HomeMy WebLinkAbout20210695.tiffHEARING CERTIFICATION DOCKET NO. 2021-10.B RE: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIVE-YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN A public hearing was conducted on March 8, 2021, at 9:00 a.m., with the following present: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: Acting Clerk to the Board, Chloe A. Rempel County Attorney, Bruce Barker CDBG Program Manager, Don Sandoval The following business was transacted: IE I hereby certify that pursuant to a notice dated February 3, 2021, and duly published February 5, 2021, in the Greeley Tribune, a public hearing was conducted to consider approval of the Community Development Block Grant (CDBG) Five -Year Consolidated Plan and the Annual Action Plan, which are to be submitted to the U.S. Department of Housing and Urban Development (HUD) in order to receive CDBG Entitlement funds. The CDBG Five -Year Consolidated Plan sets forth the priorities and goals for the utilization of the Weld County CDBG funds addressed in the Plan, and the Annual Action Plan outlines the proposed use of the 2021- 2022 CDBG funds for infrastructure improvements, public facilities, public services, housing preservation, and general grant administration. IR Don Sandoval, CDBG Program Manager, presented a brief summary of the plans and stated there was additional public comment received pertaining to additional sidewalk requests. Mr. Sandoval described the next steps in the process, which includes taking public comment received and incorporating them into the plans, as well as developing an Action Plan. Mr. Sandoval reviewed the originally anticipated funding allocation of $960,200.00, which HUD has increased to $1,041,930.00, and explained that resulting from said funding increase, staff will need to modify the Action Plan to be included in the Five -Year Consolidated Plan which is currently being reviewed by HUD. Additionally, Mr. Sandoval stated three (3) applications have been received, to date, from participating jurisdictions for CDBG funds, and once reviewed by the Weld County Community Development Block Grant Advisory Committee (CDBGAC), the applications will be presented to the Weld County Board of Commissioners to approve the allocation of funds and the subsequent agreements with each awarded agency or incorporated municipality. No public testimony was offered concerning this matter. cc.:008000S1 CM) , F-z.COw) O311-1/ oft 2021-0695 F10074 HEARING CERTIFICATION - COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIVE- YEAR CONSOLIDATED PLAN AND ANNUAL ACTION PLAN PAGE 2 Commissioner Saine explained the value of the information reported in the plans and discussed the median income of residents in Weld County increasing at a more accelerated rate than other counties in Colorado, as well as the increase in travel times of the commuting labor force. In response to Commissioner Saine, Mr. Sandoval stated the funds are for low -moderate income households and clarified development will not be mandated by the County; rather, applications are submitted by participating jurisdictions for the expenditure of CDBG funds for smaller community projects, some of which may include local matches from the jurisdictions themselves. In response to Chair Moreno, Mr. Sandoval detailed that while participating jurisdictions can apply for the total award amount provided by HUD, the minimum award amount is $50,000.00, dependent upon the amount of qualifying applications received and the allocation of funds. Commissioner Freeman moved to approve the Community Development Block Grant (CDBG) 5 -Year Consolidated Plan and the Annual Action Plan, based on the recommendation of staff. The motion was seconded by Commissioner James, and it carried unanimously. There being no further discussion, the hearing was completed at 9:30 a.m. This Certification was approved on the 10th day of March, 2021.
