HomeMy WebLinkAbout20212821.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, SEPTEMBER 20, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, September 20, 2021, at the hour of 9:00 a.m. itig ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Assistant Controller, Chris D'Ovidio Eli PUBLIC INPUT: No public input was given. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. • CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. • COMMISSIONER COORDINATOR REPORTS: Commissioner James stated the Colorado Department of Transportation (CDOT) Greenhouse Gas Rulemaking is underway with eight (8) further public testimony sessions prior to October 15, 2021. Chair Moreno congratulated Commissioner Buck for winning the Commissioner's Cup 3k/5k race on Friday, September 17, 2021. Commissioner Buck stated over $5 million has been disbursed for Emergency Rental Assistance Payments and the Employment Services Division of the Department of Human Services has been provided with grant funds through June 30, 2023, to continue the Veteran's Service to Careers Program in Weld County, more specifically referred to as Weld Project Salute, which aims to remove the barriers of entering employment for Veterans and their families. Commissioner Buck expanded the Family Resource Division of the Department of Human Services has launched a Kinship Caregivers Suport Group that will be offered monthly. Commissioner Buck also spoke regarding the mandated COVID-19 vaccination for veterans and encouraged them to contact their respective congressmen. Chair Moreno stated the Commissioners participated in Early Warning budget sessions and commended Weld County departments for their outstanding work in preparation of their respective budgets. I O /20 Minutes, Monday September 20, 2021 Page 1 2021-2821 BC0016 • WARRANTS: 1) GENERAL WARRANTS - SEPTEMBER 17, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner James seconded the motion, and it carried unanimously. e NEW BUSINESS: 1) CONSIDER AMENDMENT #1 TO LEAVE MANAGEMENT SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN - UPMC BENEFIT MANAGEMENT SERVICES, INC., DBA WORKPARTNERS: Patti Russell, Director of the Department of Human Resources, and Michelle Raimer, Department of Human Resources, stated the agreement is with the Family and Medical Leave Act (FMLA) tracking vendor for this calendar year. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously • 2) CONSIDER OPERATIONAL PLAN DOCUMENTS FOR DENTAL REIMBURSEMENT PLAN AND VISION CARE REIMBURSEMENT PLAN: Ms. Russell explained the plans had not been updated since the early 1980s and confirmed the need to make edits to the language therein. Commissioner Buck moved to approve said plan documents. Commissioner James seconded the motion and it carried unanimously. • 3) CONSIDER TEMPORARY CLOSURE OF CR 45 BETWEEN CRS 66 AND STATE HWY 392: Amy Mutchie, Department of Public Works, stated the closure is from September 27, 2021, through October 1, 2021, to replace a damaged irrigation culvert, and the detour route is paved. Commissioner Freeman moved to approve said temporary closure. Seconded by Commissioner James, the motion carried unanimously. El 4) CONSIDER AGREEMENT FOR CURATION OF STATE-OWNED PALEONTOLOGICAL COLLECTION, AND CASTING AGREEMENT AND AUTHORIZE CHAIR TO SIGN - VARIOUS ENTITIES: Bruce Barker, County Attorney, explained the Agreement for the Curation of a State -Owned Paleontological Collection replaces the original agreement from December 2020, with the Denver Museum of Nature and Science to include the State of Colorado in its' execution, and the Casting Agreement is for the casting of the fossils to reside in the lobby of Weld County Administration Building, at no cost to the County, and with the incentive of adding Weld County as an additional name insured. Commissioner Buck moved to approve said agreements and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried out unanimously. 5) CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY ORDINANCE NO. 257- A SUPPLEMENTAL APPROPRIATION FOR 2021: Jennifer Oftelie, Budget Manager, requested the Board to direct the Clerk to the Board to publish notice of the Emergency Supplemental Appropriation Ordinance that will be presented to the Board for approval on September 27, 2021. The motion to approve said Resolution was made by Commissioner Freeman, seconded by Commissioner James, and it carried unanimously. • PLANNING: 1) FINAL READING OF CODE ORDINANCE #2021-13, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS, OF THE WELD COUNTY CODE (2018 INTERNATIONAL RESIDENTIAL CODE - RADON CONTROL METHODS): Commissioner James moved to read Code Ordinance #2021-13 by title only. The motion was seconded by Commissioner Freeman and it carried unanimously. Mr. Barker read the title for the record. Tom Parko, Director of the Department of Planning Services, stated the Ordinance amends Minutes, Monday September 20, 2021 Page 2 2021-2821 BC0016 Appendix 29-F and there were no changes between First and Second readings. Edwin Grant, Greeley resident, discussed the risks of radon, versus that of the diminished air quality currently caused by wildfires in California. Commissioner James moved to approve said ordinance on Final Reading. The motion was seconded by Commissioner Saine and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2021-13 was approved on Final Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
