RE: APPROVE EXPENDITURE AUTHORIZATION AND WORK PLAN FOR TRADE
ADJUSTMENT ASSISTANCE (TAA) CASE MANAGEMENT GRANT FUNDS AND
AUTHORIZE CHAIR TO SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization and Work
Plan for Trade Adjustment Assistance (TAA) Case Management Grant Funds between the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Human Services, Employment Services of Weld County, and the
Colorado Department of Labor and Employment, commencing July 1, 2021, and ending June 30,
2023, with further terms and conditions being as stated in said expenditure authorization and work
plan, and
WHEREAS, after review, the Board deems it advisable to approve said expenditure
authorization and work plan, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Expenditure Authorization and Work Plan for Trade Adjustment
Assistance (TAA) Case Management Grant Funds between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, Employment Services of Weld County, and the Colorado
Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to electronically sign said expenditure authorization and work plan.

Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Departments' Employment Services of Weld County (ESWC) Submission of an
Expenditure Authorization for the Trade Adjustment Assistance (TAA) Program Grant for FY21. The Colorado
Department of Labor and Employment (CDLE) has issued a funding stream under a Notice of Funding Authorization
WE -21-01I for the Trade Adjustment Assistance (TAA) Program Grant for Fiscal Year 2021. The TAA Grant contributes
a wide array of reemployment, case management services, and training by ESWC staff to trade -affected workers. The
TAA Grant supports participants in the program by providing them with reemployment trade adjustment assistance under
§246 of the Trade Act which significantly increases participants' rate of success for completion of the training programs
and for reemployment.

1. FUNDING PURPOSE
The Trade Adjustment Assistance Program (TAA) Program provides a range of reemployment benefits for
workers who have lost their jobs due to foreign competition. If additional funds are needed, please notify
the TAA Coordinator and your Regional Liaison as soon as possible.
2. PARTICIPANT ELIGIBILITY
Participants must be laid off workers resulting from lack of work on or after the impact date, and before
the expiration date of the employer certification.
With the exception of the performance of initial assessments, TAA Case management funds cannot be
used to assist participants certified under the Reversion 2021 law, which includes petitions numbered
99,000 and up.
3. FUNDING REQUIREMENT FOR CO -ENROLLMENT
USDOL currently requires 100% co -enrollment between TAA and WIOA Dislocated Worker
Program, therefore 100% of TAA participants must be co -enrolled in the WIOA Dislocated
Worker. The only exception to this requirement is if the participant refuses co -enrollment or if
the participant is required to be registered with Selective Service and did not complete that
registration. TAA and WIOA funds may be leveraged, as appropriate, to assist the participant in
successful completion of the TAA program and return to the workforce.
4. USE OF FUNDS
A. FUNDS MAY BE USED FOR CASE MANAGEMENT SERVICES THAT INCLUDE:
• Assessment tests
• Skills transferability analysis
• Peer counseling
Development and provision of labor market information
• Development of work -based learning opportunities for enrollment by TAA eligible
participants
B. FUNDS MAY BE USED FOR THE PROVISION OF CASE MANAGEMENT SERVICES THAT INCLUDE:
Maintenance and enhancement of electronic case management systems for improved case
management services and information
Salaries for case managers
Training for case managers
Equipment and furniture used by case managers
Outreach to employed and unemployed TAA eligible workers, including hiring staff to
perform this function
Development of work -based learning opportunities for TAA eligible participants
