PBS is currently located in Denver (along the 1-25 corridor) and due to site limitations, they do not have the ability to expand their existing facility. The company is proposing the construction of a 200,000 square foot advanced manufacturing facility in Brighton, just north of Vestas at 1501 E. Crown Prince Blvd. PBS is under contract on the land (currently owned by Vestas) and they are in due diligence. The company has been working with Brighton's planning staff on preliminary development review and the permitting process, and all indications are that the site can support the proposed operation. The company has also been working with Vestas on accessing Vestas's rail spur until one can be built on the proposed site for PBS. As you will see on the attached Project Information Form, the total project investment is estimated at $42M, of which $13M is estimated to be equipment. The facility will employ 150 new FTE in Phase 1, with an additional 50 FTE in Phase 2. The facility average wage is estimate at $29.45/hour or $61,264/year, which is about 111% of the Weld County average wage of $26.65/hour or $55,432/year (2021, most current). Due to the company's current location and their hope to retain as many employees as possible during the relocation, the company conservatively estimated that the new operation in Brighton will employ 30% Weld -residents, but the company has expressed commitment in working with ESWC and Aims CC toward 50% Weld -residency among their employees. The company also anticipates some of their current employees will relocate to Weld County and/or Brighton to be closer to the new facility. I believe that 30% Weld -residency is reasonable/achievable as the facility establishes, with an ability to get to 50% over time, based on the location of the facility and the workforce required for this operation. I have been in contact with City of Brighton and Brighton EDC staff regarding this project and they are supportive of the proposed operation. They are currently in the process of an economic impact study to determine URA and City assistance levels, which will then be proposed to their respective boards. While I do not believe the company is "shopping" incentives, they have requested incentive estimates and preliminary approvals as they finalize the location for their new and expanded facility. All estimates provided in the attached PIF have been confirmed by the company to be "net new" and do not include relocated equipment or employment numbers. Based on the company's estimated equipment investment of $13M, a Weld County partial personal property tax rebate is estimated at $156,473 over 10- 5 years (see attached depreciation schedule). The proposed site is in the Enterprise Zone and may also be able to take advantage of Colorado First/Existing Industries training grants, but this project is not eligible for JGITC, as they are not considering leaving Colorado. PBS's new modular home and building -materials fabrication facility and operation meets the Weld PP tax rebate criteria of constructing/developing a new business facility, strengthening the county's primary employment base by creating new jobs, and further diversify our manufacturing sector. The company's annual average wage ($61,264/year) is above the Weld County Average of $55,432 and the company pays 50% of employee health premiums and benefits are 23.5% of salary. The company plans to work with ESWC to hire 50% Weld residents and ensure they are paying market/completive wages to attract the workforce they need. They are also interested in working with Aims CC to form long-term training partnerships. PBS has been a pleasure to work with, and Brighton has been a great partner on this project. We are excited about PBS's expansion in Weld County and the positive economic impact that it brings. I am happy to provide any additional information and/or answer any questions you or the Commissioners may have. Please let me know if the Commissioners would support a 50% personal property tax rebate for this project. Thank you so much!
