I naively thought that the 1-25 & US 85 intersections were studied in the revised study. CDOT requests that LG Everist study those intersections. US 85 & CR 126 100% will need massive auxiliary lane additions for the safety of the expressway highway. CDOT would be astronomically concerned if this project began operations prior to installing needed auxiliary lanes at that intersection. For the interstate, really the only engineering CDOT is interested in for the study is "Are the accelerations lamps onto I- 25 adequate and up to Access Code standards" Can the County please require that LG Everist come to the table and work with us? 100% their traffic will increase the daily traffic using that US 85 & CR 126 intersection by a factor of 20% so a new permit will be required there. Afternoon Melissa (and all), Thank you so much for speaking with me on the phone this afternoon and please accept my apologies again at how long it took me to connect with you. As we discussed, regarding the Kiewit project accessing CR 126 from I-25 & Hwy 85, CDOT is willing to accept the supplemental engineering dated 4/22/2021 by Rick Engineering as evidence that: * The 1-25 interchange auxiliary lanes are sufficient for this project * No additional auxiliary lanes are required at the US 85 & CR 126 intersection. As we discussed earlier, the "No additional auxiliary lanes are required at the US 85 & CR 126 Intersection" is predicated on a very specific directional skew of the development proposal entailing that all vehicles traveling to the site use the I-25 route. CDOT is concerned that, after the malaise and routine of day to day operations set in, the actual day-to-day directional skew will shift to something easier for the drivers/developer where they drive north to the site on both I-25 & US 85. Heavy trucks heading northbound on US 85 & turning westbound on CR 126 most likely trigger the need for at least 1 auxiliary lane. CDOT 100% wants to make sure that the County Developer agreement has teeth in it where, if the site changes the haul routes, the County can force the developer to work with CDOT to restudy the US 85 & 126 intersection and, if warranted, have the developer install any aux lanes. After we spoke Melissa I did get both Kiewit and Rick Engineering on a conference call. The numbers in the study ARE NOT in passenger car equivalents. Rick Engineering will be revising the peak hour volume into passenger car equivalents and adding an infographic specifically for the US 85 & 126 intersection. Since they are currently at 7 trips / peak hour and the threshold for requiring an acceleration lane for eastbound CR 126 to turn southbound on Hwy 85 is 10 trips / peak hour. I strongly expect the re -revised TIS will tries2er the need for a southbound acceleration lane, which CDOT will expect to be built. Shifting gears to the second part of the conversation, for the LG Everest project at CR 20, all pork chop and median components are considered a part of the access application/project. The new medians are not connecting into any already existing CDOT infrastructure. Based on the two facts of "A necessary component of the Permit's terms and conditions" and "Not matching / connecting to existing infrastructure owned by CDOT", maintenance of those devices will be completed by a non-CDOT entity. The upcoming permit will have language referencing this. Typically this is the Permittee but does not have to be necessarily. CDOT is not a party to any 3`d party maintenance agreements.
