HomeMy WebLinkAbout20210897.tiffRESOLUTION RE: APPROVE 2021 ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR VARIOUS PROJECTS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the U.S. Department of Housing and Urban Development, Office of Community Planning and Development, awarded Weld County with Community Development Block Grant (CDBG) funds for fiscal year 2021, and WHEREAS, the Weld County Community Development Block Grant Advisory Committee (CDBGAC) has been charged with evaluating project proposals and making recommendations to the Board of County Commissioners of Weld County, Colorado, and WHEREAS, the CDBGAC has recommended the Board allocate $90,000.00 to the Town of Firestone's Via Transit Service Project (Project #2021-1), $50,000.00 to the City of Evans' Water Efficiency Program (Project #2021-2), and $693,000.00 to the City of Evans' Idaho Street Infrastructure Project (Project #2021-3), and WHEREAS, after review, the Board deems it advisable to approve said award allocations. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Community Development Block Grant (CDBG) awards, be, and hereby are, allocated as follows: $90,000.00 to the Town of Firestone's Via Transit Service Project (Project #2021-1), $50,000.00 to the City of Evans' Water Efficiency Program (Project #2021-2), and $693,000.00 to the City of Evans' Idaho Street Infrastructure Project (Project #2021-3). The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 29th day of March, A.D., 2021. Weld County CDBG Advisory Committee Minutes March 3, 2021 Al Krieger called the meeting to order at 3:05 PM. Members present were AJ Krieger, Dean Moyer, Janet Meisel -Burns, Jeff Schreier, Jodi Hartmann, and Debbie Lewis-DeMille. The minutes of the February 2, 2021 meeting were reviewed and approved with Jodi Hartmann making the motion to approve and Debbie Lewis-DeMille seconding. The motion passed unanimously. Next, Grant Application Reviews started with the presentations: 21-1 Firestone VIA Transit Service was presented by Paula Mehle from the Firestone town staff. The committee asked several questions which Paula answered. She also indicated did the town was willing to accept less funding. 21-2 Evans Water Efficiency program presented by Jim Becklenberg and Anne Best -Johnson from the City of Evans. The committee asked several questions. 21-3 Evans Idaho Street Infrastructure presented by Jim Becklenberg, Mark Oberschmidt, and Anne Best - Johnson. The committee asked several questions. After the presentations, the committee discussed the projects. The committee felt each project had merit to receive some funding. The projects meet the goals of the Consolidated Plan and principally benefits low and moderate -income persons. The committee was told that the county had received its CDBG allocation from HUD. The allocation is $1,041,930 not the expected $960,200. The committee then began to discuss funding allocation recommendations for each of the projects. A motion was made by Jodi Hartmann and seconded by Janet Meisel -Burns to recommend to the commissioners to offer $90,000 to the 21-1 Firestone VIA Transit Service project; $50,000 to the 21-2 Evans Water Efficiency program; and $693,000 to the 21-3 Evans Idaho Street Infrastructure project. The motion passed unanimously. Next, the Consolidated Plan was discussed. The next public hearing is March 8, 2021 so far there has been one comment on the needs. The plan will be edited to add such comments as well as the final allocations made by the commissioners. In other business, Cynthia Martin has been offered the position of CDBG Analyst, a full-time position. Meeting adjourned at 5:05 PM. Hello
