HomeMy WebLinkAbout20212269.tiffRESOLUTION RE: APPROVE WELD COUNTY PLAN FOR USE OF CORONAVIRUS STATE AND LOCAL FISCAL RECOVERY FUNDS RECEIVED FROM THE AMERICAN RESCUE PLAN ACT OF 2021 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners held a public hearing on the 28th day of July, 2021, at the hour of 9:00 a.m., in the Chambers of the Board, for the purpose of hearing the proposed Plan for Use of Coronavirus State and Local Fiscal Recovery Funds Received from the American Rescue Plan Act of 2021, for the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, as presented by the Department of Finance and Administration to Replace Public Sector Revenue Loss: Use funds to provide government services to the extent of the reduction in revenue experienced during the Coronavirus (COVID-19) pandemic, and WHEREAS, at said hearing, the public was invited to present any written or oral comments concerning said plan; however, no public input was received, and WHEREAS, after review, the Board deems it advisable to approve said plan as explained in the staff presentation, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the proposed Plan for Use of Coronavirus State and Local Fiscal Recovery Funds Received from the American Rescue Plan Act of 2021, for the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, as presented by the Department of Finance and Administration to Replace Public Sector Revenue Loss: Use funds to provide government services to the extent of the reduction in revenue experienced during the Coronavirus (COVID-19) pandemic, be, and hereby is, approved. THERE ARE FIVE PRIMARY WAYS - OUTSIDE OF THE "LOST REVENUE ALLOWANCE" - THAT COUNTIES MAY INVEST FUNDS: 1 f a. • VE PR 11 WAYS COUNTIES USE FUND 1. Support public health response: Fund COVID-19 mitigation efforts, medical expenses, behavioral health care and certain county public health, public safety, human services and other related staff. 2. Address negative economic impacts: Respond to economic harms to workers, families, small businesses, impacted industries and rehiring of public sector workers (including county staff). 3. Replace public sector revenue loss: Use funds to provide government services to the extent of the reduction in revenue experienced during the pandemic — this provision allows a much broader use of funds. 4. Premium pay for essential workers: Offer additional compensation, up to $13 per hour in additional wages, to those - both county employees and other essential workers in the community — who have faced and continue to face the greatest health risks due to their service. 5. Water, sewer and broadband infrastructure: Make necessary investments to improve access to clean drinking water, invest in wastewater and stormwater infrastructure and provide unserved or underserved locations with new or expanded broadband access. A M ER CAN RESCUE PLAN ACT Funds may cover costs from March 3, 2021 through December 24, 2024: The covered period begins March 3, 2021 and ends on December 31, 2024, with a few important distinctions and exceptions to the covered period: 1. Funds must be INCURRED (i.E. obligated) by December 31, 2024 2. Funds must be EXPENDED with all WORK PERFORMED and COMPLETED by December 31, 2026 1 1 PROPOSED USE OF RECOVERY FUNDS GRANT AMOUNT: $63,028,767 Weld County is proposing to use the Fiscal Recovery Funds to replace public sector revenue loss: Use funds to provide government services to the extent of the reduction in revenue experienced during the pandemic - this provision allows a much broader use of funds. Based upon the GFOA ARPA Revenue Replacement Calculator the county can justify a reduction in revenue of $70,085,612 in comparing the base year revenue period ending December 31, 2019 to the twelve-month calculation date of December 31, 2020. The reduction in revenue for the period ending December 31, 2020 fully justifies the grant amount of $63,028,767. The other 2021 revenue from the Fiscal Recovery Funds in the amount of $15,514,383.50 are proposed to be used to provide governmental services in the General Fund, such as added jail costs related to COVID-19 in compliance with the court order to safeguard staff and inmates from COVID-19. In addition, funds will be used to avoid deferring capital facility projects in 2021. 'apex a 1861 PROPOSED USE OF RECOVERY FUNDS GRANT AMOUNT: $63,028,767 In 2022, it is proposed that $21,900,000 be used in the Public Works Fund to provide funds for road and bridge capital projects in the 2021-2026 Capital Improvements Plan to avoid deferring projects to future years. The remaining $9,614,383,56 will be used in the General Fund to fund basic government services. This will allow the county to fund over $12 million in capital facility projects that would have to be deferred if the Fiscal Recovery Funds had not been granted. Dr, III ipt Nikki? Y �` x ! 8 6'1 a R OT ERA ER CAN RESCUE ACT PROS M RAM In addition, the American Rescue Act includes other funding that Weld County departments will receive that Weld County citizens may benefit from: Vaccine Distribution Funding: Provides $7.5 billion for the Centers for Disease Control and Prevention (CDC) to support state, local, tribal and public health departments and community health centers in the distribution of vaccines through information technology and data enhancements, facility enhancements and public communications. Testing and Contact Tracing: Provides $46 billion to the Department of Health and Human Services (HHS) to support state and local health departments distribute and administer tests, PPE and other supplies, expand contact tracing capabilities, and sustaining the nation's public health workforce. Substance Abuse Prevention and Treatment (SAPT) and Community Mental Health Block Grants: Provides $3.5 billion for the Substance Abuse and Mental Health Services Agency's (SAMHSA) Substance Abuse Prevention and Treatment (SAPT) and Community Mental Health block grant programs. t 86 OTHER AMERICAN RESCUE ACT PROGRAMS: In addition, the American Rescue Act includes other funding that Weld County departments will receive that Weld County citizens may benefit from: Temporary Assistance for Needy Families (TANF) Pandemic Emergency Fund: Provides $1 billion for states to provide short-term targeted aid (cash assistance or otherwise) to families in crisis. States would receive funds based on their population's share of children and portion of prior TANF expenditures dedicated to cash assistance. Emergency Rental Assistance Program: Provides $26 billion for emergency rental assistance, including $21.2 billion for the U.S. Treasury Department to allocate to states, territories, counties, and cities. County governments with populations greater than 200,000 would receive additional direct funding to keep families in stable housing and prevent an eviction crisis during the health emergency. OT ERA ER CAN RESCUE ACT ICRA M In addition, the American Rescue Act includes other funding that Weld County departments will receive that Weld County citizens may benefit from: Homeowner Assistance Fund: Provides $10 billion for the Homeowner Assistance Fund and allocates funds to states, territories, and tribes to provide homeowners struggling to make mortgage payments due to the pandemic with direct assistance for mortgage payments, property taxes, property insurance, utilities, and other housing related costs. Counties support assistance to families to maintain stable housing conditions during the public health crisis and beyond. Low Income Home Energy Assistance Program (LIHEAP): Provides $4.5 billion in emergency LIHEAP funds to remain available until September 30, 2022. 1 1 OTHER AMERICAN RESCUE ACT PROGRAMS: In addition, the American Rescue Act includes other funding that Weld County departments will receive that Weld County citizens may benefit from: Supplemental Nutrition Assistance Program (SNAP): Extends the recently enacted 15% SNAP benefit increase through September 30, 2021 (currently set to expire June 30). Would provide an extra $1.1 billion in funds for state SNAP administration to be allocated over the next three fiscal years, an amount commensurate with a 100 percent federal administrative match. Would extend the Pandemic-EBT program (which provides SNAP benefits to low-income children who have lost access to meals at NACo Legislative Analysis for Counties: American Rescue Plan Act of 20218 school and childcare due to the pandemic) through the summer months. This proposal would cost roughly $5 billion. Workforce development and displaced worker assistance and education. OTHER A ER CAN RESCUE ACT PROGRA H II M In addition to the above programs operating through Weld County government there are other major programs for Weld County citizens, such as extended unemployment, aid to businesses, tax credits, Child and Dependent Care Tax Credit (CDCTC), Paycheck Protection Program (PPP), Economic Injury Disaster Loan (EIDL), FEMA's Disaster Relief, Elementary and Secondary Education Relief Fund, etc. Besides the American Rescue Plan Act funds, Colorado lawmakers and the Governor unveiled a $700 million stimulus package March 10, 2021, aimed at other pressing needs in Colorado.
