BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, OCTOBER 6, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 6, 2021, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair - EXCUSED
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman — EXCUSED
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Controller, Barbara Connolly
El MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of September 22, 2021, as printed. Commissioner Saine seconded the motion,
and it carried unanimously.
• CERTIFICATION OF HEARINGS: Commissioner Saine moved to approve the Certification of
Hearings conducted on September 22, 2021, as follows: 1) PCSC20-0030 — Bennie Rodriguez, and
2) USR21-0009 - DPOC, LLC. Commissioner Buck seconded the motion, which carried unanimously.
IE PUBLIC INPUT: No public input was given.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
▪ CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
• WARRANTS:
1) GENERAL WARRANTS - OCTOBER 5, 2021: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously.

BIDS:
1) APPROVE BID #62100117, CISCO COMPUTE — DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated three (3) bids
were received and recommended awarding to the low bidder meeting specifications, Zivaro, Inc., for the
total amount of $409,075.70. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Saine and it carried unanimously.
El 2) APPROVE BID #B2100127, CISCO NETWORK SWITCHES — DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Rose stated three (3) bids were received and staff recommends
awarding to Lewan Technology for the total amount of $63,273.04. Commissioner Buck moved to
approve said bid. Seconded by Commissioner Saine, the motion carried unanimously.
IE 3) PRESENT BID #B2100132, FIRE ALARM TESTING - FACILITIES DEPARTMENT: Rob Turf,
Purchasing Department, stated seven (7) bids were received and staff will review and make a
recommendation for approval on October 20, 2021.
NEW BUSINESS:
1) CONSIDER APPLICATION FOR RENEWAL OF TAVERN (COUNTY) LIQUOR LICENSE AND
AUTHORIZE CHAIR TO SIGN — THE FORT 21, LTD., DBA THE FORT 21: Bob Choate, Assistant
County Attorney, presented the request for renewal of a Tavern (County) Liquor License for The Fort 21,
Ltd., dba The Fort 21, reviewed the site location and license history, and stated there were no concerns
from any of the referral agencies. Commissioner Buck moved to approve said application for renewal of
a Tavern (County) Liquor License and authorize the Chair to sign. Commissioner Saine seconded the
motion and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
