HomeMy WebLinkAbout700339.tiff r ./ / 9 v w2 RESOLUTION WHEREAS, the Colorado Department of Highways has requested permission to locate a gravel pit operation on the following described property, to-wit: A tract of land located in the Southeast Quarter (SE1) of Section One (1), Township Ten (10) North, Range Sixty- seven (67) West of the 6th P. M. , Weld County, Colorado, and WHEREAS, the said requested gravel pit operation is in an agricultural zone as set forth by the Planning Commission of Weld County, and WHEREAS, according to Section 3. 3 (8) and Section 6. 1 (3) of the Zoning Resolution of Weld County, said gravel pit operation may be authorized upon the approval of the Weld County Planning Commission and the Board of County Commissioners of Weld County, and WHEREAS, the Weld County Planning Commission has recommended that this business operation be approved by a Resolution dated January 6, 1970. NOW, THEREFORE, BE IT RESOLVED, that the Colorado Department of Highways is hereby authorized to operate a gravel pit on the following described property, to-wit: A tract of land located in the Southeast Quarter (SEI) of Section One (1), Township Ten (10) North, Range Sixty- seven (67) West of the 6th P. COLORADO 80631 December 22, 1969 Weld County Planning Commission Greeley, Colorado 80631 Gentlemen; The Colorado Division of Highways hereby requests approval of the Weld County Planning Commission to re-open an existing gravel pit. The material will be stockpiled and used for repair and overlay on Highway U.S. #85 from the Colorado State Line South, some several miles. The gravel pit is located on property owned by, Wilbur L. and Ruth Thomas, lying in the S.F. 4, Sec. 1, T. 10N., R. 67W., in Weld County. The existing gravel pit is in agricultural zone at present, permitting it to be used for a gravel pit. This would be located nearest the proposed repair and overlay that we are able to obtain. It is estimated that Approx. 20,000 to 30,000 tons of material will be removed from this pit. It is anticipated the material will be crushed and stockpiled this winter, then removed during the summer months of 1970. Material has been removed from this property before, there is an existing gravel pit at present. This is pasture land, the growth is grass and weeds. In the existing pit, the bottom is gravelly and vegetation is sparse. After material has been removed, banks will be sloped to Approx. a 2:1 slope. Any excess stripping of top soil will be replaced over the slopes to promote growth. Pit and pit area will be left in a neat condition. The slopes of the new nit area are to be reseeded with native grasses after material has been removed. There will be no stagnant water in this pit, as this will be a dry deposit. There are no existing houses, ditches, roads or other improvements on adjacent properties that the gravel operation would have any effect upon. We believe that we have provided sufficient information, so that the Planning Commission can act on the request for a temporary gravel pit operation. Sketch of proposed gravel pit area is attached. DISCUSSICNt Mr. Lorenson stated the preliminary plat Pointed out other requirements that haven't been met. Recommended that the plat be tabled until the requirements have been met. Approval on the 8 lots shouldn't be granted without consideration of the total. f Mr. Borgmann stated the source of water would be wells. Mr. Paul stated the percolation tests pass. Mr. Watson asked Mr. Lorenson what criticism he had of block one. Mr. Lorenson stated it is on a major arterial. MOTION: By Mr. Bowles to table the matter until a decision is made regarding the policy of fronting on major streets and highways. Second by Mr. Watson. A.unanimous vote of "Aye". Motion carried. APPLICANT: Jerry Bigbee CASE NUMBER: S-5,4 SUBJECT: JB Acres - Third Filing LOCATION: Si SW-le Sec 33 T6 R66 APPEARANCE: Mr. Bigbee, Gerald McCrea DISCUSSION: Mr. Lorenson stated there is small error on the plat to be corrected and submit a traverse sheet. The .certification on the plat does not correspond with the Regulations. Would also like to have the , street grades. There is some question about the curve data of the street Recommended when this information is received, it be approved. Mr. McCrea stated this information can be supplied. RESOLUTION: Be it therefore resolved to recommend approval of the Third Filing of JB Acres to the Board of County Commissioners. Motion by Mr. Bartels, second by Mr. LePore. A unanimous vote of "Aye". Motion darried. This is subject to the provisions as suggested by Mr. Lorenson. The property in question was recently detached from the town. Mr. Vigil was told to make the proper application and it would be taken into consideration at that time. Operates an implement business there. MOTION: By Mr. Heitman to extend the permit for one more year. Second by Mr. Watson, a unanimous vote of "Aye". Motion carried. SUBJECT: Mobile home occupied by Mrs. Laura Reynolds. DISCUSSION: Mobile home is on a farm near the home of relatives. Mrs. Reynolds is on old age pension and elderly. MOTION: By Mr. Heitman to not grant a permit. Second by Mr. LePore. A unanimous vote of "Aye". Motion carried. Suggested an appeal to the Board of Adjustment as a hardship case. SUBJECT: Joint meeting between the Planning Commission and Board of Adjustment set for Tuesday, January 13, 1970 at 12:00 o'clock at the Post 'N Pike. SUBJECT: Procedure of meetings DISCUSSION: There was some discussion about procedure of meetings. Mr. Lorenson will present some suggestions.
