Thank you for your letter of concern regarding the intersections on State Highway 392. We have
partnered with the Colorado Department of Transportation (CDOT) to improve safety at several
intersections in Weld County for many years, and we continue to do so. However, CDOT has
primary responsibility for and jurisdiction over any intersection on the Colorado State Highway
system, Highway 392 included.
You listed two intersections in your letter, CR 21 and CR 23. The intersection at CR 21 has been
annexed into the Town of Windsor. Weld County has no maintenance nor jurisdiction at that
intersection. CDOT and the Town of Windsor would be the two governing agencies to contact for
improvements at that location.
Weld County maintains CR 23 south of the CDOT right-of-way, and the Town of Severance
maintains CR 23 north of the CDOT right-of-way at the intersection of Highway 392. Several years
ago, we partnered with CDOT to make substantial safety improvements at that location including re-
routing CR 23 and adding turn lanes on all 4 legs. Since that time, Severance has annexed the north
leg. Should CDOT and the Town of Severance desire to make further safety improvements, we
would be happy to work with both in order to improve the safety on State Highway 392.

We are writing to request that either a traffic light or a roundabout be installed on Hwy
392 at (either) County Road 21 or 392 and County Road 23.
We are school bus drivers for the Weld County RE -4 School District in Windsor. Many
of us pick up children from Severance Middle and High School and transport them to
and from school and back home. Many of these children live in Greeley so we travel
either on Hwy 257 to the Hwy 34 on ramp to pick up our kids, or we have to use Hwy
392 via County Roads - 21 and 23. Through traffic traveling east and west on 392 is so
congested (coming from both directions) that it is nearly impossible to enter onto 392
safely. Many of us have sat there for nearly 10 minutes waiting to make a left hand turn
onto 392 to take our kids home. That is per bus! A Highway Patrol officer told one of
our drivers that 392 is the most dangerous road in Northern Colorado. We believe that
because we are witnesses to it every single day.
Many people travel on Hwy 392 to and from Greeley to Fort Collins, Loveland to
Greeley, Wyoming to Greeley etc. As you know, Windsor has tripled in growth in the last
3 years. Several new subdivisions have gone up as well as new businesses. With as
much population that has settled into this little town, it only makes sense to have
appropriate road improvements as well as traffic lights/stop signs or roundabouts to
circumvent some of this traffic.
As bus drivers and paras; we care and are deeply concerned about the safety and well-
being of the children we transport to and from school every day. Not only is it part of our
job and responsibility as Bus Drivers, but as concerned citizens, tax payers, parents,
grandparents, etc...
This must be addressed and remedied asap, as it is only getting worse by the day. We
have all witnessed vehicles waiting to turn left off of either County Road 21 or 23 onto
392 and cut in front of on -coming traffic. Risking their lives in order to get going after
being stuck there with a mile long of cars behind them for long frustrating periods of
time. One car does it, makes it, and those behind begin to do the same thing - "Monkey
see, Monkey do". It is just not safe and it's a major calamity looking for a place to
happen. It has, and it will continue to do so .
We are asking you to please, please install something - traffic light, round -about, stop
sign, etc...to prevent continued serious tragedies from happening in the immediate
future.
