This meeting was called to order by Chair, Elijah Hatch, at 12:30 pm. Roll Call. Present: Tom Cope, Lonnie Ford, Elijah Hatch, Skip Holland, Sam Gluck, Butch White, Michael Wailes, Pamela Edens. Absent: Gene Stille. Also Present: Kim Ogle, Department of Planning Services; Lauren Light, Department of Environmental Health; Mike McRoberts, Department of Public Works; Bob Choate, County Attorney, and Michelle Wall, Secretary. The Chair welcomed Pamela Edens and Michael Wailes to the Planning Commission. Motion: Approve the June 15, 2021 Weld County Planning Commission minutes, Moved by Tom Cope, Seconded by Skip Holland. Motion passed unanimously. CASE NUMBER: USR21-0008 APPLICANT: ANADARKO E & P ONSHORE LLC, C/O TRI-STATE GENERATION AND TRANSMISSION ASSOCIATION INC. PLANNER: KIM OGLE REQUEST: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT FOR A NON -1041 MAJOR FACILITY OF A PUBLIC UTILITY (ONE (1) 115KV TRANSMISSION LINE EXTENDING APPROXIMATELY 0.4 MILES) IN THE PUD (PLANNED UNIT DEVELOPMENT) ZONE DISTRICT. LEGAL DESCRIPTION: LOT B RE -843, BEING PART OF THE NW4 SECTION 27, T3N, R68W OF THE 6TH P.M., WELD COUNTY, COLORADO. LOCATION: SOUTH OF AND ADJACENT TO HIGHWAY 66, EAST OF AND ADJACENT TO CR 7, GENERALLY WEST OF INTERSTATE 25. Kim Ogle, Planning Services, presented Case USR21-0008, reading the recommendation and comments into the record. Staff received no telephone calls, mail, or electronic mail regarding this application. The Department of Planning Services recommends approval of this application along with conditions of approval and development standards. As this case is a Non -1041 Major Facility of a Public Utility, the Planning Commission's recommendation is binding and final. Mike McRoberts, Public Works, reported on the existing traffic, access to the site and drainage conditions for the site. Lauren Light, Environmental Health, reviewed the public water and sanitary sewer requirements, on -site dust control, and the Waste Handling Plan. Selina Koler, Tri-State, 1100 West 116th Avenue, Westminster, Colorado. Ms. Koler explained that there is one segment of the transmission line that has a conductor that is old and needs to be replaced. That conductor is limiting the load surveying capabilities under the 1-25 corridor. She said there is a 0.4 -mile segment that is in Weld County and 0.6 -mile segment in the Town of Mead. Originally the transmission line was not permitted in Weld County. Ms. Koler said she found some old notes in their files that referenced a meeting with Weld County in the 1970s but no follow up permit. She thinks Weld County didn't require a permit at that time because Tri-State was getting funding from Rural Utilities Service. They had to go through National Environmental Policy Act permitting and extensive public comments. Ms. Koler said that now that this section needs rebuilt, it is time to request it get permitted with Weld County. There is an existing 60 -foot Right of Way. The project will require a 40 -foot temporary workspace with 0.6 acre temporary pull site. Ms. Koler explained four single pole structures will be replacing the five current poles in Weld County. One pole is being removed to avoid the wetland. The optical ground wire will be reinstalled. cotA un,C -.onS 2021-2049 O7/21/21 The applicant said they would like to initiate construction this winter and have the project in service by the first quarter of 2022. Commissioner Cope asked where the transmission line crosses 1-25. Ms. Koler said it is on the north side of the Ritchey Brothers property, it is not in Weld County. The Chair asked if there was anyone in the audience who wished to speak for or against this application. The Chair asked the applicant if they have read through the Development Standards and Conditions of Approval and if they are in agreement with those. The applicant replied that they are in agreement. Motion: Approve Case USR21-0008 with the Conditions of Approval and Development Standards recommended by staff, Moved by Tom Cope, Seconded by Lonnie Ford. Vote: Motion passed (summary: Yes = 8, No = 0, Abstain = 0). Yes: Butch White, Elijah Hatch, Lonnie Ford, Skip Holland, Tom Cope, Sam Gluck, Pam Edens, Michael Wailes. Commissioner Gluck stated that he hunts on this property so requested the applicant be very aware of all the wildlife. The Chair asked the public if there were other items of business that they would like to discuss. No one wished to speak.
