HomeMy WebLinkAbout20211061.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, APRIL 19, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 19, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of April 14, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of Hearings conducted on April 14, 2021, as follows: 1) USR21-0002 — Dane and Nelda Kornasiewicz, c/o Cassidy Orr. Commissioner Buck seconded the motion, which carried unanimously. —�-' PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner James reported he attended three rulemaking hearings last week during which he expressed Weld County's opposition to tying greenhouse gas reduction to transportation funding, since the Colorado Department of Transportation has not provided a cost benefit analysis. Commissioner Buck announced the Department of Human Services (DHS) has received a Distinguished Performance Award, the Area Agency on Aging will be offering its first in -person wellness workshop later this week following the COVID-1 9 closures, and the Child Welfare Division will be recognizing Child Abuse Prevention Month. She further stated DHS has approved Minutes, Monday, April 19, 2021 2021-1061 Page 1 BC0016 $708,000.00 in Emergency Rental Assistance payments, processed 581 requests and evaluated 384 households. Chair Moreno reported he attended the Downtown Development Authority last week and the Greeley Police Department is working to discourage citizens from "puffing" cars when warming up their vehicles to avoid break-ins. Lastly, he shared that he attended the International Insurance Professionals conference and joined Greeley Mayor, John Gates, in welcoming the attendees to the area. PROCLAMATIONS: 1) HIGHLAND HUSKIES DAY, CLASS 3A CHEER TEAM STATE CHAMPIONSHIP - APRIL 19, 2021: Chair Moreno read the certificate recognizing the Highland Huskies Cheer Team for winning the 2021 Class 3A State Championship. Coach Michaela Runnells shared this was an exciting win as the first year in the 3A classification. The team Seniors included Aryianna Cruz, Abigail Flynn, Melissa Ochs, Makayla Hicks, and Angel Bautista who all agreed it was a tough year as new 3A participants, with lots of new rules and adjustments along the way, but they overcame the challenges. The remainder of the teammembers introduced themselves for the record. The Commissioners, in turn, congratulated the team on achieving four (4) State Championships in the span of five (5) years, demonstrating a strong team spirit through perseverance and hard work. At the request of Commissioner Buck, the Highland Huskies performed two cheers! (Clerk's Note: The group gathered for a photo opportunity.) 2) NATIONAL CRIME VICTIMS' RIGHTS WEEK - APRIL 16, 2021: Michael Rourke, District Attorney, along with JoAnn Holden and Carol Patch representing the 19th Judicial District Attorney's Office, Victim Witness Services Division, recognized the following partner organizations serving victims throughout Weld County: A Womans Place, Area Agency on Aging, ASAP (Assault Survivors Assistance Program) at UNC, Brighton Police Department Victim Services, Catholic Charities, Colorado Legal Services, Colorado State Patrol Victims' Assistance, Free our Girls, Greeley Police Department Victim Assistance Unit, Lifestories Child and Family Advocacy Center, Lutheran Family Services, North Range Behavioral Health, Partners Mentoring Youth, Probation Victims' Assistance, SANE (Sexual Assalt Nurse Examiners) Programs at Banner Health and UC Health, and SAVA (Sexual Assault Victim Advocate) Center. He also recognized April as Sexual Assault Awareness Month, in addition to Child Abuse Prevention Month. Lastly, Mr. Rourke shared a flyer (Exhibit A) and invited the Commissioners to attend the virtual summit on Thursday, April 22, 2021, in honor of National Crime Victim Rights Week. Ms. Holden expressed pride in all of the Weld County agencies who work together for the benefit of crime victims. Ms. Patch added her thanks for the support of Victims' Services support staff. The Commissioners, in turn, expressed their pride in the longsuffering services which are provided by Weld County agencies that advocate on behalf of victims who are struggling to find their voice and affording them a safe place to share and move forward in a healthy way. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - APRIL 16, 2021: Commissioner James moved to approve the General Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #B2100073, MAGNESIUM CHLORIDE TANKS (KERSEY AND GREELEY) — FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated staff recommends awarding to Hallmark, Inc., as the low bidder meeting all specifications, for the amount of $915,813.00. Commissioner Freeman moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. Minutes, Monday, April 19, 2021 2021-1061 Page 2 BC0016 NEW BUSINESS: 1) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY AND AUTHORIZE DONATION OF SAME TO TOWN OF WINDSOR, DEPARTMENT OF PARKS, RECREATION AND CULTURE, AND TO WELD RE -8 SCHOOL DISTRICT: Mark Lawley, Director of the Department of Public Health and Environment, explained the bicycles and related gear were originally purchased utilizing grant funds received from the Colorado Department of Transportation, and he reviewed the reasons in support of the donation, noting the Department will retain the trailer for ongoing use. Commissioner Buck moved to declare said equipment as surplus property and authorize the donation of same to the Town of Windsor, Department of Parks, Recreation and Culture, and also to the Weld RE -8 School District. The motion was seconded by Commissioner Freeman, and it carried unanimously. 2) CONSIDER TEMPORARY CLOSURE OF CR 20 BETWEEN U.S. HWY 85 AND CR 31: Amy Mutchie, Department of Public Works, stated the closure will commence May 4, 2021, and end on May 11, 2021, to replace the Union Pacific Railroad crossing and pave the approaches, and the detour route is paved. Commissioner James moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. 3) CONSIDER TEMPORARY CLOSURE OF CR 40 BETWEEN U.S. HWY 85 AND CR 33: Ms. Mutchie requested this temporary closure from April 23, 2021, through April 30, 2021, to replace the Union Pacific Railroad crossing and pave the approaches. She noted the one -mile detour route will be treated with magnesium chloride for dust control. Commissioner Buck moved to approve said temporary closure. Commissioner Freeman seconded the motion, and it carried unanimously. 4) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CRS 74 AND 76: Ms. Mutchie requested approval to close County Road (CR) 43 from April 26, 2021, through May 28, 2021, to redeck Bridge 43/74A and complete the associated paving. She stated the detour route is treated with magnesium chloride or is paved, and message boards will be placed in advance of the closure. Commissioner James moved to approve said closure. The motion, which was seconded by Commissioner Freeman, carried unanimously. 5) CONSIDER APPOINTMENT OF CHIEF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO SIGN — TAMARA LOVE: Commissioner James moved to approve said appointment and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
