Gentlemen:
Pursuant to our many discussions concerning the need for
greater work space for the Courts of the 19th Judicial District
for the past nearly eight years and the delay of any formal
request until such time as such space was urgently needed and
an emergency existed because of its lack, I now request your
immediate consideration of this need. The work of the Court
has so greatly increased in recent years that an additional
county court has been authorized by the Judicial Department this
year and a promise of an additional district court has been
assured for 1974 . This action is based upon a recent survey
made by the Judicial Department indicating the justification for
such expansion of facilities.
Although the Water Court has been in existence over two
years , it has been able to function in relation to trials and
hearings marginally by the use of the hearing room, various
chambers and any courtroom that was temporarily not being used.
The lack of accommodations of the Water Court was not then as
essential as it is at the present time for the reason that neces-
sary hearings in relation to protests and rulings were not as
numerous then as now which permitted accomplishment without the
now necessary facilities.
I have attached to this letter the space requirements
for each court, which are the minimum and not maximum require-
ments of the work areas heretofore described. The aggregate
space needed totals 10 ,984 sq. ft.
Again, I must impress upon you the emergence of this
need and respectfully request provision by you of the work areas
at your earliest opportunity.
