RESOLUTION WHEREAS, a public hearing was held on April 22, 1974, in the chambers of the Board of County Commissioners of Weld County, Colorado, for the purpose of hearing the petition of David E. Howard, Route 1, Box 328B, Brighton, Colorado, requesting approval of site forthe construction of a crude oil pump -station by the Continental Pipe Line Co. on the following described property, to-wit: A tract of land situate in the Southeast e of Section 28, Town- ship 1 North, Range 67 West of the 6th P. M. , Weld County, Colorado, which considering the East line of the said South- east 4 as bearing South and with all bearings contained herein relative thereto is contained within the boundary lines which begin at the Southeast corner of said Section 28 and run thence along the South line of the said Southeast +; N 89° 34' East 361. 50 feet to the East line of the said Southeast k; thence along said East line, South 361. 50 feet to the point of beginning containing 3. 000 acres more or less and being subject to a road right-of-way over the Easterly 30. 0 feet thereof for County Road No. 19 and being further subject to a road right-of-way over the Southerly 30. 0 feet thereof for County Road No. 4 and being further subject to all rights—of- way and easements that are now in place or are now of record, and WHEREAS, the petitioner was present and represented by Mr. Doug Chapman of Continental Pipe Line Co. and -Thomas itichardson, counsel, and WHEREAS, there was no opposition to the request of petitioner for the location of said crude oil pump station, and WHEREAS, the said requested location for said crude oil pump station facility is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3 (2) of the Zoning Resolution of Weld County, said location for said crude oil pump station facility may be -authori-zed upon the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those pr-esent; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of David E. Howard, -Brighton, Colorado, _for the Continental Pipe Line Co. to locate a crude oil pump station facility on the premises indicated above be, and it hereby is granted under the conditions following:r' k`' 740289 1. That any water and -sanitation faeilitiesto be installed shall be approved by the State Health Department. 2. That petitioner -shall proceed with due diligence to effect said construction of the crude oil pump station facility and that it shall have up to one year from date hereof to begin the construction of same; otherwise, the Board may, for good cause shown, on its own motion revoke the permit herein granted. 3. That such crude oil pump station facility shall be limited to the items as -shown on plan as submitted. 4. That all applicable subdivision regulations and zoning regulations shall be _followed and complied with in accordance with the Zoning Resolutions of W-etd County, Colorado. Bostrom stated that they normally install a dike around this type of facility . Do not anticipate housing any employees at this site . Planning staff recommends approval as it agrees with Comprehensive Plan ; West Adams Soil Conservation District , finds no problems ; Health Dept . recommends approval . Subject to construction beginning within one years ' time from date of approval and limited to the plans submitted . At this point this would change to the "newer plans requested and the Health Dept . ' s request" . Mr . Heitman visited this site and concurred with Planning staff ' s recommendations . The investigation was carried out by means of test borings and laboratory testing of samples obtained from these borings. The objectives of this investigation were to (1) determine the suitability of the site for construction purposes, (2) make recommendations regarding the design of the substructures, and (3) recommend certain precautions which should be taken because of adverse soil and/or groundwater conditions. SITE INVESTIGATION The field investigation, carried out on November 29, 1973, consisted of drilling, logging, and sampling three (3) test borings. The locations of the test borings are shown on the Test Boring Location Plan included on page 6 of this report. Boring logs prepared from the field logs are shown on page 8 . These logs show soils encountered, location of sampling, and groundwater at the time of the investigation. + r All borings were advanced with a four-inch diameter, continuous- type, power-flight auger drill. During the drilling operations, a field engineer s ' from Empire Laboratories, Inc. , was present and made a continuous visual inspection of the soils encountered. SITE LOCATION AND DESCRIPTION The proposed site is located approximately four (4) miles west of Brighton, Colorado, along County Road 4. More particularly, the site is described as a tract of land situate in the Southeast 1/4 of Section 28, Township 1 North, Range 67 West of the Sixth P.M. , Weld County, Colorado. The site consists of three (3) acres of cultivated farming land which is currently under planting. The site exhibits generally poor drainage with a minor slope to the north. -1- LABORATORY TESTS AND EXAMINATION Samples obtained from the test borings were subjected to testing and inspection in the laboratory to provide a sound basis for determining the physical properties of the soils encountered. Moisture contents, dry unit weights, unconfined compressive strengths, water soluble sulfates, swelling potentials and the Atterberg Limits were determined. A summary of the test data is included on pages 10 and 11 . Consolidation characteristics and/or swelling potentials were also determined, and a curve showing this data is included on page 9 . SOIL AND GROUNDWATER CONDITIONS The soil profile at the site consists of strata of materials arranged in different combinations. In order of increasing depths, they are as follows: (1) Silty Topsoil: The entire site is overlain by a one and one-half (lz) foot thick layer of silty topsoil. The upper eight (8) inches of the topsoil has been penetrated by plant roots and organic material and therefore should not be used as a bearing soil or as a backfill material. (2) Sandy, Silty Clay: A stratum of tan sandy silty clay underlies the silty topsoil and extends to depths of five and one-half (5i) to seven and one-half (7z) feet below the surface. These sandy silty clays are plastic and exhibit moderate bearing characteristics in their moist natural state. When wetted, the clays exhibit slight swelling potentials; however, when loaded the material consolidates readily. (3) Claystone (Bedrock) : Claystone bedrock underlies the sandy silty clays at depths of five and one-half (5z) to seven and one-half (7z) feet below the surface and { extends to greater depths . The upper one (1) to two (2) feet of the bedrock stratum is highly weathered; how- ever, the underlying claystone is very firm and exhibits high bearing characteristics. (4) Groundwater: At the time of the investigation, no free groundwater was encountered to depths of fourteen and one-half (14z) feet below the surface. RECOMMENDATIONS AND DISCUSSION It is our understanding that a crude oil storage tank and a small utility building are to be constructed at the site. Based on our findings in the sub- surface, we feel that the proposed construction is feasible. In view of the soil conditions encountered, it is recommended that the tank structure be supported by a conventional-type structural pad and that the utility building be supported by conventional-type continuous spread footings and/or conventional-type grade beams. The structural slab should be underlain by a minimum of twelve (12) inches of gravel or crushed rock devoid of fines. It is suggested that the gravel layer under the structural slab and the spread footing and/or grade beams supporting the utility building extend a minimum of thirty (30) inches below finished grade for frost protection. The gravel layer under the structural slab will help to distribute the imposed loads and will serve as a capillary break. Utilizing the above mentioned foundation systems the substructures may be designed for a maximum allowable bearing capacity of three thousand pounds (3000#) per square foot (dead load plus maximum live load) . To counteract swelling pressures which may develop if the subsoils become wetted, all footings should be designed for a minimum dead load of five hundred pounds (500#) per square foot. The predicted settlement under the above maximum loading should be less than 0.75 inch, generally considered to be within an acceptable tolerance. Utility Building Slab on Grade In view of the swelling potential of the soil, it is suggested that a floating floor slab be considered. All floor slabs should be underlain by four (4) inches of gravel or crushed rock devoid of fines. The subgrade should be wetted down 3- prior to placing any concrete. Fill material supporting slabs on grade should be a non-expansive granular type material compacted at optimum moisture to at least ninety percent (90%) of Standard Proctor Density (see Appendix A) . It is further recommended that all slabs on grade be structurally independent of bearing members and that they be reinforced with reinforcing running through the construction joints. To minimize and control shrinkage cracks which will develop in slabs on grade, it is recommended that control joints be placed every fifteen (15) to twenty (20) feet and that the total area contained within these joints be not greater than four hundred (400) square feet. GENERAL RECOMMENDATIONS (1) Laboratory test results indicate that water soluble sulfates in the soil are negligible, and a Ty pe I cement may be used in all concrete. (2) Finished grade should be sloped away from the structures on all sides to give positive drainage. It is suggested that ten percent (10%) for the first ten (10) feet away from the structures be provided. (3) Gravel fill placed under the structural slabs should be com- pacted and/or vibrated at optimum moisture to at least eighty percent (80%) of Relative Density ASTM D2049. (4) Backfill around the outside perimeter of the structures should be mechanically compacted at optimum moisture to at least ninety-five percent (95%) of Standard Proctor Density. Puddling should not be permitted as a method of compaction. (See Appendix A) . (5) It is important that the structural pad be supported on the original undisturbed natural soil and/or structural fill compacted as recommended. (6) It is recommended that all compaction requirements specified herein be verified in the field with density tests performed under the supervision of an experienced soils engineer. (7) It is recommended that a registered professional engineer design the substructures and that he take into account the findings and recommendations of this report. GENERAL COMMENTS This report has been prepared in order to aid in the evaluation of this property and to assist the Architect and/or Engineer in the design of this project. In the event that any changes in the design of the building or the location, however slight, are planned, the conclusions and recommendations contained in this report shall not be considered valid unless the changes are reviewed and conclusions of this report modified or approved in writing by the Soil and Foundation Engineer. This report does not reflect any variations in the soil which may exist between test borings. The nature and extent of any variations between the borings may not become evident until construction. If variations do appear, it will then be necessary to make a re-evaluation of the recommendations of this report. To aid in this re-evaluation, on-site observations and tests by the soils engineer of the noted varia- tions might become necessary. A certificate of approval from the soils engineer will be required prior to the owner's final acceptance of the filling operations. MATERIALS Soils used for all compacted fill beneath interior floor slabs shall be a granular, non-expansive type. Compacted earth backfill placed adjacent to foundation walls shall be an impervious, non-expansive material. No material having a maximum dimension of greater than six inches shall be placed in any fill. All materials proposed for use in compacted fill and/or compacted backfill shall be approved prior to their use by the soils engineer. i PREPARATION OF SUBGRADE All topsoil and vegetation shall be removed to a depth satisfactory to the soils engineer before beginning preparation of the subgrade. The subgrade surface of the area to be filled shall be scarified to a minimum depth of six inches, moistened as necessary, and compacted in a manner specified below for the subsequent layers of fill. Fill shall not be placed on frozen or muddy ground. I PLACING FILL No sod, brush, frozen material or other deleterious or unsuitable material shall be placed in the fill. Distribution of material in the fill shall be such as to preclude the formation of lenses of material differing from the surrounding material. The materials shall be delivered to and spread on the fill surface in such a manner as will result in a uniformly compacted fill. Prior to compacting, each layer shall have a maximum thickness of eight inches; and its upper surface shall be approximately horizontal. MOISTURE CONTROL The fill material in each layer, while being compacted, shall as nearly as practical contain the amount of moisture required for optimum compaction; and the moisture shall be uniform throughout the fill. The contractor may be required to add necessary moisture to the backfill material in the excavation if, in the opinion of the soils engineer, it is not possible to obtain uniform moisture content by adding water on the fill surface. If, in the opinion of the soils engineer, the material proposed for use in the compacted fill is too wet to permit adequate compaction, it shall be dried in an acceptable manner prior to placement and compaction. COMPACTION ' When an acceptable, uniform moisture content is obtained, each layer shall be compacted by a method acceptable to the soils engineer and as specified ' in the foregoing report as determined by the standard Proctor test (ASTM D698- 70) . Compaction shall be performed by rolling with approved tamping rollers, pneumatic-tired rollers, three-wheel power rollers, or other approved equipment well-suited to the soil being compacted. If a sheepfoot roller is used, it shall be provided with cleaner bars so attached as to prevent the accumulation of material between the tamper feet. The rollers should be so designed that the effective weight can be increased. MOISTURE - DENSITY DETERMINATION Samples of representative fill materials to be placed shall be furnished by the contractor to the soils engineer for determination of maximum density and optimum moisture for these materials. Tests for this determination will be made using methods conforming to requirements of ASTM D698-70. Copies of the results of these tests will be furnished to the Contractor. These test results shall be the basis of control for compaction effort. i i s DENSITY TESTS i The density and moisture content of each layer of compacted fill will be determined by the soils engineer in accordance with ASTM D1556-68, D2167-66, or D2922- 77. Any material found to not comply with the minimum specified density i shall be recompacted until the required density is obtained.
