RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE EXTENSION OF
TEMPORARY CLOSURE OF COUNTY ROAD 13 BETWEEN COUNTY ROADS 42
AND 44 FOR APPROXIMATELY AN ADDITIONAL FIVE (5) MONTHS, FOR
UNANTICIPATED DELAYS DUE TO NEW TESTING DATA REQUIREMENTS AND
COMPLICATIONS WITH RELOCATION OF EXISTING WATERLINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
said County Road to through traffic and to regulate, warn and guide vehicular traffic by posting
signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic
thereon for the safety of the general public and that said traffic control devices shall conform to
the Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the temporary closure of County Road 13, between
County Roads 42 and 44, be extended, with said extended closure being effective March 1, 2021,
for approximately an additional five (5) months through July 31, 2021, for unanticipated delays
due to new testing data requirements and complications with relocation of existing waterline, and
further, that standard official traffic control devices shall be erected at said closure giving notice
of the restrictions.

SUBJECT: BOCC Agenda Item
DCP Operating Company is requesting permission to extend the closure of CR 13 between CR 42 and CR
44 from 3/1/2021 through 7/31/2021 in order to complete remediation due to a major natural gas pipeline
leak and complete reconstruction of CR 13 and CR 42. A temporary shoo fly has been constructed to
keep traffic moving. VMB's will be in place. The request is due to new requirements from the COGCC
which is requiring new testing data and complications with an existing waterline relocation. The original
approval was Resolution 2020-2930 and was extended under Resolution 2020-3662.
