WELD COUNTY COUNCIL
October 18, 2021
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, October 18, 2021, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
e The meeting was called to order by Vice -President Nancy Teksten. Councilmembers Tonya
L. Van Beber, Elijah Hatch and Rupert Parchment were present, constituting a quorum of
members. Council President James Welch had an excused absence. Also present was Council
Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Hatch made a motion to approve the agenda, seconded by Councilmember
Van Beber and carried.
APPROVAL OF DOCUMENTATION:
Approval of September 20, 2021, Minutes
Councilmember Van Beber made a motion to approve the September minutes, seconded by
Councilmember Hatch, and the motion carried.
REVIEW PROGRAM:
Extension Office -Hannah Swanbom
Ms. Swanbom gave an overview of the department. She said with help from administration, the
4H program was upgraded to a new online platform. The goat extravaganza will be April 22-24,
2022, though she hopes it will soon expand to a four -day event. About 200 youth were certified
in the meat quality program.
She said CSU has produced online safety training programs for those wishing to sell produce
in public. They also went on a tour of the farm fresh areas in Weld County to view fruits and
vegetables being produced.
The master garden program serviced more than 55 farmers markets last year and serviced
nearly 400 clients in the office.
Ms. Swanbom said the fair went well.
Councilmember Teksten asked about a home makers club. Ms. Swanbom said there isn't an
active home makers club currently, but she isn't opposed to starting one.
The extension office is fully staffed. The 4H recognition awards were held recently with more
than 400 in attendance.
November 20 will be the 4H Mardi Gras event and fundraiser. Funding is necessary to support
the salary of the 4H outreach coordinator. Ms. Swanbom is looking at options as she doesn't
want to lose that employee.
Councilmember Van Beber discussed having programs in the classroom, such as how to can
vegetables, and the benefit it offers students. Ms. Swanbom said her department does a lot of
outreach and especially tries to reach underserved populations.

NEW BUSINESS:
Coordinator Reports/Councilman Reports
Councilmember Teksten mentioned Weld Connects. It's a program involving the city and county
designed to provide services to underserved populations, such as providing new socks,
establishing a library card or getting a birth certificate. The recent event was a success.
Bills
Councilmember Hatch made a motion to approve
ove bills, it was seconded by Councilmember
Parchment and carried. The bills were paid as
fo Weld County Phone Bill for September $25.06

There was no old business.
