HomeMy WebLinkAbout20213458.tiffHEARING CERTIFICATION DOCKET NO. 202'1-72 RE: 2022 FINAL BUDGET A public hearing was conducted on December 15, 2021, at 9:00 a.m., with the following present: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: Clerk to the Board, Esther E. Gesick County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden The following business was transacted: I hereby certify that pursuant to a notice dated November 3, 2020, and duly published November 5, 2020, in the Greeley Tribune, a public hearing was conducted to consider the 2022 Final Budget for Weld County. Donald Warden, Director of Finance and Administration, made this a matter of record and reviewed the summary of 2022 Budget Changes made since the Proposed Budget. Mr. Warden further summarized budgetary amounts as reflected in Exhibit A to the Adoption Resolution. Commissioner Saine commented Weld County is a shining example of good fiscal policy and stressed the total cost of government is intertwined with fees which should be considered concurrently in the coming year. Commissioner Buck expressed her pride in the opportunity to participate in an extensive budget review process, which has taken place throughout the year, for the benefit of all Weld County citizens. She credited the leadership and prudent financial expertise of Mr. Warden, who has been also been recognized through numerous awards. She further stated Weld County boast no debt, a diversified tax base, a low mill levy, no sales tax, and a fully funded pension plan. Chair Moreno concurred and also thanked Ms. Oftelie who is working with Mr. Warden on his succession, the various Department Heads, and former/current Boards of Commissioners. Commissioners James and Freeman agreed with the excellent work conducted. Chair Moreno opened the matter for public comment; however, there was no public testimony. ;. = Mr. Warden thanked the Board for their kind words and support, and acknowledged the team effort of Ms. Oftelie and his confidence in her ability to move forward with future budgets, along with the new CFO, Cheryl Pattelli, as well as the support of Department Heads and Elected Officials. He further commented the temporary 7.0 mill tax credit has been in place since 2002, which has resulted in a credit of $864,000,000 million to the taxpayers of Weld County. Commissioner Buck moved to approve the Resolution to Summarize Expenditures and Revenues (Die)/P/o—b) / //gfro2 2021-3458 FI0075 HEARING CERTIFICATION - 2022 FINAL BUDGET PAGE 2 for Each Fund and to Adopt the 2022 Budget as submitted. The motion was seconded by Commissioner Freeman, and it carried unanimously. . = Mr. Warden confirmed Emergency Ordinance #258, In the Matter of the Annual Appropriation for Weld County, Colorado, for Fiscal Year 2022, was previously read into the record by audio, and he reviewed the amounts reflected in Exhibit A. He explained the emergency status is due to the assessed valuation which must be received by the Assessor five (5) days prior to December 31st. No public testimony was offered concerning this matter. Commissioner James moved to approve Ordinance #258 on an emergency basis. The motion was seconded by Commissioner Buck, and it carried unanimously. Mr. Warden recommended approval of the Resolution setting the mill levy at 15.038 mills, which is anticipated to generate $179,977,118.00. The total mill levy is actually 22.038 and he is recommending a continuation of a temporary mill levy reduction of 7.000 mills, for a net reduction of 8.361 mills and a temporary reduction for the general fund. No public testimony was offered concerning this matter. Commissioner James moved to approve the Resolution to Set Mill Levy. The motion was seconded by Commissioner Freeman, and it carried unanimously. El There being no further discussion, the hearing was completed at 10:28 a.m. This Certification was approved on the 29th day of December, 2021.
