding venue, their will be no new construction needed. If the venue
is successful, the construction of the proposed bridal suite will take place before the second rental
season.
15. Describe the proposed and existing lot surface type and the square footage of each type.
The existing lot service is 18,300 square feet of gravel and 66,725 square feet of grass. There are no
proposed changes to the surface type.
16. How many parking spaces are proposed? How many handicap-accessible parking spaces are
proposed?
The property can accommodate 50 cars for parking, with 2 handicap parking spots.
17. Describe the existing and proposed fencing and screening for the site including all parking and
outdoor storage.
The property has a 215 foot fence that runs along the West side of the property. A 5-foot wooden fence
wall will be placed on the South side of the dumpster to block view from Highway 392.
18. Describe the existing and proposed landscaping for the site.
There are three trees located in a center aisle on the venue, near where the ceremony will take place.
There is also a large tree located to the North of the large barn. This tree is in the reception area.
19. Describe reclamation procedures to be employed as stages of the operation are phased out or upon
cessation of the Use by Special Review activity.
if there is cessation of the Use by Special review activities, the proposed property will return to private
property use.
20. Describe the proposed fire protection measures.
Fire extinguishers will be placed in both barns for fire protection.
21. Explain how this proposal is consistent with the Weld County Comprehensive Plan per Chapter 22 of
the Weld county Code.
A guiding principle in the Weld County Comprehensive plan is the right of citizens to own and utilize their
property. My husband and I own the property in which this wedding venue will be located. Our goal is to
utilize this property in providing us with a secondary/retirement income.A second guiding principle
stated in the plan is to respect Weld County's agricultural tradition.Although this property has two barns
located on it, the barn nor the property have not served any agricultural uses in past 25 to 30 years.
Therefore, the wedding venue will not be taking away agricultural land use.
22. Explain how this proposal is consistent with the intent of the zone district in which it is located.
The proposed site is in an agricultural district, the proposed wedding venue does not conflict with any
agricultural uses for the land.
23. Explain how this proposal will be compatible with future development of the surrounding area or
adopted master plans of affected municipalities.
The site is not located in a regional urbanization area, within three miles of a municipality or in any
intergovernmental agreement area
24. Explain how this proposal impacts the protection of the health, safety, and welfare of the inhabitants
of the neighborhood and the County.
As seen on the sound impact study narrative an average sound level of 58 dB(A) will affect one neighbor
to the West of the property line. However, with no sound coming from the venue the sound level is on
average 46 dB(A), this noise is from the traffic on Highway 392 in which residents in this area are
accustomed to.All other residents in the area will not be impacted by sound levels over 50 dB(A). Two
employees of Homestead Events will be assigned the duty of making sure no guests leave the proposed
property.
25. Describe any irrigation features. If the proposed use is to be in the A Zone District, explain efforts to
conserve prime agricultural land in the locational decision for the proposed use.
To the North of the proposed property is Greely's irrigation ditch#2. The proposed land is in the A zone
district;however, it does not contain prime agricultural land.
26. Explain how this proposal complies with Article V and Article XI of Chapter 23 if the proposal is
located within any Overlay Zoning Districts or a Special Flood Hazard Area identified by maps officially
adopted by the county.
The venue is not located in any overlay zoning districts, or special flood hazard areas.
27. Detail known State or Federal permits required for your proposed use and the status of each permit.
At this time, we will not be seeking a retail food license for the venue. We might investigate this option at
a later date.

Public works Questionnaire
ROADS AND RIGHTS-OF-WAY
There is not an access gate on the property.
400 feet the East of the venue access is the access point for our neighbor's house. 200 feet to
the West of the venue access is the access point for our neighbor's house.
The access point for the venue is located on a straight section of Highway 392 and there are no
difficulties in seeing oncoming traffic from this access point.
DRAINAGE REQUIREMENTS:
The proposed site will be using number 12 of the drainage code exceptions.
12. A parcel greater than 1 gross acre and less than, or equal to, 5 gross acres in size is allowed
a onetime exception for a new 2,000 sq. ft. building or equivalent imperviousness
We will be allowed to add 2000 square foot (ft2) building or equivalent impervious. We are planning on
adding a bridal sweet which will be approximately 600 ft2.This means we will be able to add an additional
3150 ft2 of gravel (if we decide at a later date to increase the parking area) 1260 ft2 building, 1650ft2 of
asphalt or 1260 ft2 of concert and still qualify for exception 12.
The rainwater on the property flows south as it leaves the property.There is a storm drain located on the
south East side of the property.
There have not been previous drainage problems on this property.
Greeley irrigation ditch #2 is located on the North side of the property.
