RESOLUTION RE: APPROVE SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR TO SIGN - THE WILD ANIMAL SANCTUARY, A COLORADO NON-PROFIT CORPORATION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, The Wild Animal Sanctuary, a Colorado Non -Profit Corporation, presented to the Board of County Commissioners of Weld County, Colorado, an application for a Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S., and WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to Weld County, Colorado, pursuant to the laws providing therefore in payment for a Special Events Permit, subject to the rules and regulations found in Article 5, Title 44, C.R.S., for events scheduled for May 15, 2021, June 26, 2021, August 21, 2021, September 18, 2021, October 2, 2021, and November 13, 2021, from 11:00 a.m. to 10:00 p.m., outside the corporate limits of any town or city in the County of Weld at the location described as follows: The Wild Animal Sanctuary, 1946 County Road 53, Keenesburg, Colorado 80643; being further described as Lot B of Recorded Exemption, RE -2344; being part of the N1/2 NW1/4 of Section 28, Township 1 North, Range 64 West of the 6th P.M., Weld County, Colorado WHEREAS, said applicant has also paid the sum of One Hundred and Fifty Dollars ($150.00) to the Colorado Department of Revenue and has exhibited a State Special Events Permit Application for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S. Below please find an outline of Covid-19 precautions that will be followed for all events in 2021 and in accordance with all current state mandates. If at the time of any event, the state/county event regulations change, we will alter event size/planning appropriately and/or cancel the event altogether to allow for the safety of all attendees. We have already determined to cancel our Annual Circle of Life Luncheon and Run Into the Wild events for 2021 out of an abundance of caution. • Current state and county event regulations will be reviewed for compliance one month and immediately prior to each event. If current regulations do not allow for event size, we will either slim down the size of the event or cancel altogether to be in compliance with Covid-19 regulations. We reference https://covidl9.colorado.gov/indoor-events and the current county dial when determining compliance. • Mask wearing will be enforced/required as per Executive Order D 2021 079 (or any other updated/new orders active at time of event). To date our facility has not only complied with all state mask orders/recommendations, but has gone above and beyond for the safety of our guests by following the CDC recommended mask requirements. When not actively eating/drinking, guests are required to wear masks. This will be communicated in event invitations, during welcome speeches at each event, through signage around the facility, and by individual staff members as needed when/if an attendee is not complying. • All tables/sitting areas will be properly socially distanced to allow for 6' of space between attendees as all times. Buffet stations will be one-sided, properly socially distanced, with trained catering staff serving the food (no self-service). Staff will wear gloves/face masks and hand sanitizer will be available to all guests at stations around the event space. • Guest arrival times are naturally staggered for all events as we invite them to arrive several hours early to enjoy our walkway prior to the event. We also have social distancing floor markers at the entrance to the facility to ensure proper spacing of guests during arrival/check-in. • All of our buildings have large square footage and are "open-air" buildings (ClearSpan tented buildings, 'with garage entry doors to allow for maximum airflow throughout). The Bolivian Lion House is a 15,000 square foot building and will host our Fundraising Dinners. Our Welcome Center complex is a 48,000 square foot building and hosts the larger events (with proper spacing/social distancing observed). INTRODUCTION Report Objectives The primary purpose of this report is to utilize relevant sections of the International Building Code (IBC) related to Covered Mall buildings as an acceptable alternative to providing a sprinkler system for the tent structure of this unique occupancy and facility. The use and the limited applications of the Covered Mall sections of the IBC have been discussed with the Building Official and Fire Marshal. The secondary purpose of this report is to provide members of the design team a design review of applicable code requirements for fire and life safety features of the building. This Report will assist members of the design team in coordinating required design features between the design disciplines. An outline and explanation of the required design features will be provided. Project Description The Wild Animal Sanctuary is located in Weld County on County Road 53 and County Road 6. The site consists of multiple buildings and an extensive system of raised pedestrian walkways for viewing the numerous wild animals on the site. All of the buildings are served by the Hudson Fire Protection District. In the event of an emergency, both the Hudson Fire Protection and the SE Weld Fire Protection District may respond. The focus of this report is on the proposed 48,000 square foot (approximate) superstructure that will act as a new Visitor Center for the Wild Animal Sanctuary. The purpose of the membrane superstructure is primarily to provide weather protection to the kiosks ticket booths, public restrooms, restaurants, retail spaces and educational theaters. Mechanical, plumbing and electrical code issues are best addressed with consultants who are experts in those disciplines. This report cannot cover all the detail with the provisions in the code and standard references. The design team should refer to source references for complete details on design issues. Detailed compliance with these references will need to be contained in the construction documents and followed by the contractors. The building is, in simple terms, a "Covered Mall Building". The tent structure is the "Mall" portion of the building and acts to cover a common pedestrian area that allows the customers to access multiple "tenants" that do not exceed three levels. The definition for Covered Mall Building is: "A single building enclosing a number of tenants and occupants such as retail stores, drinking and dining establishments, entertainment and amusement facilities, passenger transportation terminals, offices, and other similar uses wherein two or more tenants have a main entrance into one or more malls." The definition for Mall is: "A roofed or covered common pedestrian area within a covered mall building that serves as access for two or more tenants and not to exceed three levels that are open to each other." The fire protection and life safety features required for a Covered Mall Building have been used as the basis of defining the Life Safety features of the building. This building/structure does not prescriptively meet any specific definition within the Building Code. II. FIRE PROTECTION AND LIFE -SAFETY REQUIREMENTS Site Plan and Fire Service Features Fire Department Access Access Roads: Section 503 of the IFC outlines the requirements for Fire Apparatus Access Roads. Access roads are required for every building and must extend within 150 -feet of every portion of the exterior wall of the first -story of the building. The access is measured by a route approved by the fire department around the exterior of the building. The Fire Code Official is authorized to require additional access roads based upon the potential for impairment of a single road by vehicle congestion, terrain, climatic conditions or other factors that could limit access. The architect and building owner have met with the HFPD to discuss access road and the required Fire Apparatus Access Roads will match the method of compliance already used for other buildings on the site. Premises Identification: Section 505 of the IFC contains requirements for Premises Identification. Approved building numbers, letters or approved building identification must be accompanied by a building address. These numbers and letters shall contrast with their background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall be a minimum of 4 -inches high with a minimum stroke width of 0.5- inches. Page 15 1 Key Boxes Section 506 of the IFC requires the installation of key boxes, also referred to by the product name "Knox Box®" Locations shall be coordinated with the fire department I Key boxes will be provided and locations will be coordinated with Weld County and HFPD Fire Service Elevator Keys In accordance with Section 607 3 of the IFC, access to the fire service elevator keys shall be in an approved location and will be coordinated with Weld County and HFPD Fire Flow. Fire Hydrants and Firefighting Service Connections Fire Flow Appendix B of the IFC contains the hydrant flow requirements for buildings The IFC Table B105 1 defines the Minimum Required Fire -Flow and Flow Duration for Buildings and is based on the type of construction and area of the building For all building types, except Type I -A and Type I -B, the fire flow calculation area is based on the total floor area of all floor levels within the exterior walls and the horizontal projection of the roof Ground'Level 48,000 sq ft Upper Level 12,920 sq ft Total 60,920 sq ft Based upon a construction Type II -B, the tabulated fire flow is 5,250 GPM for a duration of 4 hours equal 1,260,000 gallons Since the building is not being provided with an automatic sprinkler system, a reduction in the require fire -flow cannot be taken The site will be provided with an on -site water storage system with dry hydrants and will be coordinated with Weld County and HFPD The calculated volume of water required is likely in excess of what can be practically provided. It is recommended that the amount of water required be discussed with the Fire Department Utilization of NFPA 1142, Water Supplies for Suburban and Rural Fire Fighting, may offer a more realistic approach The required water capacity (approximate) based on NFPA 1142 would be 237,600 gallons. Fire Department Connections Fire department connections (FDC) are required to supply the required hose connection stations The location of fire department connections must be field approved by the Fire Code Official prior to installation The locations must be fully visible and recognizable from the street and also located such that fire apparatus and hose connected to the system will not obstruct access to the buildings for other fire apparatus Immediate access to the connections must be provided and kept without obstruction by fences, bushes, trees, walls or any other fixed or movable object A working space of not less than 36 -inches shall be provided around the fire department connections The building will be provided with two 2 -way Fire Department Connections;with 2-1/2 inch inlets with a minimum of 4 -inch piping to the point of connection to system piping Building Fire,Protection and Life Safety Features Open Space I The requirements for the Open Space are covered by IBC Section 402 11 The building shall be surrounded on all sides by no less than 60 ft of open space I Wild Animal Sanctuary at Keenesburg - Life Safety Report © BCER Engineering, Inc Page 16 A 60 ft open space will be provided around the building. Lease Plan The requirements for the Lease Plan are covered by IBC Section 402.3 and IFC Section 408.11.1. The plan shall be submitted to the building and fire code officials and shall show the following: 1. Location of each occupancy , including identification of tenant 2. Location of each exits from each tenant space 3. Fire protection features: a. Fire department connection b. Fire command center c. Smoke management system controls d. Elevator and elevator controls e. Hose valves outlets f. Sprinkler and standpipe control valve. g. Automatic fire -extinguishing system areas h. Automatic fire detector zones i. Fire barriers The required Lease Plan will be submitted to the Weld County Building Department and the Hudson Fire Protection District Fire Marshal for approval. Construction The Types of Construction, allowable area and fire -resistance -rated separation are covered by IBC Section 402.4. The mall building may be of Types I, II, Ill and IV construction of unlimited area. Since there are no anchor buildings and the building is of construction Type II -B, the building is allowed to be of unlimited area. Fire Resistance Separations The requirements for fire resistance rated separations are outlined in Section 402.4.2 of the IBC. Fire resistance rated separations are not required between tenant spaces and the mall. However, adjacent tenant spaces would require a fire resistive separation. As none of the tenant spaces are adjacent to one another, fire -resistance -rated separations are not required for tenant spaces. Each tenant is separated by a pedestrian walk. Automatic Sprinkler Systems The requirements for the Automatic Sprinkler Systems are defined in Section 402.5 of the IBC for 402.5 for mall buildings. A mall building is required to be provided with an automatic sprinkler system within the mall and within the tenant spaces containing combustible materials. Spaces such as the kiosks or the restrooms, where the combustible loading is minimal or non-existent are not required to be protected with an automatic sprinkler system. The installation of a sprinkler system within the "mall space" of this structure is not feasible for a number of reasons. The primary reason being that the structure is not capable of supporting the weight of the sprinkler piping. Wild Animal Sanctuary at Keenesburg - Life Safety Report © BCER Engineering, Inc. Page 17 As identified earlier, the membrane superstructure is being constructed as a means to protect the interior spaces from adverse weather. The combination of the superstructure and the interior buildings resemble a building that is defined as a covered mall building, but do not prescriptively meet that definition. The use of the proposed building is very different than a typical covered mall building. As an example, the occupancy is controlled through a ticketing process and the number of occupants will be less than in a building with unrestricted access. The proposed building is situated on a preserve that encompasses more than 300 acres, which virtually eliminates the concern that a fire will impact adjacent buildings and structures. Knowing that the structure does not meet a prescriptive occupancy type definition, an alternative method, as allowed by Section 104.11 of the IBC, should be utilized to define the sprinkler protection of the structure. The goal of the sprinkler system in this structure would be to prevent uncontrolled growth of a fire, allowing the local fire department time to respond and to begin manual extinguishment operations. A secondary goal would be to provide containment of the fire to the room or area of origin, allowing the occupants of adjacent areas time to safely egress from the structure. The superstructure covers four separate tenant spaces or "buildings" as well as two bathrooms and four ticketing kiosks. The open space between those tenant spaces is used for general gathering, picnic areas, and includes a water feature and pond. The picnic tables, simulated grass and other items within that space, with the exception of live trees and shrubbery, will be constructed of non- combustible materials. The tenant spaces or "buildings" will be constructed as non-combustible structures, meeting the requirements of Type II -B construction. The risk of fire, or likely locations of ignition sources, exists within the individual tenant spaces or buildings. Providing individual sprinkler systems only within the tenant spaces or "buildings" (excluding the two bathrooms and four ticketing kiosks) would meet the performance goal of the sprinkler system. The sprinkler system within those spaces would be an automatic wet pipe system, fed from the on -site water storage through an underground network. A fire pump may be required, depending on the location and design of the water storage tank. The on -site water storage capacity would be designed to supply the largest sprinkler demand for a single tenant or "building", in addition to the fire flow requirements, for 30 minutes. (The estimated demand for a light hazard sprinkler system operating for 30 minutes, with a hose stream allowance is 7,000 gallons.) In consideration of this approach, it should be recognized that none of the individual tenants or "buildings" would be required to be protected with an automatic sprinkler system based on occupancy classification and area if they existed as standalone structures. The proposed plan for providing automatic sprinkler system protection will need to be discussed with the Building and Fire Departments. A separate memorandum of understanding or administrative modification request may have to be prepared if the proposed approach is acceptable. Interior Finishes and Features Section 402.6 of the IBC requires that interior finishes have a minimum flame spread index and smoke developed index of Class B within the "mall" area. Tables, chairs, stairs, ramps and other materials will be of non-combustible construction The material of the structure meets the requirements of NFPA 701(data sheet is attached to this report) The simulated grass will require additional evaluation, as there is no indication that it meets the flame spread and smoke development limitations of a Class B finish (data sheet is attached to this report). Emergency Systems The requirements for the Emergency Systems are identified in Section 402 7 of the IBC Standpipe Systems The requirements for the Standpipe Systems are covered by IBC Section 402 7 1 A standpipe system is not required since the upper level is less than 30 feet above the fire department vehicle access Since a Standpipe System is not required, a Class I hose connection connected to an automatic sprinkler system sized to deliver water at 250 gpm at the most hydraulically remote hose connection is required in accordance with Section 905 3 3 of the IBC The hose connections shall be located at public entrances to the mail and at other locations as necessary so that the distance to reach all portions of a tenant space does not exceed 200 ft from a hose connection Hose connections will be provided at locations listed above or as approved by the Fire Department Smoke Control System The requirements for Smoke Control Systems are covered by IBC Section 402 7 2 A smoke control system is not required for covered mall buildings where an atrium connects only two stories This building is only two stories and does not require a smoke control system. Standby Power Systems The requirements for Standby Power are covered by IBC Section 402 7 3 A Standby Power System would be required for a mall in excess of 50,000 square feet to power the Emergency Voice/Alarm Communication System Emergency Voice/Alarm Communication System Section 402 7 4 requires that an emergency voice alarm/communication system be installed in a mall building where the floor area exceeds 50,000 square feet The floor area of this structure, including the "mall" and upper and lower tenant areas exceeds 50,000 square feet Since the majority of the building is similar to an exterior space, the performance requirements of a voice alarm system (audibility and intelligibility) would be difficult to meet. Discussions of with the Building Department and Fire Department should take place to determine if the emergency voice alarm system can be replaced with a standard tone or horn type evacuation system. Means of Egress The requirements for the Means of Egress for the Covered Mall Building and tenants are covered by IBC Section 402 8 Wild Animal Sanctuary at Keenesburg - Life Safety Report © BCER Engineering, Inc Page 19 1 A Means of Egress must be provided for both the tenant space and the mall and must satisfy the requirements of this section and the code Where conflicts exist between IBC Section 402 8 and the rest of the code, then this section shall govern i The width requirements of the Mall are covered by IBC Section 402 8 1 The mall is required to have a minimum width of 20 ft with a minimum of 10 ft clear, to a height of 8 ft vertically, in front of any tenant store fronts F The current layout of the building provides ample clearances to achieve this requirement. Type I kitchen hood exhaust systems are required by IFC Section 609 and IMC Section 509 to be protected by an automatic fire extinguishing system according to IFC Section 904 11 The extinguishing systems are required to be automatically actuated and by a manual means The manual activation device is required to be near a means of egress and located at least 10 feet, but not more than 20 feet from the kitchen hood exhaust system Automatic fire, extinguishing systems shall be interconnected to the fuel or current supply for cooking equipment The interconnection shall be arranged to automatically shut off all cooking equipment and electric receptacles, which are located under the hood, when the system is actuated The, hood ventilation system shall remain operational upon activation of system unless authorized to perform otherwise by the Fire Code Official and the manufacturer Activation of an automatic fire extinguishing system shall transmit an alarm to the building fire alarm system The extinguishing system needs to be interlocked with • Shut-off valves on the gas lines supplying the cooking equipment • Shut -offs for electrical power sources • Make-up air supply fans • Other system equipment necessary to operate the fire extinguishing system, such as a connection to the fire alarm system to monitor the operation of the extinguishing system Activation of the fire alarm system needs to activate notification devices and send an alarm signal to the monitoring company After activation of the extinguishing system, the fuel and electrical power to the cooking equipment is required to lbe manually reset A "Class K" fire extinguisher is required within 30 feet of commercial cooking equipment utilizing vegetable or animal oils and fats, according to IFC Section 904 11 5 HI Construction Phasing Considerations Due to available funding, some of the tenant spaces or "buildings" may only be constructed as shell spaces during the initial construction effort The ticket counters, ramp, me'zzanine and theater spaces wouldi be completed during the initial construction phase The fire protection features of the structure and shell spaces will need to be in place at the conclusion of the initial construction phase The shell spaces will need to be provided with an automatic sprinkler system and cannot be used for storage or other purposes while they are vacant All egress systems must be complete If the kitchen is not complete, a hood suppression system does not need to be installed Wild Animal Sanctuary at Keenesburg - Life Safety Report © BCER Engineering, Inc Page 112 ,I IV.
